DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

3. Description of Supplies/Services and Estimated Cost.
The Bureau of Reclamation, Grand Coulee Power Office has a requirement for a Hardbook SoftPLC (Programable Logic Controller). This item is required for the Industrial Control Group and will be utilized for the Generic Data Acquisition and Control System (GDACS) and Supervisory Control and Data Acquisition System (SCADA) used for communication and control between the hydroelectric generation equipment and the Transmission Authority (Bonneville Power Administration) for reliability and stability of the regional power grid. 4. Description of Circumstances, including why only one source is reasonably available.
The SoftPLC Hardbook is part of an existing overall larger system and is the only approved device for providing its functionality within the system. The GDACS control programming is developed exclusively on the SoftPLC platform and cannot be easily ported to a different PLC without significant time and monetary expense. The SoftPLC hardware has been implemented at Reclamation for the past 13 years and this requirement is for new controllers to replace failing end-of-life controllers. This hardware is part of a large critical integrated SCADA system and is the only system approved and supported by the US Army Core of Engineers (USACE) via an interagency agreement between the Bureau of Reclamation and USACE to serve its function within the SCADA system. Maintenance and development on this SCADA system uses a set of tools and programming that are set up to work with the SoftPLC Hardbook. Using any device other than the SoftPLC Hardbook would require a substantial cost and effort to develop new tools and programming to work with the new device. Estimated costs, outside of the equipment costs, are approximately $150,000 for this effort and that does not take into account the time lost in the

A different piece of equipment would also require additional training and associated costs for maintenance and development personnel, time and costs in updating documentation, and time and costs associated with system downtime to convert to the new equipment. We would also lose our support on this piece of equipment within the overall SCADA system as any other controller would not be supported or approved by USACE.
These additional costs both monetary and time would create an undue burden on the government.
5. Determination of Fair and Reasonable Price.
In accordance with FAR part 13.106-3(a)(1), fair and reasonable cost will be determined through competitive quotes received in response to a solicitation issued for the brand name products specified.
6. Description of Market Research.
Market research was conducted and it was found that there were different brands of controllers but none of the sources found, other than the SoftPLC brand can be utilized. Although this will be a brand name single source requirement, market research has shown that there are several distributors that can provide a competitive quote.
