DARPA BAA-13-24

Shared Spectrum Access for Radar and Communications (SSPARC)

AMENDMENT 1

This amendment:

· Provides instructions on Task 3 proposals that duplicate technology proposed under Task 1 or Task 2

· Clarifies the conditions under which cost savings are expected through synergies between Task 1 and Task 2 proposals

· Clarifies the BAA closing date

· Modifies the labeling on submitted CD-ROMs

· Deletes incorrect text regarding indirect rates

· Revises descriptive text of BAA Appendix 1 and the column header in Slide 3

· 2 Award Information An organization or team may propose work under multiple tasks as defined in sections 1.1.1.1 to 1.1.1.5 of this document. Each task offered must be in a separate proposal. Multiple supporting technologies may be investigated in a single Task 3 proposal if the work forms a coherent program. The same technology may be proposed in a Task 3 proposal and as part of Task 1 and/or Task 2 proposals. In this case, the Task 3 proposal should list the Task 1 and Task 2 proposals in which the same technology is proposed. The Task 3 proposal should clearly describe the ways, if any, in which the effort proposed under Task 3 differs from the effort proposed under Task 1 or Task 2. In cases where there are Task 1 and Task 2 proposals in which a substantial fraction of the effort is performed by organizations participating in both proposals, cost savings are expected if both are awarded and should be described in both proposals.

· 4.3.1 Proposal Information Proposers are required to submit proposals by the time and date specified in the BAA in order to be considered during the initial round of selections. Proposals received after this date may be received and evaluated up to 6 months (180 days) from date of posting on FedBizOps. Ability to review late submissions remains contingent on availability of funds.

· 4.3.1 Proposal Information Proposers must submit an original and three (3) copies of the proposal and two (2) electronic copies of the proposal in PDF (preferred) on a CD-ROM. Each CD-ROM must be clearly labeled with DARPA-BAA13-24, proposer organization, proposal title (short title recommended), and Copy _ of 2.

This paragraph has now been deleted from the BAA: The Defense Appropriations Act caps indirect cost rates for any procurement contract, grant or agreement using 6.1 Basic Research Funding at 35% of the total cost of the award. Total costs include all bottom line costs. For grants/agreement awardees subject to cost principles in 2 CFR part 220 (Educational Institutions), indirect costs are all costs of a prime award that are Facilities and Administration costs. For grant/agreement awardees subject to the cost principles in 2 CFR part 225 (State, Local, and Indian Tribal Governments), 2 CFR part 230 (Non-profit Organizations) or 48 CFR part 31 (Federal Acquisition Regulation), indirect costs refer to any cost not directly identified with a single final cost objective, but identified with two or more final cost objectives or with at least one intermediate cost objective. The cost limitations do not flow down to subcontractors.

This paragraph has now been deleted from the BAA: Proposers offering work on both Task 1 and Task 2 should include the column “Task 1 & 2 together” in the cost/effort slide for both proposals. It should be the same in both proposals and should report the total effort and cost if both tasks are awarded. It is expected that this will be less than the sum of the columns labeled Base (or Total if there are options) from the Task 1 and Task 2 proposals.

The following paragraph is inserted in place of the above paragraph.

In cases where there are Task 1 and Task 2 proposals in which a substantial fraction of the effort is performed by organizations participating in both proposals, the cost/effort table in both proposals should include a column “Total if Task 1 & 2 both awarded.” It should report the cost and effort for THIS proposal after available synergies between the Task 1 and Task 2 efforts have been exploited. It is expected that this column will be less than the Total column.

In slide 3 of Appendix 1, the red text in the following slide is changed.
