Description of Requirement For Swarm Diver System Lease

W81EWF93570790

Product/Service Description The U.S. Army Corps of Engineers (USACE) Engineer Research and Development Center (ERDC) Coastal and Hydraulics Laboratory (CHL) mission demands that staff based at the Field Research Facility (FRF) collect a variety of observational datasets of coastal processes and associated morphologic changes. In addition to traditional survey techniques, CHL is looking to advance USACE’s use of robotics to provide, flexible surveying of coastal landscapes and infrastructure in order to better inform littoral military applications. Robotics provide a unique platform to remove the danger of data collection for military application, while reducing man-hour requirements to collect data. The potential for coastal application is broad in both the civil and military domains and it is important for CHL to continue to develop concepts of operations (CONOPs) to allow for USACE application through platform and capability development. To refine these CONOPs and properly document the developed techniques, CHL personnel must have access to the right platforms and instrumentation.

The lease will supply:

· Ten (10) autonomous underwater and surface vehicles that can operate simultaneously to map the surf zone for bathymetry and currents Specific Requirements:

· Vehicles must be able to move faster than currents common in the nearshore (>2m/s) and synoptically collect data while providing redundant data feeds.

· The pressure sensor used on board for bottom measurements should be rated to depths no more than 10 m.

· Weighing just 1.8kg and a length of 76cm

· Vertical dive capability

· Ability to operate as both a UUV and a USV

· Qualified to 50 meters dive-depth

· Easily deployable and recoverable

· Wireless data feedback transmitted to the base station upon surfacing

· High accuracy temperature (+/-0.1°) and pressure sensor (+/- 50cm depth)

· Additional sensor payloads available

· Multi-constellation GPS for +/-2 m location accuracy

· Deployable in groups for synoptic data gathering

· Sustained surf zone operation

· Supporting equipment to include data logging, display, operation command center

· Minimum 2 day onsite training (Location: FRF) for 3-5 personnel before October 15, 2020.

Lease Period:

Year 1 Lease for 12 months and Option Year 2 Lease for 12 months. The Lease will begin from date of delivery for Year 1 and upon exercise of the option for Year 2. All equipment shall be delivered by 15 June 2020.

At the end of the lease period, the government has the option to purchase the swarm divers for an additional cost.

Optional Requirement: An optional requirement is warranted to support sensor/payload enhancement and repair/replacement to vehicles that may be damaged or lost due to adverse environmental conditions. These might include upgrades to sensors, systems on board or reconfiguration of existing layouts for a system enhancement, sensor integration support, and associated travel and shipping costs.
