Sole Source Justification IAW FAR 6.3025 for Mailroom Support Services

In accordance with FAR 6.3032(b)(1), the General Services Administration’s (GSA) Internal Acquisition Division (IAD) is hereby procuring on a solesource basis mailroom support services to the AbilityOne Provider, Didlake, Inc. under US AbilityOne Commission Procurement List Number: 2001600 and SourceAmerica Project Number: 031446.

In accordance with FAR 6.3032(b)(2), GSA’s Central Office and National Capital Region Office require continuity of services currently provided by the aforementioned Contractor, effective March 30, 2016. GSA’s IAD was not aware that the services provided by Didlake, Inc. were on the Procurement List administered by the AbilityOne Program and statutorily mandatory. In order to negotiate in good faith with Didlake, Inc. while maintaining continuity of services, GSA’s IAD will award a sixmonth contract to Didlake, Inc., effective March 30, 2016.

In accordance with FAR 6.3032(b)(3), GSA’s Central Office and National Capital Region Office require Didlake, Inc. to provide mailroom support services, inclusive of sorting and distributing incoming and outgoing mail and packages.

In accordance with FAR 6.3032(b)(4), the statutory authority permitting other than full and open competition for this procurement is 41 U.S.C. Chapter 85, Committee For Purchase From People Who Are Blind Or Severely Disabled, as prescribed therein FAR Subpart 8.7.

In accordance with FAR 6.3032(b)(5), Didlake, Inc. has successfully performed the aforementioned services for several years and is a mandatory source as set forth therein FAR Subpart 8.7.

In accordance with FAR 6.3032(b)(6), the GSA’s IAD confirmed with the AbilityOne Program that Didlake, Inc. is the only source that can provide the aforementioned services. When the successor contract is awarded, GSA’s IAD will work with the AbilityOne Program to confirm if any additional firms are eligible for award and will be provided an opportunity to respond to any resultant solicitation. In accordance with FAR 6.305(a), this sole source justification shall be posted at http://www.fedbizopps.gov within fourteen days from contract award.

In accordance with FAR 6.3032(b)(7), the Contracting Officer will only award a contract to Didlake, Inc. at a fair and reasonable price. As an AbilityOne Provider, Didlake, Inc.’s prices are considered fair and reasonable and all negotiations are facilitated by SourceAmerica.

Sole Source Justification IAW FAR 6.3025 for Mailroom Support Services

In accordance with FAR 6.3032(b)(8), Didlake, Inc. informed GSA’s IAD that it is a mandatory source and can provide the aforementioned services. GSA IAD contacted the AbilityOne Program, which confirmed Didlake, Inc.’s status and status as an AbilityOne Provider.

In accordance with FAR 6.3032(b)(9), there are no additional facts supporting this sole source justification.

In accordance with FAR 6.3032(b)(10), GSA IAD posted a Request for Quote (RFQ) in GSA’s electronic buying system, eBuy, on March 4, 2016 under RFQ1070705. Responses were received from the following four firms:

1. Wilson Technologies, Inc.

2. Metro Mail Services, Inc.

3. Management Support Technology, Inc.

4. Dextera Corporation

As the aforementioned services can be procured under a mandatory source as set forth therein FAR Subpart 8.7, the RFQ will be cancelled and no award will be made to any of the four firms that responded to the RFQ.

In accordance with FAR 6.3032(b)(11), GSA’s IAD cannot circumvent the statutory requirement to procure the aforementioned services from a mandatory source as set forth therein FAR Subpart 8.7; therefore, there are no additional actions needed to be taken by GSA’s IAD to remove or overcome any barriers to competition.
