Prospective Contractors:

The Department of Energy, Western Area Power Administration, Rocky Mountain Region (Western) invites you to submit a quote for “Archer Transformer” under Request for Quotes (RFQ) DE-SOL- 0007780. This solicitation is issued as a 100% small business set-aside. The NAICS code is 335311 and the applicable size standard is 750 employees. This letter is not an integral part of the RFQ, which is a self-contained stand-alone document. In the event of any conflict between the contents of this letter and the enclosed RFQ, the RFQ language shall prevail.

NOTE: the Buy American Act applies to this solicitation. The restrictions of the Buy American Act are not waived for NAFTA or Trade Agreement Country end products. See FAR 52.225-1, Buy American Act (at 52.212-5 (39)), and 52.212-3(f) Buy American Act Certificate. Contractors must complete 52.212- 3(f) for any quote of a non-domestic item.

The enclosed RFQ consists of Standard Form (SF) 1449, Contract Terms and Conditions, and attachments, if identified. Any clause or provision incorporated by reference in this RFQ may be viewed in its entirety at the following web site: http://www.arnet.gov/far/.

Prices must be shown in the SF1449 SCHEDULE and contractors are advised to read the Instructions to Offerors—Commercial Items and any Addendum for quote submission requirements. Contractors are advised to inspect the entire solicitation for certifications or other information that may be required.

Quotes will be evaluated and award will be made on the basis identified in the solicitation. Multiple quotes are not solicited and will not be accepted.

In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall constitute a change to the solicitation or specifications.

Contractors must be registered in the System for Award Management (SAM) database (www.sam.gov) to be eligible to receive an award from any Federal agency. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. In addition, prospective contractors must complete the Online Representations and Certifications Application (ORCA) electronically at www.sam.gov, and must update the representations and certifications annually.
