GERING SUBSTATION STAGE 06

DIVISION 1 – GENERAL REQUIREMENTS

A. CONTRACT REQUIREMENT:

Construct and complete Gering Substation, Stage 06, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 10 – Transmission Line – Electrical (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); Standard Drawings; and these Project Specifications and Drawings.

If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.

B. DESCRIPTION OF WORK:

The principal components of work include installing Government-furnished equipment (GFE):

115-kV power circuit breaker, 115-kV shunt capacitor bank and duplex switchboard section.

Providing electrical equipment: 115-kV disconnecting and selector switches. Providing grounding system, bus system, conduit system, insulated conductor and cables, terminal box, and substation signs. Providing foundations and anchor bolts for substation structures, electrical equipment, and material. Performing site work and providing galvanized steel.

Paragraphs “Description of Bid Items” in Divisions – 1, 2, 3, 4, and 9 describe the work to be performed.

The work is located near Gering, Nebraska, in Scotts Bluff County as shown on Drawing GS 0015.

C. DESCRIPTION OF BID ITEM:

1. Bidding Schedule item “Mobilization and preparatory work” includes the following:

a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.

b. Providing a Construction Program and Safety and Health Program.

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:

1. COMMENCEMENT AND COMPLETION: Begin work within 30-calendar days after date of receipt of Notice to Proceed, and complete all work within 270-calendar days from the date of receipt of such notice.

2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 20-calendar days for review of drawings or data submitted for approval.

3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring and schematic diagrams no sooner than 20 business days after switchboard arrival. Control board wiring and schematic diagrams will be furnished no sooner than July 1, 2015. Include these restrictions in the Construction Program.

4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:

a. No concurrent main and transfer bus outage. No main bus outage until after September 25th, 2015.

5. OUTAGE AND CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction

Schedule restrictions shall apply:

a. The Contractor shall not work more than 60-hours in one (1) calendar week without prior approval from the Contracting Office Representative (COR).

6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:

a. The maximum available fault current in the 115-kV area is 6,000 amps and the X/R ratio is

4.4 prior to completing construction and 6,000 amps and the X/R ratio is 4.4 after completing construction.

b. A minimum of 1 1/0 AWG grounds shall be used in the 115-kV area.

c. No protective ground lead shall be longer than 36-feet in length, unless approved by COR.

Resistance values given in Personal Protective Grounds Test Report shall be less than or equal to those allowed in ASTM F 2249.

7. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT

AND OIL DETENTION STRUCTURES: Typical foundations are shown in Drawing GS 2300.

Western will design these foundations after receipt of the seismic report and informational drawings and data. Western will forward the revised construction drawings for these foundations no later than 45-days prior to the “NLT” delivery date listed in the, “Material” section. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.

E. CONSTRUCTION PROGRAM:

1. SUBMITTAL TIME: Submit a Construction Program to the COR within 45-calendar days after date of Notice to Proceed.

2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Gering Substation.

The Contractor is responsible for moving Western-furnished material from temporary storage locations to final destinations.

G. RIGHTS-OF-WAY:

Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain additional temporary access without additional cost to Western.

H. GEOLOGIC INVESTIGATIONS:

Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the drawings.

Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.

Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.

The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the work site.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:

The Contractor shall supply electrical power during construction. 120 V and 240 V AC power may be available via receptacles located throughout the substation.

J. WATER FOR CONSTRUCTION PURPOSES:

Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.

K. EXPLOSIVES AND BLASTING:

Explosives shall not be used.

L. SUBMITTALS:

1. GENERAL: The Contractor shall furnish submittals via email as specified in the Construction Standards and this Project Specification. Submittals via email shall be in standard PDF or Electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include the Western contract number (DE-WA000XXXX), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word or PDF format shall be included with each email. Email submittals shall be delivered to: RMR-J5600-CS@wapa.gov .

2. SUBMITTAL RESPONSE: Western will return all submittals electronically with an “Approved” or “Not Approved” status with comments as appropriate to the email address where the submittal originated.

3. APPROVAL TIME: Approval time for submittals shall be in accordance with the

"Commencement, Prosecution, and Completion of Work" paragraph.

DIVISION 2 – SITEWORK

A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Miscellaneous sitework” includes the following:

a. Replacing and protecting existing gravel surfacing.

b. Providing a soil-applied herbicide where gravel surfacing is placed.

2. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.

a. Excavations for foundations, structures, and trenches.

b. Placing and compacting earth material and backfill.

c. Providing gravelfills under concrete foundations as shown on the Drawings.

d. Disposing of excavated material. Material from excavations not suitable or required for earthwork shall be removed from the substation and access road right-of-way. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.

DIVISION 3 – CONCRETE

A. GENERAL:

1. MATERIAL:

a. Cement: Type IIA cement according to ASTM C 150.

b. Compressive Strength: 4000 psi at 28-days for substation concrete.

c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.45 by weight.

d. Type A and D water-reducing and retarding admixtures may be used if approved by the

COR.

e. Use of fly ash is required in concrete.

2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.

3. CURING: Exposed, formed surfaces of concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:

1. Bidding Schedule item “Concrete foundations” includes the following:

a. Earthwork, formwork, reinforcement, material used in concrete, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

b. Concrete foundations for steel structures.

c. Concrete foundations for electrical equipment.

d. Dewatering foundation excavations, if required.

e. Casing auger excavations, if required.

Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing GS 2117. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the drawing.

DIVISION 4 – SUBSTATION METALWORK

A. GENERAL:

1. GOVERNMENT-FURNISHED DRAWINGS: Except as listed below, existing shop drawings for steel structures are not available.

2. MEASUREMENT: Measurement for quantities for Bidding Schedule items “Steel structures, welded (galvanized)” and “Modifying steel structures” will be made on the basis of black weights calculated in accordance with LRFD, “AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions.

a. Steel structure weights, calculated as noted above, are shown on the

Government-furnished shop drawings and shall be shown on the Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the specifications drawings for the structures requiring approval drawings as noted in the Bidding Schedule items “Steel structures, welded (galvanized)” and “Modifying steel structures”.

1. Bidding Schedule item “Steel structures, welded (galvanized)” includes providing the following:

a. One (1) – 115-kV Disconnect Switch Support – Type I.

b. One (1) – Equipment cabinet platforms for the 115-kV circuit breakers including gratings, Type V, MK FR5 as shown on Drawing GS 2925.

c. One (1) – Single-switch operating platforms including grating, Type II, MK FR2 as shown on Drawing GS 2926.

d. One (1) – Double-switch operating platforms including grating, Type III, MK FR3 as shown on Drawing GS 2926.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized.

All items listed in the above Bidding Schedule items “Steel structures, welded (galvanized)” shall require approval drawings.

2. Bidding Schedule item “Modifying steel structures” includes performing the following:

a. Modifying Steel Structures:

(1) Field modify top beam B-3A of the 115k-V Bus Structure spanning between grid lines “Q” and “R” for addition of underhung insulators and jack bus attachment points as shown on Drawing GS 2077.

(2) Field modify lower beam B-4A of the 115-kV Bus Structure spanning between grid lines “Q” and “R” for addition of insulator mounting channel as shown on Drawing GS 2077.

The above material including connection bolts, nuts, washers, and lock nuts shall be galvanized.

DIVISION 9 – SUBSTATION – ELECTRICAL

A. GENERAL: Electrical equipment and material shall be as specified in Western’s “WAPA ES”

Standard Equipment Specifications, as shown on project drawings, and in accordance with NEMA, ANSI, IEEE, ICEA, ASTM, NEC, NESC, UL, and Federal specifications and standards as applicable.

2. Bidding Schedule for items (not furnished by the Government) shall be furnished by the

Contractor and shall include the following:

c. Installing Bidding Schedule items as shown on drawings.

3. Unless otherwise specified, associated support structures provided for electrical equipment rated above 7-kV shall be 102-inches in height and hot-dip galvanized, if made of steel.

4. Installation and painting of electrical equipment and material shall be provided in accordance with Western Construction Standards 9 and 12 respectively.

The equipment supplier will unload the power circuit breaker from the truck, and Contractor personnel shall inspect the power circuit breaker for possible damage during shipment or transportation and report any damage to Western’s COR prior to installation.

a. The Contractor shall coordinate with their equipment supplier the mounting of the selector switch to the existing support structure and provide switch manufacturer representative onsite for final switch adjustment.

4. Bidding Schedule item “Associated outdoor electrical equipment and material” includes providing equipment, material, and services required to complete the following substation installations as shown on the drawings:

a. Substation Grounding System: Complete the substation grounding system. Unless otherwise specified on drawings, splices, connections, and other fittings may be compression type (DMC Power swage system or equal). Due to the ongoing copper theft problems, all new exposed ground wire shall be copper clad steel. NOTE: That the included drawings and standards have not been revised to show this new requirement.

b. Insulated Conductors and Cables: Includes all insulated conductors and cables except

5/c No. 10 AWG and 12/c No.10 AWG control cable, which are covered under separate bidding items.

c. Conduit System: Electrical conduit system, including embedded and exposed conduit, shall be installed as shown on Drawing 31 1006.

d. Outdoor Bus System: Outdoor strain and jumper buses, rigid buses, splices, elbows, pad-type terminal connectors and other fittings may be compression type (DMC Power ’s Bus and Cable Connectors and Swage System or equal). Station post insulators for new structures shall use industry standard 3-, 5-, or 7-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081. Replacement insulators shall match existing bolt circles. Insulators shall be ANSI 70 gray.

e. Terminal boxes: Terminal and fuse boxes. Terminal boxes’ internal components, as shown on drawings 31 1085 and 31 1086 are typical arrangements. Actual internal arrangements will be shown on the outdoor electrical equipment wiring diagrams.

f. Substation signs:

(1) Danger signs for shunt capacitors (31 1079) - Total required, twelve (12).

(2) One (1) on each face of each shunt capacitor supporting structure.

g. Phase Identification Signs (31 1000):

(1) One (1) on each switch structure stand:

(a) Phase A – 3 required.

5. Bidding Schedule item “Existing outdoor electrical equipment and material” includes modifying, removing and disposing existing electrical equipment and material.

a. Material to be modified by the Contractor is as follows:

(1) Replace one (1) 50A, 2-pole molded case circuit breaker with a 40A, 2-pole molded case circuit breaker in AC panelboard DWA4 as shown on Drawings GS 1601 and

GS 1602.

b. Material to be removed and delivered to Western at the site designated by the COR is as follows:

(1) One (1), three-phase, 115-kV selector switch.

c. Material to be removed and disposed of is as follows:

(1) Aluminum and copper conductors, insulator assemblies, hardware, and electrical fittings.

6. Bidding Schedule items “Furnishing 5/c No. 10 AWG control cable” and “Furnishing 12/c

No. 10 AWG control cable” include furnishing 5/c No. 10 and 12/c No. 10 AWG control cable, according to GS T610; complete wiring from outdoor equipment to the control building entrance plus the diagonal length of the building.

7. Bidding Schedule items “Installing 5/c No. 10 AWG control cable” and “Installing 12/c No. 10 AWG control cable” include installing 5/c No. 10 and 12/c No. 10 AWG control cable, respectively.

a. Each control cable shall be terminated by the contractor at the outdoor and equipment accordance with Western drawings.

b. Each control cable shall be terminated by the contractor at the control switchboard panel in the control building in accordance with Western drawings.

c. The Contractor will Meg Ohm test the cables from end to end after installation.

8. Bidding Schedule item “Duplex switchboard section (Government- furnished)” includes furnishing all equipment and material not furnished by Western, receiving, un-loading, inspecting, and installing the Government-furnished duplex switchboard section CHA10 in the location shown on Drawing GS 4023 and as directed by the COR.

9. Bidding Schedule item “Electrical testing” includes providing electrical testing in accordance with Standard 9, paragraph 9.1.2 Acceptance Tests – Method A.

Federal and contract employee. Safety should not be set aside to meet a project schedule or for personal convenience.

Employees and contractors must believe that they have the right and the responsibility to identify and take action to reduce, if not eliminate, hazardous work environments and hazardous work practices.

Managers and supervisors must lead by example and execute their responsibility to ensure each job is accomplished in a safe and healthy way.

Safety is a personal responsibility. Each individual makes the decision on what action to take to accomplish a task.

By integrating these principles into every task we take, together we can ensure Western is a safe place to work.
