Single Source Justification (Simplified Acquisition)

FOR OFFICIAL USE ONLY

March 2018 FOR OFFICIAL USE ONLY Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: OL:H/ PZIMB

Project/Program Name: Dayton T. Brown Test Stand Motor

Purchase Request/Identification Number:

Estimated Contract Cost (including Options): $47,080.00

Section B: Description of the Supplies/Services Required

The 309 Maintenance Support Group (MXSG) operates Dayton T Brown test stands to test various aircraft parts during depot maintenance. MXSG requires a Specialized High Speed Test Motor Duplicate P/N 0150Q-1AAN-0012, MRF: REULAND TYPE: 215-R-0415, SER #: N01-00108A-1 to perform these tests.

Section C: Justification for Soliciting from a Single Source or Brand Name

Reuland engineered and manufactured the Reuland high speed motor, product number 0150Q-1AAN-0012, meeting requirement specifications for the Dayton T. Brown stand used by MXSG. The motor was originally developed and manufactured in 1989. Due to its age, the current motor had to be repaired. During the repair the test stand was idle. A spare electric motor is required for Dayton T Brown test stand #1 located in the Commodities Maintenance Group (CMXG). To avoid extended downtimes, the MXSG has requested to carry a spare motor on hand.

Section D: Efforts to Obtain Competition

Market research was conducted via Internet and outreach to the OEM, Reuland Electric Co. An Internet search did not reveal additional businesses capable of producing this motor. The program manager verified with Jenny Stewart (Engineering Services Division at Rueland) on 6/9/20 that the required motor is a proprietary design originally designed and manufactured for the OEM's specifications and requirements in 1989. There are no authorized vendors.

The product is not available through GSA Advantage or Ability One.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In the future, the Government intends to evaluate any opportunities to remove barriers on future requirements. The Government will continue to perform market research to see if any new opportunities allow for competition. However, unless the Government replaces the existing test stands (approximately $4 million each), or the OEM allows outside distributors, the Government will be required to continue single source awards to Reuland Electric. Accordingly, the Reuland is the only company capable of providing the motor described above without the U.S. Air Force experiencing substantial duplication of cost that could not be expected to be recovered through competition.
