Required insurance includes General Liability coverage of $2,000,000 per occurrence and $4,000,000 aggregate, Automobile Liability of $2,000,000 combined single limit, Workers Compensation per California Code of Regulations Title 8, and Pollution Liability of $1,000,000 per occurrence and aggregate if hazardous materials are identified or encountered. The contractor must prepare and submit an Erosion and Sediment Control Plan (ESCP) before work begins, maintain soil-disturbed areas at no more than 5 acres, and implement Best Management Practices (BMPs) from a provided schedule of values. All work must conform to Sacramento County Improvement Standards and applicable water quality permits. Contractor is responsible for all quality control testing, material certifications, and compliance with environmental regulations enforced by the Central Valley Regional Water Quality Control Board, State Water Resources Control Board, and Department of Fish and Wildlife. The staging area may be located within Discovery Park as identified on plans, with all site restoration to pre-project conditions required at contractor's expense.

SECTION 1 – TERMS AND DEFINITIONS

The 2024 County of Sacramento, Community Services Agency Standard Construction Specifications, dated November 1, 2024 and these Special Provisions shall control all work to be done under this contract. In case of conflict between these Special Provisions and the Standard Construction Specifications, these Special Provisions shall take precedence over and be used in lieu of the conflicting portions.

Unless otherwise specified, the California Department of Transportation (State) Specifications, Revised Standard Specifications, and State Standard Plans, DATED 2024, shall be the version used when referenced in these Special Provisions.

The Standard Construction Specifications, which are incorporated by reference in the Contract Documents, may be downloaded from the County website at https://saccountyspecs.saccounty.gov

SECTION 2 - BID REQUIREMENTS AND CONDITIONS

2-8 SUBCONTRACTORS

The following is added to the end of Section 2-8, “Subcontractors,” of the Standard Construction

Specifications:

Before subcontracted work starts, the Contractor shall submit a Subcontracting Request form (CEM- 1201).

SECTION 3 - AWARD AND EXECUTION OF CONTRACT

3-9 INSURANCE

Contractor’s attention is directed to Section 3-9, “Insurance”, of the Standard Construction Specifications.

3-9.01 GENERAL LIABILITY

Subparagraph of the first paragraph of section 3-9.01, “General Liability” of the Standard Construction Specifications is amended to read as follows:

Each Occurrence Two Million Dollars ($2,000,000)

Products and Completed Operations Aggregate Four Million Dollars ($4,000,000)

Personal and Advertising Injury Two Million Dollars ($2,000,000)

3-9.03 WORKERS COMPENSATION

Subparagraph of the first paragraph of Section 3-9.03, “Workers Compensation,” of the Standard Construction Specifications is amended to read as follows:

• Contractor must comply with applicable sections of Title 8; CCR; Chapter 4-Division of

Industrial Safety.

3-9.08 CONTRACTOR’S POLLUTION LIABILITY INSURANCE

Section 3-9.08 “Contractor's Pollution Liability Insurance” of the Standard Construction Specifications is amended to read as follows:

In the event that hazardous materials are identified prior to construction, or are encountered as an unforeseen condition during construction, the Contractor, or its environmental Subcontractor, shall procure, maintain, and keep in force at all times during the term of the Contract, at the Contractor’s sole expense, Contractor’s Pollution Liability insurance with limits not less than:

Each Occurrence or Claim One Million Dollars ($1,000,000)

SECTION 4 – SCOPE OF WORK

4-11 LANDS AND RIGHTS-OF-WAY

The Contractor’s attention is directed to Section 4-11, “Lands and Rights-of-Way,” of the Standard Construction Specifications and these Special Provisions.

The Contractor may use the area near the project location, within Discovery Park, as identified/shown on the plans for a Staging Area. If, at the Contractor’s discretion, temporary fencing is placed around the staging area, installation, upkeep, and removal of the fencing shall be the responsibility of the Contractor and included in the price paid for the various items of work. Contractor shall perform work necessary to return the staging area to pre-project conditions.

The County rights-of-way shall be used only for purposes that are necessary to perform the required work.

The Contractor shall not occupy the rights-of-way, or allow others to occupy the rights-of-way, for purposes, which are not necessary to perform the required work. Determination of “necessary to perform work” will be made by the Engineer if necessary.

Use of the Contractor's work areas shall be at the Contractor's own risk, and the County shall not be held liable for any damage to or loss of materials or equipment located within such areas. Utilities, including but not limited to water or electricity, will not be provided and shall be the sole responsibility of the Contractor.

Residence trailers will not be allowed within the County rights-of-way.

No vehicles, construction equipment, mobile home/office, supplies, materials or facilities shall be driven, parked, stockpiled or located within the driplines of oak trees.

The Contractor shall remove all equipment, materials, and rubbish from the work areas, which the Contractor occupies; and shall leave the areas in a presentable condition.

Full compensation for complying with the requirements of this section shall be considered incidental to the project and no additional compensation will be allowed therefor.

4-13 DESCRIPTION OF WORK

The work to be performed under this contract includes the furnishing of all labor, materials, and equipment for:

Project work includes roadway excavation, placement of aggregate base, asphalt pavement, striping, and doing all other work specified on the plans and in the specifications.

Other items or details not mentioned above that are required by these Special Provisions shall be performed, placed, constructed, or installed in accordance with the Standard Construction Specifications and these Special Provisions. The construction, materials, and workmanship for items of work on the plans, but not specifically mentioned in these Special Provisions are referred to the Standard Construction Specifications for conformance.

SECTION 5 - CONTROL OF WORK AND MATERIALS

5-5 COOPERATION WITH OTHER ENTITIES

The Contractor’s attention is directed to Section 5-5, “Cooperation with Other Entities,” of the Standard Construction Specifications and Section titled “Existing Utilities,” of these Special Provisions.

Contractor shall fully cooperate and coordinate with all entities/utilities, including, but not limited to:

• Drainage: Sacramento County Regional Parks

• Electric: Sacramento Municipal Utilities District (SMUD)

The points of contact for the utility companies are listed on the title sheet of the Contract Plans.

5-6 CONTRACTORS DISMISSAL OF UNSATISFACTORY EMPLOYEES

The following is to be added to Section 5-6:

The Contractor shall be polite to citizens encountered during the course of work. Loud music, foul language, and cursing are not permitted.

5-9 SURVEYS

Topographic survey was not performed and will not be provided for this project. Contractor shall construct the improvements based on the measurements and callouts shown on the Plans.

5-14 SUBSTITUTIONS

Should the Contractor seek approval of a product other than the brand or brands named in these specifications, it shall furnish written evidence that such product conforms in all respects to the specified requirements, and that it has been used successfully elsewhere under similar conditions. Where the specified requirements involve conformance to recognized codes or standards, the Contractor shall furnish evidence of such conformance in the form of test or inspection reports, prepared by a recognized agency, and baring an authorized signature.

Manufacturer’s standard data and catalog cut sheets will not be considered sufficient in themselves, and the Engineer will not be responsible for seeking further data from the manufacturer, or for otherwise researching the project. Failure to provide complete data will be cause for rejection of the proposal.

5-16 MATERIALS SAMPLING AND TESTING

When a reference is made in the specifications to the “Laboratory” or “Transportation Laboratory,” the reference shall mean the Sacramento County Materials Test Lab or other laboratories authorized by the Engineer to test materials and work involved in the contract. This laboratory is located at 9665 Agriculture Lane, Sacramento, CA 95827, telephone (916) 875-5330.

The County uses a Quality Assurance Program (QAP) that uses samples and tests to ensure a material is produced to comply with the Contract. The County may examine the records and reports of tests the prime contractor performs if they are available at the job site. Schedule work to allow time for QAP sampling and testing.

5-16.01 CONTROL OF MATERIALS

The Contractor’s attention is directed to Section 5-13, “Quality of Materials and Workmanship,” Section 5-16, “Materials Sampling and Testing,” and Section 5-17, “Approval of Materials,” of the Standard Construction Specifications.

All materials required to complete the Work under this Contract shall be produced or furnished, delivered, and installed by the Contractor unless otherwise specified in these Project Special Provisions. The Contractor shall be responsible for controlling the quality of materials entering the work and for the quality of the work performed. The Contractor shall perform and provide, at his sole expense, any necessary quality control testing to ensure the quality of materials and the quality of the Work performed. Any Work using non-compliant or unsatisfactory materials or any Work showing unsatisfactory workmanship shall be removed and replaced at the sole cost of the Contractor.

Certificates of Compliance, conforming to the provisions, “Certificates of Compliance,” of the State Specifications shall be furnished for all manufactured products unless otherwise waived by the Engineer.

SECTION 7 – PROSECUTION OF THE WORK

7-1 BEGINNING OF WORK

The Contractor’s attention is directed to the provisions in Section 7-1, “Beginning of Work,” of the Standard Construction Specifications.

The Notice to Proceed will state the date on which the counting of Contract Time will commence and the Contract Completion Date.

7-1.01 ORDER OF WORK

When required by these Special Provisions or Plans, the Contractor shall follow the sequence of operations as set forth therein.

Liquidated damages, as set forth elsewhere in these special provisions, shall be assessed if the working days are exceeded. No work may take place prior to receipt of the executed Contract and review of the prescribed bonds and insurance.

Contractor's attention is directed to Section 12, “Safety, Public Convenience, and Traffic Control,” of the Standard Construction Specifications and these Special Provisions. Any Special Signs (S1) that are required for detour or maintaining traffic shall be placed a minimum of 10 days in advance of the project start.

The first order of work shall be the following:

• Prepare and submit an Erosion and Sediment Control Plan as required in Section 10.

• Prepare and submit Baseline Schedule

• Ordering street light poles, signal equipment, drainage materials, including pipe, inlets, and manholes, fence materials, and equipment that is not furnished by the County. The Engineer shall be furnished a statement from the vendor that the orders for equipment/materials have been received and accepted by the vendor.

At the end of each work day, all debris, branches, roots, removed fence, rubbish, and other debris in the work area shall be collected and placed in a suitable disposal bin or pile. Materials to be used later in construction shall be neatly stockpiled. All parts of the work shall be left in a neat and presentable condition at the end of the work shift.

Full compensation for Order of Work, as specified herein, shall be considered as included in the prices paid for the various items of work involved and no additional compensation will be allowed therefor.

7-8.01 ALLOWABLE TIMES AND HOURS OF WORK

No lane or road closures will be permitted outside of the allowable hours of work. All traffic lanes shall be open, each day, by the end of shift.

The Contractor will not be allowed to work on the following dates in 2026 due to planned events within Discovery Park: June 20th, July 25th, August 2nd, August 9th, August 12th, and August 14th through August 18th (weeklong event).

7-8.02 OFF-PERIOD WORK

Under no circumstances shall any night time work be performed prior to and without the written permission of the Engineer.

7-12 DELAYS

Contractor’s attention is directed to Section 7-12.02, “Unavoidable Delays,” of the Standard Construction Specifications.

No extension of time will be granted for a delay caused by a shortage of materials unless the Contractor furnishes to the Engineer documentary proof that he has made every effort to obtain such materials from all known sources, within reasonable reach of the work in a diligent and timely manner. The documentary proof shall indicate that the inability to obtain such materials, when originally planned, did in fact cause a delay in final completion of the entire work which could not be compensated for by revising the sequence of the Contractor's operations. The term "Shortage of Materials" as used in this section, shall not apply to materials, articles, parts, or equipment which are processed, made, constructed, fabricated, or manufactured to meet the specific requirements of the contract. Only the physical shortage of material will be considered under these provisions as a cause for extension of time. Delays in obtaining materials due to priority in filling orders will not constitute a shortage of materials.

No extension of time will be allowed for delay in delivery of traffic signal poles, luminaires, or traffic signal equipment.

7-15 TIME OF COMPLETION

As set forth in Section 7-15, "Time of Completion", of the Standard Construction Specifications, the time for completion of this contract shall be Twenty five (25) working days.

No roadway excavation or soil disturbance may occur before the counting of working days.

SECTION 8 – MEASUREMENT AND PAYMENT

8-10 LIQUIDATED DAMAGES FOR DELAY

The Contractor shall pay liquidated damages for this contract to the County of Sacramento the sum of THIRTY SIX HUNDRED DOLLARS ($3,600.00) per day for failure to complete all contract items, for each and every calendar day's delay in finishing the work in excess of the number of working days prescribed elsewhere in these Special Provisions.

SECTION 10 - ENVIRONMENTAL CONTROLS AT WORK SITE

The Contractor’s attention is directed to Section 7-1.01, "Order of Work," in these Special Provisions.

10-4 EROSION SEDIMENT AND WATER POLLUTION CONTROL

At reasonable times and upon presentation of credentials and other documents as may be required by law, the Contractor shall allow authorized agents of the Central Valley Regional Water Quality Control Board, State Water Resources Control Board, Department of Fish and Wildlife, United States Environmental Protection Agency and the local storm water management agency to:

A. Enter upon the construction site and the Contractor’s facilities pertinent to the work;

B. Have access to and copy records that must be kept as specified in a permit;

C. Inspect the construction site and related soil stabilization practices and sediment control measures; and D. Sample or monitor for the purpose of ensuring compliance with the Permit.

The Contractor shall notify the Engineer immediately upon request from the regulatory agencies to enter, inspect, sample, monitor or otherwise access the project site or the Contractor’s records.

Unless arrangements for disturbance of areas outside the project limits are made by the Department and made part of the contract, it is expressly agreed that the Department assumes no responsibility whatsoever to the Contractor or property owner with respect to any arrangements made between the Contractor and property owner to allow disturbance of areas outside the project limits.

10-4.05 EROSION AND SEDIMENT CONTROL PLAN (ESCP)

The County has submitted an Erosivity Wavier to the State Water Resources Control Board to allow the project to be constructed under Construction General Permit Order 2009-0009-DWQ. An active WDID number will become available prior to the start of construction.

The Contractor shall be required to prepare an Erosion & Sediment Control Plan (ESCP) per Section 10-

4.05 “Erosion and Sediment Control Plan (ESCP)” of the Standard Construction Specifications. The ESCP shall be submitted to the Engineer and subject to review and comment by the County Department of Water Resources. Erosion and sediment control shall conform to the requirements of the current edition of the County of Sacramento Improvement Standards.

Throughout the project, the active, soil-disturbed area of the project site shall be not more than 5 acres. The Engineer may approve, on a case-by-case basis, expansions of the active, soil-disturbed area limit.

The Contractor shall amend the ESCP, graphically and in narrative form, whenever there is a change in construction activities or operations which may affect the discharge of significant quantities of pollutants to surface waters, ground waters, municipal storm drain systems or when deemed necessary by the Engineer. The ESCP shall be amended if the ESCP is in violation of any permit condition, or has not effectively achieved the objective of reducing pollutants in storm water discharges. Amendments shall

- 8 -show additional control measures or revised operations, including those in areas not shown in the initially approved ESCP, which are required on the project to control water pollution effectively. Amendments to the ESCP shall be submitted to the Engineer for review and approval in the same manner specified for the initially approved ESCP. Approved amendments shall be dated and logged in the ESCP. Upon approval of the amendment, the Contractor shall implement the additional control measures or revised operations.

10-4.09 PAYMENT

The contract ALLOWANCE for preparation of the Erosion and Sediment Control Plan shall include full compensation for furnishing all labor, materials, tools, equipment and incidentals for doing all the work involved in developing, preparing, obtaining approval of, revising and amending the Plan as specified in the Standard Construction Specifications, these Special Provisions, and as directed by the Engineer, and no additional compensation will be allowed therefor.

10-4.10 BMP SCHEDULE OF VALUES

An electronic submittal, flash drive, or hard copies of the Best Management Practices (BMP) Schedules of Values included in the Appendices of these Special Provisions are to be submitted to the Engineer when the ESCP is submitted.

On the BMP Schedule of Values, the Contractor shall provide a unit price for all BMP’s except those listed as “PROCEDURAL” as shown in the table below. Payment for these procedural BMP’s is included in the prices paid for the various other items of work and no additional compensation will be paid.

Erosion and sediment control BMPs shall be placed, monitored for effectiveness, and maintained throughout the construction process. The following precautions shall be implemented regardless of the season:

1. A stabilized construction site access shall be constructed at any construction staging and/or stockpile site as determined appropriate by the Engineer.

2. Temporary stockpiling of construction materials, including vehicles and portable equipment, supplies, fuels and chemicals, will be restricted to designated construction staging areas within the project area.

3. Any wet season requirement shall be implemented if conditions exist which may cause erosion and sedimentation.

4. The contractor shall not be limited to the requirements listed above, but shall be responsible for implementing whatever measures are necessary to prevent erosion and sedimentation.

The Contractor shall demonstrate the ability and preparedness to fully implement soil stabilization practices and sediment control measures to protect soil-disturbed areas on the project site before the onset of precipitation. A quantity of soil stabilization and sediment control materials shall be maintained on site equal to 100 percent of that sufficient to protect unprotected, soil-disturbed areas on the project site. A detailed plan for the mobilization of sufficient labor and equipment shall be maintained to fully deploy control measures required for the protection of soil-disturbed areas on the project site prior to the onset of precipitation. A current inventory of control measure materials and the detailed mobilization plan shall be included as part of the ESCP.

The wet season is hereby defined as the period between October 1st and April 30th. Erosion control (i.e.

soil stabilization) BMPs shall be applied during the wet season. All other BMPs included in the approved ESCP shall be installed/implemented and maintained year round.

Throughout the wet season:

1. Soil-disturbed areas of the project site shall be considered to be non-active whenever soil disturbance activities are to be discontinued for a period of 20 or more days and the areas are fully protected. Areas that will become non-active during the wet season shall be fully protected with soil stabilization practices and sediment control measures within 10 days of the discontinuance of soil disturbing activities or prior to the onset of precipitation, whichever is first to occur.

2. Active soil-disturbed areas of the project site shall be fully protected at the end of each day with soil stabilization practices and sediment control measures unless fair weather is predicted through the following workday. The Contractor shall monitor the weather forecast on a daily basis. The National Weather Service forecast shall be used. An alternative weather forecast proposed by the Contractor may be used if approved by the Engineer. If precipitation is predicted prior to the end of the following workday, construction scheduling shall be modified, as required and functioning control measures shall be deployed prior to the onset of the precipitation.

3. Inspections of the construction site shall be conducted by the Contractor to identify deficient measures, as follows:

A. Prior to a forecast storm;

B. After any precipitation which causes runoff capable of carrying sediment from the construction site;

C. At 24 hour intervals during extended precipitation events; and D. Routinely, a minimum of once every 2 weeks.

If the Contractor or the Engineer identifies a deficiency in the implementation or functioning of an identified control measure, the deficiency shall be corrected immediately. The deficiency may be corrected at a later date and time if requested by the Contractor and approved by the Engineer in writing, but not later than the onset of subsequent precipitation. The correction of deficiencies shall be at no additional cost to the County.

The Contractor shall implement, year-round and throughout the duration of the project, control measures included in the ESCP for sediment tracking, wind erosion, non-storm water management and waste management and disposal.

The schedule of values shall reflect the items of work and costs for the control measures required for the ESCP, except for critical temporary controls and permanent control measures which are shown on the project Plans and for which there is a contract item of work. Any items required by the ESCP that are not included in the BMP Schedule of Values shall be amended to the BMP Schedule of Values and re-submitted

- 11 -to the County within 4 business days after the approval of the ESCP.

If approved in writing by the Engineer, the BMP schedule of values will be used to determine payments from the ALLOWANCE for Water Pollution Control Implementation during the progress of the work. If unit costs provided by the Contractor in the BMP Schedule of Values are not within allowable industry standards, the Department of Transportation would have the right to have devices installed on a Force Account Basis in accordance with Section 9-8.03 of the Standard Construction Specifications. The BMP schedule of values will also be used as the basis for calculating any adjustment in compensation for the contract item for water pollution control due to changes in control measures required by an approved amendment to the ESCP.

The contract ALLOWANCE for Water Pollution Control Implementation shall include full compensation for furnishing all labor, materials, tools, equipment, and incidentals, and for doing all the work involved in installing, constructing, maintaining, removing, and disposing of control measures (except those shown on the Plans and for which there is a contract item of work), as shown in the Plans, as specified in the Standard Construction Specifications, these Special Provisions, and as directed by the Engineer. The total amount to be paid for the work included in the ALLOWANCE for Water Pollution Control Implementation shall be the amount of the allowance actually utilized in the course of completing the work and no additional compensation will be allowed therefor.

10-9 SANITARY REGULATIONS

The Contractor’s attention is directed to Section 10-9 “Sanitary Regulations,” of the Standard Construction Specifications and to these Special Provisions.

CONTRACTOR shall be solely responsible for implementing the applicable COVID-19 guidelines from the California Department of Industrial Relations, Division of Occupational Safety and Health, and the applicable COVID-19 guidance from the Centers for Disease Control and Prevention for the protection of workers, including regulations concerning education, training, routine cleaning, on-site washing facilities, and the use of Personal Protective Equipment (PPE) at the workplace (collectively, "Guidelines").

Full compensation for implementing the Guidelines shall be considered as included in the prices paid for the various items of Work involved as specified in Section 8-3, "Work to be Done Without Direct Payment," of the Standard Construction Specifications and no additional compensation will be allowed therefor.”

SECTION 11 – PRECONSTRUCTION PHOTOGRAPHS AND RECORD

DRAWINGS

Preconstruction photographs shall be required and shall conform to Section 11-2 of the Standard Construction Specifications.

Full compensation for preconstruction photographs is included in the prices paid for the various items of work and no additional compensation will be allowed therefor.

SECTION 12 - SAFETY, PUBLIC CONVENIENCE, AND TRAFFIC CONTROL

12-1 SAFETY

The local Fire Department, Sheriff/Police Department, and California Highway Patrol shall be notified 24 hours in advance of construction work.

12-2.02 PEDESTRIAN AND BICYCLE ACCESS

The Contractor’s attention is directed to Section 12-2.02, “Pedestrian and Bicycle Access,” of the Standard Construction Specifications and to these Special Provisions.

Pedestrian traffic mitigation shall be in full compliance with the Sacramento County Standard Construction Specifications Section 12-2.02 and Sacramento County Department of Transportation (SacDOT) Traffic Control Templates (revised in February 2014) limiting pedestrian detour distance to 500 ft. The 2014 SacDOT Traffic Control Templates (TC-45 and TC-45.1) can help to provide information involving pedestrian traffic mitigation.

During working hours, at least one worker shall be assigned the responsibility to escort elderly, disabled or any other pedestrians in need of assistance through and/or around the construction work zone. The worker assigned this responsibility may also participate in other construction activities; however, the assigned worker shall be aware of his or her primary responsibilities for providing this assistance.

Full compensation for conforming to the requirements of this section shall be considered as included in the prices paid for the various items of work involved and no additional compensation will be allowed therefor.

12-2.04 ACCESS TO DRIVEWAYS, HOUSES, AND BUILDINGS

The Contractor’s attention is directed to Section 12-2.04, “Access to Driveways, Houses, and Buildings,” of the Standard Construction Specifications.

On properties that have a single driveway access, and unless otherwise agreed to by the resident, the Contractor shall be permitted to close no more than one-half of the driveway access at any one time, leaving a minimum of 8 feet of the driveway access at all times. For properties with two driveways, the Contractor shall keep at least one of the driveways available at all times. A means of ingress to and egress from all properties shall be provided at all times. This includes access for USPS mail delivery and County garbage, recycling, and green waste pickup.

12-3 PUBLIC SAFETY AND TRAFFIC CONTROL

The Contractor’s attention is directed to Section 12-3, “Public Safety and Traffic Control,” of the Standard Construction Specifications.

The Contractor shall be responsible for public safety and traffic control within the project limits and on the approaches to the project. Provisions for public convenience and safety, construction area traffic control, and hours of work shall be in accordance with the County of Sacramento Standard Construction Specifications, Sections 7-8 and 12, and these Special Provisions.

All traffic control devices including: signs, barricades, vertical panels, drums, warning lights, arrow boards, changeable message signs, cones and tubular markers that meet the requirements of American Traffic Safety Services Association (ATSSA), “Quality Standard for Work Zone Traffic Control Devices – 1992” shall be used on this project/this work.

Existing "No Parking" and/or "No Stopping" controls shall remain in effect as applicable. Work crews may park personal vehicles where no restrictions exist. Material delivery vehicles may stop along the roadway as commensurate with work requirements. No equipment or materials shall be parked or stored within any traffic lanes or within the public rights-of-way at any time, day or night, including holidays and weekends, without an approved lane or road closure.

Reduced speed zones may be considered in order to limit the risk of an accident to workers and the traveling public. Refer to CVC Section 21367 and CVC Section 22362.

For any work that can affect the operation of traffic signals, the Contractor shall contact and coordinate with the Construction Management and Inspection Division (CMID).

Public Safety and Traffic Control shall be considered incidental to and included in the various items of work and no additional compensation will be allowed therefor. Such incidental work shall include, but not be limited to preparation of traffic control plans, furnishing, placing, removing, storing, maintaining, relocating, replacing and disposing of the components of the temporary traffic control system as required to maintain traffic as specified in the Standard Construction Specifications and as directed by the Engineer.

12-3.04 FURNISHING, INSTALLING, AND MAINTAINING TEMPORARY TRAFFIC

CONTROLS

The Contractor’s attention is directed to Section 12-3.04, “Furnishing, Installing, and Maintaining Temporary Traffic Controls,” of the Standard Construction Specifications.

Contractor shall maintain one lane in each direction on Natomas Park Drive at all times, unless prior approval has been granted by the Engineer. The Contractor’s attention is directed to Sections 7-8.01, “Allowable Times and Hours of Work,” and 7-8.02, “Off-Period Work,” of these Special Provisions.

The Contractor shall not place traffic control devices on private property without the permission of the property owner(s).

Each vehicle used to place, maintain, and remove components of a traffic control system on multilane highways shall be equipped with a type II flashing arrow sign which shall be in operation when the vehicle is being used for placing, maintaining, or removing said components. The sign shall be controllable by the operator of the vehicle while the vehicle is in motion. The flashing arrow sign shall not be used on the vehicles that are doing the placing, maintaining, and removing, of components of a traffic control system, and shall be in place before a lane closure requiring its use is completed.

If any component in the traffic control system is displaced, or ceases to operate or function as specified, from any cause, during the progress of the work, the Contractor shall immediately repair said component to its original condition or replace said component and shall restore the component to its original location.

When lane closures are made for work periods only, at the end of each work period, all components of the traffic control system, except portable delineators placed along open trenches or excavation adjacent to the traveled way shall be removed from the traveled way and shoulder. No equipment or materials shall be parked or stored within any traffic lanes or within the public right-of-way at any time of day or night, including holidays and weekends, without an approved lane or road closure.

12-3.07 CONSTRUCTION SIGNS

Construction area and/or detour signs for temporary traffic control shall be furnished, installed, maintained, and removed when no longer required in conformance with the provisions in Section 12-3.07, “Construction Signs,” and Section 34-3, “Roadside Signs,” of the Standard Construction Specifications and these Special Provisions.

The Contractor shall not erect any signs on private property without prior written approval from the private property owner. The Contractor shall erect the construction area signs at the locations shown on the traffic control plans or as designated by the Engineer.

Construction area and detour signs associated with pedestrians shall conform to Section 12-3.04, “Furnishing, Installing, and Maintaining Temporary Traffic Controls,” of these Special Provisions.

The Contractor shall notify the appropriate regional notification center for operators of subsurface installations at least 2 working days, but not more than 14 calendar days, prior to commencing excavation for construction area sign posts. Excavations required to install construction area signs shall be performed by hand methods without the use of power equipment, except that power equipment may be used if it is determined there are no utility facilities in the area of the proposed post holes.

The Contractor may be required to cover certain signs during the progress of the work. Signs that are no longer required or that convey inaccurate information to the public shall be immediately covered or removed or the information shall be corrected. Covers for construction area signs shall be of sufficient size and density to completely block out the complete face of the signs. The retro-reflective face of the covered signs shall not be visible either during the day or at night. Covers shall be fastened securely so that the signs remain covered during inclement weather. Covers shall be replaced when they no longer cover the signs properly.

Full compensation for Construction Area Signs as specified herein, shall be considered as included in the prices paid for the various items of work involved and no additional compensation will be allowed therefor.

12-3.16 TEMPORARY PAVEMENT DELINEATION

Temporary pavement delineation shall be furnished, placed, maintained and removed in conformance with the provisions in Section 12-1, “General,” of the Standard Construction Specifications and these Special Provisions. Nothing in these Special Provisions shall be construed as reducing the minimum standards specified in the California Manual on Uniform Traffic Control Devices.

Whenever the work causes obliteration of pavement delineation, temporary or permanent pavement delineation shall be in place prior to opening the traveled way to public traffic. Laneline or centerline and edgeline pavement delineation shall be provided at all times for traveled ways open to public traffic. On multilane roadways, edgeline delineation shall be provided at all times for traveled ways open to public traffic.

Work necessary to establish the alignment of temporary pavement delineation, including required lines or markers, shall be performed by the Contractor. Surfaces to receive application of temporary pavement delineation shall be dry and free of dirt and loose material. Temporary pavement delineation shall not be applied over existing pavement delineation or other temporary pavement delineation. Temporary pavement delineation shall be maintained until superseded or replaced with a new pattern of temporary pavement delineation or permanent pavement delineation, or as determined by the Engineer.

Temporary pavement markers and removable traffic tape that conflicts with a new traffic pattern or that is applied to the final layer of surfacing or existing pavement to remain in place shall be removed when no longer required for the direction of public traffic, as determined by the Engineer.
