SECTION 1: Transformer Bushings PART ONE: Technical Specifications

1.1 GENERAL: The transformer bushings shall be furnished in accordance with the description/specifications in this solicitation. Only new equipment of current manufacture shall be furnished.

1.2 DESCRIPTION: The transformer bushings physical dimensions, specifically the dimensions of and below the flange shall be identical to the transformer bushing manufactured by Trench France. Refer to Trench French drawings attached. The bushings are to be a porcelain type, and shall conform to ANSI/IEEE C57.19.01-2000.

Type outdoor, 60 Hz, porcelain insulator ( Ansi 70 gray), Top terminal (Silver plated copper), Head ( Al-casted), Oil level indicator, flange (Al-casted), rating plate, etc. shall be furnished with each Transformer bushing, and shall have the following ratings and features:

All porcelains used in bushings shall be wet process, homogeneous, and free from cavities or other flaws. The glazing shall be gray, uniform in color, and free from blisters, burns and other defects.

Each high-voltage bushing shall have a capacitance tap for use with a bushing potential device having a burden as shown in Table 3-4 of Nema Publication No. SG 4-1990. Porcelain parts of each bushing rated below 450-KV BIL shall of one piece. Porcelain parts of each bushing rated 450-KV BIL and above may be constructed of one piece or of multiple parts provided the multiple parts are assembled by one of the following methods:

a.- By flanged segments b.- By placing suitable firing material in the joints between the segments and the entire porcelain part fired in one piece.

1.3 TERMINAL CONNECTORS:

1. Terminal connectors shall be furnished on each bushing as shown on drawings attached.

1.4 BUSHING TESTS

(1) Design Tests: The Contractor shall furnish certification that each type, style, and model bushing furnished has passed the test requirements of ANSI/IEEE C57.19.00. The Contractor shall supply the acceptable range of Doble Power Factor Test Data particular to each bushing furnished for the Government’s use in the future testing of the bushings.

(2) Production Tests: Each apparatus bushing rated 92 KV and above shall be subjected to the production tests in accordance with ANSI/IEEE C57.19.00. The tests may be performed prior to installation in the equipment.

Bushing transformers shall be qualified to operate at bushing nameplate rated current under the following service conditions:

1.5 WARRANTY

The transformer bushings shall be warranted to be free of defect in workmanship and material, for at least five years from the date of delivery, or the manufacturer’s warranty period, whichever is longer.

SECTION 2: Requirements

1. PLACE OF DELIVERY

The item numbers 001 AND 002 shall be delivered F.O.B. (Free On Board) to the destination within consignee’s premises, to the following location: Contractor is required to unload the equipment to the pad or to a specific location at the substation, as directed by the Government.

2. SHIPPING NOTIFICATION

Notification of intended shipment shall be given at least 2 weeks prior to shipment from the factory. The truck driver shall notify the below listed Western Area Power Administration field delivery contact person when the material leaves the factory and again 48 hours prior to arrival at the final delivery destination. The Contractor shall plan to deliver the material Monday through Thursday (8:00 a.m. to 2:00 p.m.)

3. TIME OF DELIVERY

The Government requires delivery of all of Items 001 thru 002, materials and equipment to be made according to the following delivery schedule:

4. DRAWINGS AND DATA:

1). General: Drawings and technical data required to be furnished by the Contractor shall be in English, with dimensions in inches and millimeters, weight in pounds, and volume in US gal and liters.

The drawings and data shall be complete and accurate in their content. Originals and copies shall be legible. Drawings shall be prepared using drafting equipment, shall be drawn to scale, and shall have neat lettering. Freehand sketches will not be accepted. Western will require 10 calendar days to answer correspondence pertaining to each submittal of data or drawings.

Schematic and wiring diagrams shall have graphical symbols and device function numbers conforming with the latest applicable standards of ANSI Y32.2/IEEE 315, ANSI/IEEE 315A, and ANSI C37.2.

Reproducible prints shall be of such quality as to permit clear, sharp, legible prints or other reproductions to be made by direct contact methods. Electronic versions of the drawings shall also be provided on a CD and via email with the drawings available in both Autocad.dwg and Acrobat (pdf) formats.

Western shall have the right to require the Contractor to make any changes in the drawings and data that may be necessary to show the equipment furnished conforms to the requirements of the specifications and Western’s equipment standards. The design of electrical equipment shall be the responsibility of the Contractor and Western assumes no responsibility to approve or review drawings and data that are submitted. Western’s review of the Contractor’s drawings shall not relieve the Contractor of meeting requirements or for correctness of drawings. Revised drawings shall show revision dates and all changes and revisions circled on the drawings. Drawings shall not exceed 22 inches in height by 36 inches in width. All drawings and reports shall clearly show Western’s contract number and the name of the substation where the equipment will be installed.

Table-A summarizes the drawing and data requirements.

2) DISTRIBUTION OF DRAWINGS AND DATA: The Bidder shall furnish the submittal drawings at the time of providing the quote, and data required in the following subparagraphs. The mailing and street addresses for distribution of Table-A Drawings and Data Schedule as shown above are as follows:

3) FINAL DRAWINGS AND DATA: At least 15 days before contract is awarded, the Bidder shall furnish to the destinations listed in Table-A, the drawings and data required in the following subparagraphs:

(a) Final Drawings: The drawings shall show all physical dimensions, and revision dates made up to the time the drawings and data are furnished. Final drawings shall be furnished in AutoCAD and/or PDF. Drawings shall be printed on quality bond paper; be full-size; and be clear, sharp, and legible. Final drawings shall be furnished and shall include the following:

Outlines of equipment including support structures when furnished.

Design characteristics and Electrical data up to 3300 feet

Physical dimensions in millimeters or inches Head terminal connectors with Oil level indicator Flange bolt pattern Potential tap and rating plate Epoxy insulator’s and Ground sleeve’s diameters and lengths.

Nameplates.

(b) Sets of Parts Identification Lists or Bills of Materials: Each part shall be assigned an identifying number which can be used for ordering replacements, and a reference number that locates the part on the appropriate outline drawing,

(c) Sets of manufacturer’s instructions covering installation, operation, and maintenance repair for the electrical equipment above and for each device appurtenant to the equipment. A print of each final drawing as required above shall be included with the instructions. The instruction manual shall be furnished as a printed copy, on CD (or DVD), and as an Acrobat PDF sent via email.

(d) Insulating Liquid Certification: Certification shall be furnished showing that insulating liquids used in equipment do not contain more than 2 parts per million of polychlorinated biphenyls.

(e) Test Reports: Two weeks after completion of tests required on equipment, the

Contractor shall furnish certified copies of test reports, performance curves, and data.

Any equipment that does not successfully pass the testing requirements will be rejected.

The reports shall be sent to the destinations listed in Table-A. Test reports shall be furnished as hard copies and Acrobat PDFs which shall be sent via email.

4) INSTALLATION DRAWINGS AND DATA: Installation drawings and data are required for ordering proper lifting equipment. Drawings and data required include those in the following list that are applicable:

(f) Dimensions and mounting details.

(g) Total weight.

(h) Seismic qualification report, for equipment specifications requiring a seismic qualification report.

5) RIGHT TO USE THE CONTRACTOR’S DRAWINGS: Western reserves the right to use, reproduce in whole or in part, to distribute, and to reuse any and all such drawings, whether copyrighted or not, in connection with the following:

(a) Installation, maintenance, replacement, and repair of the articles to be furnished under the specifications and these standards.

(b) Making any and all such drawings and reproductions thereof available to subsequent bidders and the Contractors, where necessary for fabricating and furnishing articles connected with or dependent upon, information shown on the drawings and duplicating the drawings to be furnished hereunder.

The depositing of all such drawings with Western shall constitute a license to Western to use said drawings in the manner hereinabove stated.
