Brand Name Justification Western Area Power Administration FAR 13.5, Simplified Acquisitions – Test Program for Certain Commercial Items

1. Identification of the agency and the contracting office.

Western Area Power Administration (Western) Desert Southwest Region (DSW) G1500 Procurement Office 615 S. 43rd Ave Phoenix, AZ 85009

2. Description of supply or service required to meet the agency’s needs.

This is a brand name (fixed-price) acquisition to procure four each complete OMICRON CMC-356 Test sets with EnerLyzer Software, ELT-1 Option including manual, carry bag, power lead, Ethernet patch cable, USB connection cable, 12 leads with 4 mm safety plugs, 12 flexible terminal adapters, 4 flexible jumpers for paralleling current triple A and B, Universal Package Software with NET-2 interface, Software version TU 3.00 SR2, Hard Transport Case, Transmission Scheme Testing Tools Package, NetSim Software Module, Generator Combination Cable, and CMGPS 588 GPS Receiver with integrated antennas and accessory modules.

3. The rationale or circumstances for limiting competition.

OMICRON is the only manufacturer that can provide the test sets and control panels for existing test sets currently utilized by DSW. The CMC test sets meet specifications for compliance testing under the Reliability Centered Maintenance (RCM) program. Inability to obtain the same type of test sets would require extensive retraining of craft personnel to utilize different types of software and test sets. The training required would incur high craft training costs and would take time to implement and complete, which would have a detrimental outcome on the required preventative maintenance testing timeframes established by NERC guidelines and our RCM program, particularly testing that is required for this fiscal year.
