48v Positive Ground Rectifiers

For Casper And Gering Service Center

Delivery

SPECIFICATION

48V DC Positive Ground Rectifier System for

Telecommunications Equipment

General The rectifier system equipment must provide real time, dynamic, and battery recharge current-limiting to prevent overcharging the batteries during a recharge cycle. System must use current transducer to measure and report individual battery string charge and discharge currents to the parent system controller for dynamic adjustment of the total system current output while simultaneously providing proper load current. The recharge current limit must be user adjustable depending on the Amp-Hour rating of the battery string being used in the system. System must be capable of performing these functions automatically without user intervention during the entire recharge cycle. The system will have an encrypted SNMP network communication interface. 12 (twelve) complete systems are to be supplied. There are two shipping destinations.

A. The rectifier system will have the following salient characteristics:

1. All equipment associated with the System will be mounted in a single, aluminum, 7 ft. high by

19in. wide two post, network equipment rack with double sided, #12-24 threaded panel mounting holes spaced in the universal hole pattern (.625”, .625”, .500”). The paint finish will be a Telephone Gray powder coat [C&D p/n 170.0120.084 or equal]. See Drawings WYNE RECT-1 and WYNE RECT-2.

2. The modular system components will be installed in a 3 Rack Unit (RU) high chassis having six equal sized slots. The bottom four slots are to be designated for rectifier modules and be capable of accepting either a 34 ampere or 50 ampere rated rectifier module. The upper left slot will be designated for a system controller module and the upper right slot will be designated for a battery current sense module [C&D p/n SMIX48-WAPA-02 or equal]. The backplane AC power input connections are shown on drawing WYNE RECT-3.

3. The chassis shall be equipped with:

a. Four (4) 48vDC rectifier modules for positive ground service with a rated output of 1.9 kilowatts each [C&D p/n 100.7670.4834 or equal]. Each rectifier module output will be wired separately with #8 AWG Cu wire to the respective distribution panel or return buss. The supply wires from the positive rectifier output terminal to the return (grounded) buss shall be red in color. Supply wires from the negative rectifier output terminal shall be black in color. The rectifiers will have programmable “float” and “equalize” voltage functions. These functions will be programmable both locally and remotely through the system controller. If the system controller fails the rectifier modules shall continue to operate and maintain DC power to the connected load to ensure continuous operation of the communication equipment.

b. A system controller module. The system will have a programmable, electronic System Controller. The controller will control and adjust various rectifier functions. It shall be accessible via a Government provided maintenance PC, (running Windows XP Service Pack 2, and have 31 bit Windows 7 compatibility) both locally and remotely.

The controller will have an automated, programmable battery service load test function that can be programmed both locally and remotely. The controller shall be able to store the most recent discharge data for remote download. The controller shall be capable of monitoring ambient and battery bank temperature simultaneously.

The controller shall be capable of adjusting the charge voltage based on the sensed battery temperature [C&D p/n 103.4131.48 latest version or equal]. The battery temperature sensing lead shall be 50ft. long [C&D p/n 385.5941.15 or equal]. The ambient temperature sensing lead shall be 10ft. long [C&D p/n 385.5941.03 or equal].

c. A battery sense module that measures DC current into and out of the battery.

[C&D p/n 385.8800.00 or equal]. The battery current signal for the sense module will be from a remotely mounted 200 amp rated current transducer complete with connector cable that plugs into the sense module [C&D p/n 385.5971.200 or equal].

4. The System will have 400 ampere battery and return busses. The return bus (positive) shall be separately rack mounted [C&D p/n 111B.2240.22A or equal]. The battery bus (negative) shall also be separately rack mounted [C&D p/n 111B.2240.80A or equal].

5. The System will have a 200 ampere Battery Low Voltage Disconnect (BLVD) that will disconnect the batteries from the load. The BLVD will be controlled by programmable settings in the system controller. The BLVD will be separately rack mounted from the rectifier chassis. The panel mounted bypass control switch and associated wiring shall be removed [C&D p/n 111B.3296.01A or equal].

6. The System will have a manual, single pole Battery Disconnect circuit breaker rated for 200 amperes at 48v DC. The battery disconnect will be a rack mounted panel separate from the rectifier chassis [C&D p/n 111.2916.20A or equal].

7. The System will have a rack mounted, 18 position load distribution panel that is separate from the rectifier chassis [C&D p/n 111.3768.00 or equal]. The distribution panel shall contain:

a. 13 ea. individual 20 amp DC load circuit breakers [C&D p/n 274.2920.20 or equal].

b. 5 ea. individual 10 amp DC load circuit breakers [C&D p/n 274.2920.10 or equal].

8. The System will have a remote battery monitoring capability of individual battery bank cell voltages. The System shall be capable of displaying cell voltages and battery current in real time during discharge cycles and normal float service. The battery voltage sensing leads shall be at least 50ft. long [C&D p/n 358.7812.50 or equal] and include a 5/16 in. battery post adapter kit [C&D p/n 358.6151.05 or equal]. The battery monitor equipment interface module shall mount separately from the System Controller/Rectifier chassis and have a 30 foot long data cable for connecting to the System Controller [C&D p/n 385.5202.20 or equal.

9. The System shall also have a site monitoring and control capability with a minimum of 8 analog inputs (0 to +4v DC), 12 digital inputs (voltage free (dry) contact closure) and 4 programmable Form C relay dry contact outputs (1a @ 30v DC). The site monitor module shall also mount separately from the System Controller/Rectifier chassis and communicate with controller with an included 30 foot long data cable [C&D p/n 103.4012.00 or equal].

10. The System shall be capable of providing SNMP MIB Traps to 3rd party Network

Management Software. The MIB structure will be SNMP Version 3 (encrypted) compliant.

C&D p/n 103.4036.00 or equal].

11. All Software required for installing, programming, adjusting, managing and maintaining the System will be provided and be compatible with Item 4. [C&D p/n 115-4862-00, appropriate revision or equal].

B. Documentation

Documentation Required with Proposal

The contractor shall furnish one set of the drawings and data for the specific equipment to be furnished in order for quote to be considered. This documentation is required to verify compliance with respect to the specifications. Such documentation shall be clearly annotated to indicate the specific equipment proposed.

1) Catalog data sheets, and warranty terms and conditions.

2) Manufacturer’s rack and schematic drawings.

If this documentation is submitted electronically, it is the contractor’s responsibility to verify receipt by Western.

Post Award Documentation

WARRANTY

Rectifier system and accessories shall be warranted to be free of defect in workmanship and material for at least one year from the date of delivery, or the manufacturer's warranty period, whichever is longer.

The terms and conditions of the manufacturer's warranty shall be described in detail in the bid and post-award documentation.

C. Delivery Requirements

1. Delivery shall be between the hours of 7:00 am to 4:30 pm, Monday through Thursday excluding federal government holidays.

2. Notification of intended shipment of 7 (seven) systems [marked: NC, LSM, RVM, CMN, SMM, BDW, & SCE] shall be given at least 1 week prior to arrival at the Casper Service Center. Contact individual to be named at contract award. The contractor shall provide the time of delivery, identify the shipper, and provide a telephone number for the shipper’s office.

3. Notification of intended shipment of remaining 5 (five) systems [ marked: GLD, WRK, CCY, GS, & MRC] shall be given at least 1 week prior to arrival at the Casper Service Center.

Contact individual to be named at contract award. The contractor shall provide the time of delivery, identify the shipper, and provide a telephone number for the shipper’s office.

4. If the required notifications are not made, the Government may not be able to receive the equipment. Charges incurred by WAPA due to insufficient notification and/or inadequate unloading instructions will be charged to the Contractor under the contract.

5. Items shall be delivered "FOB Destination", prepaid to the following locations as specified on Attachment A-Specifications, first page:

6. Preservation, packaging, and packing for shipment or mailing of all work material shall be according to good commercial practice and adequate to insure acceptance by common carrier and safe transportation. The contract shall provide itemized packing lists that enumerate the specific contents of each shipping container as follows:

(1) One printed copy to accompany shipment

(2) One electronic copy (pdf) to: To be named at contract award

7. Responsibility for risk of loss of or damage to supplies shall remain with the contractor until, and shall pass to the government upon, delivery of the supplies to the destination. However, if supplies are rejected due to failure to conform to the contract requirements, the risk of loss or damage remains with the contractor until cure or acceptance. The contractor shall NOT be liable for loss of or damage to supplies caused by the negligence of officers, agents or employees of the Government.
