DIVISION 13 – ENVIRONMENTAL QUALITY PROTECTION
A. DESCRIPTION
1. Environmental Quality Protection
DIVISION 1 – GENERAL REQUIREMENTS
A. CONTRACT REQUIREMENTS:
Construct and complete Cheyenne Substation, 115-kV Strain Bus Replacement, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 12 – Painting (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.
If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.
Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at http://www.wapa.gov/business/buys.htm.
Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.
B. DESCRIPTION OF WORK:
The principal components of work include installing one (1) 115-kV disconnecting switch and reconductoring the main and transfer bus.
Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 9, 12, and 13 describe the work to be performed.
The work is located near Cheyenne, Wyoming as shown on Drawing CH 0015.
C. DESCRIPTION OF BIDDING SCHEDULE ITEM:
1. Bidding Schedule item “Mobilization and preparatory work” includes the following:
a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.
b. Prepare and submit a Construction Schedule and furnish a Safety and Health Program.
D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:
1. COMMENCEMENT AND COMPLETION: Begin work within 10-calendar days after date of receipt of Notice to Proceed, and complete all work within 180-calendar days of same NTP date.
2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 10-calendar days for review of drawings or data submitted for approval.
3. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:
a. There shall be no concurrent 115-kV main and transfer bus outages.
b. Any outage associated with replacing disconnect switch CH 463 shall be taken concurrently with the 115-kV main bus outage.
c. The Contractor will be limited to (1) 19-calendar day outage on the 115-kV main bus
4. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply:
a. Work week shall not exceed 60-hours unless approved by Contracting Officer’s Representative (COR) in advance.
b. Work schedules shall be coordinated with and approved by COR.
5. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:
a. The maximum available fault current in the 115-kV area is 13,982 amps and the X/R ratio is 8.4 prior to completing construction and 13,982 amps and the X/R ratio is 8.4 after completing construction.
b. A minimum of one (1) 1/0 AWG grounds shall be used in the 115-kV area.
c. No protective ground lead shall be longer than 36-feet in length, unless approved by the
COR. Resistance values given in Personal Protective Grounds Test Report shall be less than or equal to those allowed in ASTM F 2249.
E. CONSTRUCTION SCHEDULE:
1. SUBMITTAL TIME: Prepare and Submit a Construction Schedule to the Contracting Officer (CO) within 10-calendar days after date of Notice to Proceed.
F. MATERIAL:
Furnish all material for completing the work.
G. GEOLOGIC INVESTIGATIONS:
Geologic information has not been obtained for this project, and none is known to exist. The Contractor shall determine the nature of the material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.
H. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Electric power up to a maximum of approximately 10-kVA for construction purposes will be available without cost. Source of supply is located in the receptacles throughout the substation. The Contractor may furnish power for his operations by other means at no additional cost to Western.
Power made available by Western will be delivered as single-phase, 60 Hz, AC, at approximately 120-240 V. Negotiate with the COR for establishing electric power service.
I. WATER FOR CONSTRUCTION PURPOSES:
The Contractor shall furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
J. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
K. SUBMITTAL AND CORRESPONDENCE:
1. GENERAL: The Contractor shall furnish submittals and correspondence via email as specified in the Construction Standards and this Project Specification. Submittals and correspondence via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number.
Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. Email submittals shall be delivered to:
RMR-J5600-CS@wapa.gov.
2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.
3. APPROVAL TIME: Approval time for submittals shall be in accordance with the
“Commencement, Prosecution, and Completion of Work” paragraph.
DIVISION 2 – SITEWORK
A. DESCRIPTION OF BIDDING SCHEDULE ITEM:
1. Bidding Schedule item “Demolition” includes the following:
a. Completely remove existing Main and Transfer bus conductor, insulator assemblies and hardware, associated jumpers and fittings as shown on Drawings CH 1116, 1117, and 1118.
b. Completely remove existing switch WY11M and associated hardware as shown on
Drawing CH 1116.
c. Completely remove existing ground blades ZY13A and ZY14A and associated hardware as shown on Drawing CH 1118.
d. All removed equipment shall become the property of the Contractor and shall be removed promptly from the right-of-way at the Contractor’s expense, and may not be reused.
2. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items:
a. Protecting and replacing existing gravel surfacing.
b. Finish grading of existing gravel surfacing to remove ruts or other imperfections resulting from the Contractor’s activities in the performance of contract work.
DIVISION 9 – SUBSTATION – ELECTRICAL
A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES”
Standard Equipment Specifications, as shown on project drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal specifications and standards as applicable.
Applicable requirements shall be met under the following service conditions:

1. Bidding Schedule for Government-furnished items (including associated supporting structures when furnished) require the Contractor to provide:
a. Unless otherwise indicated, unloading and inspecting Government-furnished items.
b. Installing Government-furnished items as shown on drawings.
c. Furnishing equipment and material not furnished by Western.
2. Bidding Schedule for items (not furnished by the Government) shall be furnished by the
Contractor and shall include the following:
a. Providing (furnishing and installing) bidding schedule items.
b. Furnishing equipment and material not furnished by Western.
c. Installing bidding schedule items as shown on drawings.
3. Unless otherwise specified, associated support structures provided for each electrical equipment rated above 7-kV shall be 102-inches in height and hot-dip galvanized, if made of steel. Instrument transformers that are seismically qualified shall be 96-inches in height. If tubular steel supports are furnished, they shall be galvanized internally and externally.
4. Installation and painting of electrical equipment and material shall be provided in accordance with Standards 9 and 12 respectively.
B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Bidding Schedule item “Disconnecting switch, 115-kV, 1,600-amps, Installed on Existing Support Structure” includes providing the following disconnecting switch as shown on the drawings and in accordance with WAPA ES 8.1 Equipment Standard, to be installed on existing support structure:

2. Bidding Schedule item “Outdoor bus system” includes providing material and services required to reconductor and complete the outdoor main and transfer bus conductor, insulator assemblies, hardware, associated jumpers, buses, rigid buses, and bay reconductoring as specified on project drawings. Unless otherwise specified on the Drawings, dead ends, tees, pad type terminal connectors, and fittings used on rigid and cable buses shall be compression type (DMC Power or AFL Swage System or equal). High temperature compression fittings shall be provided or recommended by the ACSS manufacturer. Compression fittings requiring grease for installation shall use high temperature grease. Insulators shall use industry standard 5-inch (or 7-inch) base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081.
DIVISION 13 – ENVIRONMENTAL QUALITY PROTECTION
A. DESCRIPTION:
1. ENVIRONMENTAL QUALITY PROTECTION:
