DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Sidney Substation Transformer Replacement, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 12 – Painting (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

The principal components of work include the following:

1. SUBSTATION CIVIL:

a. Remove foundations as shown on the Drawings.

b. Provide foundations for substation steel structures and electrical equipment.

c. Provide galvanized, steel structures as shown on drawings.

2. SUBSTATION ELECTRICAL:

a. Remove existing power transformer KY1A and circuit breaker JY1A, and disconnect switches.

b. Install Government-furnished power transformer, power circuit breaker, and switchboard panels.

c. Furnish and install disconnecting switches, coupling capacitor voltage transformer, voltage transformers, resistor, high voltage bus, grounding system, conduit system, terminal boxes, and associated electrical equipment.

Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 9, 12, and 13 describe the work to be performed.

The work is located near Sidney, Nebraska as shown on Drawing SD 0015.

C. DESCRIPTION OF BIDDING SCHEDULE ITEM:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Prepare and submit a Construction Schedule and furnish a Safety and Health Program.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within 10 calendar days after date of receipt of Notice to Proceed, and complete all work within 270 calendar days from the date of receipt of such notice.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor and control board wiring and schematic diagrams no sooner than 20-days after delivery of control boards. Include these restrictions in the construction program.

4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:

a. The 34-kV bus outage to replace four disconnect switches will be limited on one week

5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply:

a. The Contractor shall complete the transformer removal and foundation replacement by 30 November 2015

b. The 34-kV bus outage will be limited to one week between February and April, 2016 as determined by COR

c. The Contractor shall notify COR two weeks prior to terminating any control cable

6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the 115-kV area is 8,767 amps and the X/R ratio is

7 prior to completing construction and 8,767 amps and the X/R ratio is 7 after completing construction.

b. A minimum of 1 – 1/0 grounds shall be used in the 115-kV area.

c. The maximum available fault current in the 34.5-kV area is 3,654 amps and the X/R ratio is 24 prior to completing construction and 3,654 amps and the X/R ratio is 24 after completing construction.

d. A minimum of 1 – 1/0 grounds shall be used in the 34.5-kV area.

e. The maximum available fault current in the 13.8-kV area is 3,575 amps and the X/R ratio is 18 prior to completing construction and 3,575 amps and the X/R ratio is 18 after completing construction.

f. A minimum of 1 – 1/0 grounds shall be used in the 13.8-kV area.

g. No protective ground lead shall be longer than 36-feet in length, unless approved by Contracting Officer’s Representative (COR). Resistance values given in Personal Protective Grounds Test Report shall be less than or equal to those allowed in

ASTM F 2249.

7. TYPICAL FOUNDATION FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT:

Typical foundation is shown in Drawing SD 2304. Western will design this foundation after receipt informational drawings and data, from the equipment manufacturer. Western will forward the revised construction drawings for these foundations no later than 45-days prior to the “NLT” delivery date listed in the, “Material” section. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.

E. CONSTRUCTION SCHEDULE:

1. SUBMITTAL TIME: Prepare and Submit a Construction Schedule to the Contracting Officer (CO) within 15-calendar days after date of Notice to Proceed.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

F. MATERIAL: Furnish all material for completing the work, except material furnished by Western as listed below:

1. POINTS-OF-DELIVERY: The Contractor shall inspect the equipment and report any damages to the COR. The equipment manufacturer is responsible for unloading the transformer and circuit breaker.

2. PROTECTION OF MATERIAL: For item 3 in section F Material above, the Contractor shall unload switchboard subpanel sections at Sidney Substation and store in Sidney Substation Control House according to the directions of the COR.

G. RIGHTS-OF-WAY:

Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval. During the contract period, Western reserves the right to use Contractor-obtained access.

H. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.

Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

Electric power for construction purposes is available. The Contractor may furnish power for his operations by other means. Power made available by Western will be delivered as single-phase, 60 Hz, AC, at approximately 120-240 V. Negotiate with the COR for establishing electric power service.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

L. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. Email submittals shall be delivered to: RMR-J5600-CS@wapa.gov.

2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.

3. APPROVAL TIME: Approval time for submittals shall be in accordance with the

“Commencement, Prosecution, and Completion of Work” paragraph.

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Replacing and protecting existing gravel surfacing.

b. Providing a soil-applied herbicide where gravel surfacing is placed.

2. Bidding Schedule item “Demolition” includes the following:

a. Completely remove and disposing of concrete foundations designated on Drawings SD

2017 and SD 2060 and Existing Installation Drawing SD 2002.

b. Completely remove and dispose of platforms for transformer, circuit breaker, and disconnect switches WX1C and WX1D.

3. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations and structures.

b. Placing and compacting earth material and backfill.

c. Providing gravelfills under concrete foundations as shown on the Drawings.

d. Disposing of Excavated Material.

DIVISION 3 – CONCRETE

A. GENERAL:

1. MATERIAL:

a. Cement: Type IIA cement.

b. Compressive Strength: 4000 psi at 28-days for substation concrete.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

e. Use of fly ash is required in concrete if available.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.

3. CURING: Exposed, formed surfaces of concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Concrete foundations” includes the following:

a. Earthwork, formwork, reinforcement, material used in concrete, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures.

c. Concrete foundations for electrical equipment.

d. Casing auger excavations, if required.

Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing SD 2061-2. If separate quantities of formed and auger concrete for each type of foundation are shown on the Drawing, the concrete quantity shall be the total of the formed and auger concrete quantities. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.

DIVISION 4 – SUBSTATION METALWORK

A. GENERAL:

1. GOVERNMENT-FURNISHED DRAWINGS: Existing shop drawings for steel structures are not available.

2. MEASUREMENT: Measurement for quantities for Bidding Schedule items “Steel structures, welded (galvanized)” will be made on the basis of weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions.

1. Bidding Schedule item “Steel structures, welded (galvanized)” includes providing the following:

a. One 15-kV Transformer Support – Type I.*

b. One Equipment Support – Type II.*

c. Two Platforms - Type VII (KY1A & JY1A).*

*Denotes structures requiring approval.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized.

DIVISION 9 – SUBSTATION – ELECTRICAL

A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES”

Standard Equipment Specifications, as shown on project drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal specifications and standards as applicable.

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:

c. Furnishing equipment and material not furnished by Western.

2. Bidding Schedule for items (not furnished by the Government) shall be furnished by the

Contractor and shall include the following:

a. Providing (furnishing and installing) bidding schedule items.

b. Furnishing equipment and material not furnished by Western.

c. Installing bidding schedule items as shown on drawings.

3. Installation and painting of electrical equipment and material shall be provided in accordance with Standards 9 and 12 respectively.

a. The power transformer will be located on temporary cribbing inside the Sidney Substation.

Contractor shall relocate the transformer from the temporary cribbing to the permanent foundation. Report any damage to Western’s COR.

b. The Contractor shall assemble and install the transformer in accordance with the equipment manufacturer’s instruction books, the oil purification instruction book and manufacturer’s erection engineer. The Contractor is responsible for contacting the transformer manufacturer and complying with all their requirements for completing the vacuum filling process, which may include cold weather filling procedures.

c. Spare parts furnished with each transformer bank may include but not be limited to the following:

(1) One (1) spare bushing for each voltage.

(2) One (1) complete set of gaskets.

(3) One (1) complete extra relay and contactor of each type and size.

(4) One (1) air cell, if a constant pressure system is used.

(5) One (1) cooling fan and motor assembly for cooling unit (if transformers with forced-air cooling are furnished).

(6) One (1) complete oil pump and motor assembly for one cooling unit (if transformers with forced-oil cooling are furnished).

The Contractor shall deliver the spare parts listed above to Western’s onsite representative.

The equipment supplier will unload the power circuit breaker from the truck, and Contractor personnel shall inspect the power circuit breaker for possible damage during shipment of transportation and report any damage to Western’s COR.

(1) grounding pad and clamp-type terminal for No. 4/0 AWG bare copper cable shall be furnished with enclosure.

7. Bidding Schedule item “Associated electrical equipment and material” includes providing equipment, material, and services required to complete the following substation installations as shown on the Drawings:

a. Grounding System: Complete and test the substation grounding system. Unless otherwise specified on drawings, splices, connections, and other fittings may be compression type (DMC Power’s Swage, AFL Swage system, or equal). Due to the ongoing copper theft problems, all new exposed ground wire shall be copper clad steel.

Note: The included drawings and standards have not been revised to show this new requirement.

b. Electrical Conduit System: Electrical conduit system including embedded and exposed conduit. Conduit entering the cable trench with a 90 degree bend is allowed to be Schedule 40 PVC as shown on Drawing 31 1006. All other 90 degree bends shall be rigid metal. All conduits shall have sealing compound installed at both ends. Informational drawings and data are not required for this item.

c. Outdoor Bus System: Outdoor strain and jumper buses, rigid buses, and overhead ground wire unless otherwise specified on the Drawings, splices, elbows, pad type terminal connectors, and other fittings used on rigid or cable buses may – DSW be compression type (DMC Power’s Bus/Cable Connectors and Swage System, AFL Swage system, or equal). Post insulators for new structures shall use industry standard 3-, 5-, or 7-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081.

Replacement insulators shall match existing bolt circles. Insulators shall be ANSI 70 gray.

Informational drawings and data are required for the insulators only.

d. Insulated Conductors: Insulated conductors and cables except 5/c and 12/c No. 10 AWG control cable and power cable with insulation greater than 600 V.

e. Terminal Boxes: Terminal boxes’ internal components arrangements shown on Drawings 31 1085 and 31 1086 are typical and the Contractor shall provide internal components for Option 1 Type A and Type F terminal box configuration. Actual internal arrangements will be determined by the COR.

f. Phase Identification Signs: Three (3) set of signs – one (1) on bus frame on each side of transformer and on the 34.5-kV bus structure.

g. Equipment Identification Signs (31 1000): Total required: Twelve (12). Sign material shall adhere to Division 13. Lettering on the signs shall be as follows:

10. Bidding Schedule items “Installing 5/c No. 10 AWG control cable” and “Installing 12/c No. 10 AWG control cable” include installing 5/c No. 10 and 12/c No. 10 AWG control cable, respectively, according to SD T600. The Construction Contractor shall terminate control cable at the outdoor equipment. Western will terminate control cable in the existing and new switchboards. The Contractor shall coil a sufficient amount of cable to reach the furthest wall in the control building.

11. Bidding Schedule item “Switchboard Subpanels sections (Government-furnished)”

Unload switchboard subpanel sections at Sidney Substation and store in Sidney Substation service building according to the directions of COR. See drawing SD-4006

12. Bidding Schedule item “Fiber optic duct cable” includes furnishing and installing multimode fiber optic distribution cable (FODC) and inner duct from the KY1A transformer control cabinets, through conduit and cable trench to the service building, terminating the FODC, and testing the completed installation.

a. Material: All fiber optic communication equipment shall be commercially manufactured off-the-shelf items.

(1) The FODC shall be Optical Cable Corporation’s DX012DWLS9KR (twelve (12) fiber, 62.5/125 multimode, riser rated, indoor/outdoor), or equivalent. All optical fibers for the FODC shall be compliant with or exceed the requirements of ISO/IEC 11801 OM1. The fibers shall have no factory splices in any continuous length. The end of each length of cable shall be sealed so no moisture can enter the cable.

(2) Furnish and install flexible inner duct for the FODC. Install FODC in inner duct where not in conduit. This includes, but is not limited to cable installed in cable trays, cable trench and under raised computer floor. Inner duct shall be corrugated (for maximum flexibility), orange, have a 1-inch inner diameter and have a preinstalled pull tape. Inner duct shall be UL listed and designed for riser applications per NEC article 770.182 and resistant to the spread of fire per UL 2024, Vertical-Tray Flame Test (Riser). Install couplers and connectors to attach inner duct to conduit and to neatly terminate the installation.

(3) MM-FODC Termination: In the building, fibers shall be spliced to ST-pigtails.

(4) Fiber Optic Patch Panel: The transformer fiber optic patch panels will be furnished and installed in the control cabinets of transformers KY1A by the transformer manufacturer. The patch panel will be a wall mounted patch panel, Corning type WIC-012 (compatible with ST 62.5/125 multimode fiber connectors) or equivalent for termination of twelve (12) multimode fibers. In the control building, a 24-port patch panel, with ST-pigtails (62.5/125 fiber) and splice trays, will be provided and installed in the vertical switchboard section CHA3 by the Contractor Amerifiber

AFRM241M2RCC003.

b. Installation:

(1) Install FODC/Inner Duct: Install the FODC/inner duct from the transformer control cabinet patch panels, to the fiber patch panel in switchboard CHA3, according to SD T600. In the transformer patch panels, the maximum amount of FODC possible shall be coiled (coiled inside the patch panel) before connecting to ST patch panel.

In the service building, leave a 30-foot service loop before routing to the patch panel.

(2) Terminate Multimode Fiber: Splice to pigtails in the control board. All fibers shall be terminated and connected in order as specified in ANSI/TIA-598C-2005.

c. Fiber Optic Testing: Perform fiber optic testing in accordance with the following:

(1) Factory Tests of FODC: Factory test results shall be recorded and included in the packaging with the FODC.

(2) Pre-installation Field Tests of FODC: The Contractor shall test all fibers to insure the cable was not damaged during shipping. Notify the COR at least 14-days prior to all pre-installation field tests to enable Western observers to be present. The Contractor shall perform an optical time domain reflectometer (OTDR) attenuation test at 850 nm on each fiber. Pre-installation tests shall be compared to the factory test results. OTDR charts at 850 nm shall be provided showing launch conditions and all other parameters used in setup, plus time and date. These charts shall illustrate and quantify overall losses, length of fiber, and stress points on the fiber.

Review the traces carefully and explain unusual discontinuities in detail.

(3) Post-Installation Field Tests of FODC: The Contractor shall notify the COR at least

14-days prior to the post-installation field tests to enable Western observers to be present. Perform end-to-end tests (patch panel-to-patch panel) for each fiber after all termination has been completed and all patch panels have been returned to their permanent position. These tests shall include continuity and attenuation at 850 nm using an optical loss test set to verify continuity and to benchmark attenuation.

Negative losses (i.e., gains) will not be accepted as legitimate benchmark attenuation. If negative losses do occur, the specific fiber shall be retested.

(4) Any damage to the FODC shall be replaced by, and at the expense of, the

Contractor. The Contractor shall be responsible for making modifications required to repair damage, subject to the COR’s approval. These modifications may include, but not be limited to the replacement and reinstallation of the fiber cable.

(5) Instrument Calibration: All test equipment shall be calibrated with certification traceable to the National Institute of Standards and Technology relative to their intended use.

(6) Qualifications of Testing Personnel: The fiber optic tester shall have a minimum of one year testing and operations experience with the OTDR and optical loss test set used for tests required in this specification, and shall be able to use all necessary test equipment without reference to test equipment instruction books while performing the required tests specified herein.

d. Fiber Optic Communication Drawings and Data: All drawings and technical data required to be furnished by the Contractor shall be in English. The Drawings and data shall be complete and accurate in their content. Originals and all copies shall be legible.

Western shall have the right to require the Contractor to make any changes in the Drawings and data that may be necessary to show the equipment furnished conforms to the requirements of these specifications. The design and coordination of the fiber optic communication equipment shall be the responsibility of the Contractor and Western assumes no responsibility to approve or review drawings and data that are submitted.

13. Bidding Schedule item “Fiber optics for Sidney Converter Station” includes determining final length, armored fiber optic distribution cable (FODC), and inner-duct, terminating the FODC and connecting it to the Government-furnished, and installed patch panels at Sidney and Sidney Converter Station, performing all splicing and testing the completed installation.

a. Material: All fiber optic communication equipment shall be commercially manufactured off-the-shelf items.

(1) The FODC shall be Optical Cable Corporation’s GX048KSLX9YPI6 (indoor/outdoor, single-mode, riser rated, interlocking armored), or equivalent. The fibers shall have no factory splices in any continuous length. Each continuous length of cable shall be wound on a separate reel. The end of each length of cable shall be sealed so no moisture can enter the cable. The cable shall be wound onto the reel so it can be pulled off without binding, kinking, or other problems. All optical fibers for the FODC and pigtails shall be compliant with ITU-T G.652D single-mode fiber.

(2) Furnish and install flexible inner-duct for the FODC. Install FODC in inner-duct where not in conduit. This includes, but is not limited to cable installed in telco-ladder rack (overhead cable tray), cable trench and under raised computer floor. Inner-duct shall be corrugated (for maximum flexibility), orange, have a 1-inch inner diameter and have a preinstalled pull tape. Inner-duct shall be UL listed and designed for riser applications per NEC article 770.182 and resistant to the spread of fire per UL 2024, Vertical-Tray Flame Test (Riser). Install waterproof adapter and reducer couplers to connect inner-duct to conduit and to neatly terminate the installation.

(3) Fiber Optic Patch Panel: Western will provide and install patch panels with pigtails at SD and SCS for the termination of the FODC. The fiber optic patch panels provided by Western will be AFL LS Series, C210922-BL and will include telescoping splice trays and UPC/SC-terminated pigtails.

(4) Grounding System: Armored FODC shall be bonded in accordance with specification and standard drawings and NEC and ANSI-J-STD-607

(5) Signs:

(a) Route Marker Signs: Cable route marker signs shall be made of Mylar. Each sign shall have a minimum height of 12-inches and a minimum width of

4-inches. The signs shall be firmly attached to galvanized steel posts suitable for the intended usage. The signs shall be yellow with black letters. Lettering on the signs shall be as follows:

1) CAUTION.

2) BURIED COMMUNICATION CABLE.

3) WESTERN AREA POWER ADMINISTRATION.

b. Installation

(1) Install Mylar marker signs near the pull box and any turn or bends in the conduit.

(2) The Western-provided fiber optic patch panel will be installed at SD in THA1 and at SCS in the existing fiber panel. Refer to Drawing SD 4006.

(3) Install two (2) FODC from SD patch panel to the SCS patch panel according to SD 0011 and 1700. The FODC shall be installed in inner-duct at any point where it is not in a conduit. This includes, but is not limited to, Cable installed in cable trench/telco-ladder rack and under raised access floors. Coil a 30-foot service loop in the FODC before routing to the patch panels for termination (Min. bending radius of 20.4-inches for installation and 15.3-inches for long term storage or cable manufacturer’s specifications).

(4) Inner-duct and fiber shall be brought into the building through an existing cable entry box and sleeves through the foundation wall on the north wall of the Control Room at SD and the west wall of the Control Room at SCS. Refer to For Information Only Drawings SD 3000A and SD 3002A. The cable entry box and cables are covered with sand, which the Contractor shall remove and replace as required to complete the work. Existing sleeves shall be sealed with backer rod and silicone sealant after installation of inner-duct and fiber.

(5) Fiber Splicing/Termination: Terminate/splice all fibers in the order of and in accordance with the industry standard color coding (ANSI/ITA-598-C-2005). All splicing shall be fusion splicing. This includes splicing FODC-pigtails. The bi-directional averaged splice loss for each splice shall not exceed 0.10 dB.

Continuity and attenuation testing defined below shall confirm that no fibers were cross-spliced.

(6) Proper grounding/bonding for armored cable shall be in accordance with

ANSI-J-STD-607 and NEC Article 770.100.

c. Fiber Optic Testing: Perform fiber optic testing in accordance with the following:

(1) Factory Tests of FODC: Factory tests shall be performed on each fiber of every reel at the factory. Results shall be recorded and included in the packaging with the cables. Product data sheets showing the cable characteristics including dispersion, dimensional quality, and tensile strength shall be provided from the manufacturer.

(2) Pre-Installation Field Tests of FODC: The Contractor shall test all fibers of each reel of FODC upon delivery to insure the fiber was not damaged during shipment and handling. Notify the COR at least 7-days prior to all pre-installation field tests to enable Western observers to be present. The Contractor shall submit OTDR charts (hardcopies) at 1550 nm showing launch conditions and all other parameters used in setup, plus time and date. For these tests, each fiber, in turn, shall be spliced to a single-mode launch fiber, approximately 1 km in length, which is connected to the OTDR. The OTDR charts shall illustrate and quantify the losses of each length of fiber and stress points on the fiber. Review the traces carefully and explain unusual discontinuities in detail. The OTDR testing and waveforms shall be stored on an optical disk in PDF format and included with the submittal. If the OTDR testing is performed using equipment other than Wavetek or Tektronics, the Contractor shall supply Western with the software necessary to view the test results.

(3) Post-Installation Field Tests: The Contractor shall notify the COR at least 7-days prior to the post-installation field tests to enable Western observers to be present.

Perform end-to-end tests, patch panel-to-patch panel for SD-SCS for each fiber after all splices have been completed and all splice enclosures and patch panels have been returned to their permanent position. These tests shall include:

(a) OTDR charts (hardcopies) at 1550 nm showing launch conditions and all other parameters used in setup (specify length of launch cable), plus time and date. These charts shall illustrate and quantify the losses at each splice, length of fiber, and stress points on the fiber. Review the traces carefully and explain unusual discontinuities in detail. OTDR measurements shall be made in both directions and the splice loss results bi-directionally averaged.

Bidirectional averaged values shall be clearly displayed in a separate table that identifies each splice location by transmission line and STRUCTURE NUMBER. Bi-directionally averaged splice loss shall not exceed 0.10 dB.

OTDR results shall be submitted for every fiber of the completed fiber system.

The OTDR testing and waveforms shall be stored on an optical disk in PDF format and included with the required submittals. If the OTDR testing is performed using equipment other than Wavetek or Tektronics, the Contractor shall supply Western with the software necessary to view the test results.

(b) Continuity and attenuation at 1310 nm and 1550 nm using an optical loss test set (power meter) on each complete fiber path to verify continuity and to quantify overall end-to-end losses. Total end-to-end losses, including fiber loss, patch panels, connectors, and splices shall not exceed the limits provided in Table 9-1. Continuity testing shall confirm that no fibers are cross spliced.
