Single Source Justification Western Area Power Administration
FAR 13.106-1(b) (1), Simplified Acquisitions
PR 16WA115830 and 16WA116923
1. Identification of the Program Office.
Western Area Power Administration, Wyoming Nebraska Maintenance Office, 5600 West Poison Spider Road, Casper, WY 82604.
2. Description of supply or service required to meet the agency’s needs.
Cabs and associated equipment to include installation on four Western owned Honda UTV’s. This will be a fixed price brand name contract.
3. The rationale or circumstances for limiting competition.
The UTV’s are used for line patrol as other vehicles cannot move along the right of way due to the rough terrain. The line patrol is a year round function. During the winter, the units are being used in the mud, snow, and below freezing temperatures. Therefore, all UTV’s are required to be outfitted with a cab, heater, winch, and radio. In the event of a mechanical failure the unit must protect employees from the elements until a rescue can be executed. These items must be purchased and installed by authorized Honda dealers for compatibility, proper fit and function. In addition, by going to an authorized Honda dealer this will maintain our current warranties and provide the necessary parts to ensure personnel safety in rollover accidents.
