PROPOSERS DAY:
DARPA will host a Proposers’ Day in support of upcoming DARPA BAA HR001120S0042, Ocean of Things (OoT) Advanced Data Analytics Phase 2, on Tuesday, April 07, 2020 from 8:00 AM to 5:00 PM, ET. Participants must register for the Proposers’ Day through the registration website (https://cvent.me/rM88L1) by April 01, 2020 by 12:00 PM, ET. The purpose of this meeting is to provide information on the ongoing data analytic research for the OoT program, promote additional discussion on this topic, and address questions from potential proposers.
In light of the current global health situation surrounding COVID-19, webinar access will be offered in lieu of in-person attendance. Webinar participants must register as such through the registration website listed above. The webinar link and further direction on webinar access will be provided to attendees once registration closes.
The Proposers’ Day will include overview presentations by Government personnel. This meeting will be held at the unclassified level.
OoT PROGRAM OBJECTIVE AND DESCRIPTION:
The OoT program will provide persistent, wide-area sensor coverage across the maritime environment through the employment of large numbers of intelligent floats backed by advanced data analytics as a vital part of the Mosaic Warfare end-state vision. Existing naval and commercial platforms are constrained to localized situational awareness from their organic sensors, and support by remote sensors is often restricted by the physical environment (e.g., fog, rain, cloud cover, etc.). OoT will address these gaps in ocean understanding to benefit all users of maritime data.
Floats designed and developed for OoT rely upon environmentally friendly commercial hardware components and sensors to autonomously generate a heterogeneous data for analysis. Advanced data analytics teams are needed to generate real-time, high-resolution mission products from these datasets. This low-cost design approach will allow for the manufacture of large numbers of floats with a variety of sensors to cover large operating areas and provide robust data processing from areas where limited visibility exists today.
While floats use efficient signal processing methods to conserve the limited communications bandwidth and stored energy onboard, advanced shore-side data analytic techniques are required to maximize the utility of delivered data and create data products useful to the oceanographic and meteorological communities. OoT will deliver distributed awareness of both the physical and operational ocean environments to provide improved environmental and activity characterization. Examples of environmental and activity characterization include, but are not limited to, sea surface/air temperature, acoustic ambient noise, wind speed, wave dynamics, float motion, generation of vessel tracks, multi-spectral vessel signatures, and vessel behavior.
REGISTRATION INFORMATION:
Registration is limited by webinar capacity and early registration is strongly recommended. This Proposers’ Day is only for the OoT Advanced Data Analytics topic, and organizations with interests related to float development and other topics related to the OoT program concept besides advanced data analytics are

Proposers’ Day discouraged from registering.. Registration may close prior to the registration deadline due to capacity being met. There will be no on-site registration or attendance in light of the global health situation surrounding COVID-19. An online registration form, preliminary agenda, citizenship verification, and meeting details for the Proposers’ Day can be found at the registration website (https://cvent.me/rM88L1).
DARPA hosts Proposers’ Days to promote teaming arrangements between researchers; provide potential performers with information on whether and how they might respond to the Government’s research and development solicitations; and to increase efficiency in proposal preparation and evaluation. Therefore, Proposers’ Days are open only to registered potential proposers. The event is closed to the general public and media.
BREAKOUT SESSIONS:
One-on-one breakout sessions with the OoT Program Manager will be available during the Proposers’ Day.
Advanced registration is required. Breakout Sessions will be scheduled in 10-minute intervals from 1:00 PM – 5:00 PM, ET and conducted via telecom. To request a session, please indicate your discussion topic and participating attendees when registering. Please note, all members participating in breakout sessions must be successfully registered in order to attend. As slots are limited, DARPA/STO will develop an agenda after registration closes. Breakout sessions will be assigned on a first-come, first-serve basis, with only one per organization, and once confirmed, your specific telecom info and schedule will be provided. For instance, if a parent company has subsidiaries in attendance, only one breakout session is allowed for the entire organization. All registered attendees chosen to participate in breakout sessions will receive notification containing their selection, scheduled time and location, and detailed guidance by close of business on April 03, 2020.

In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Participation is voluntary and is not required to propose to subsequent Broad Agency Announcements (if any) or research solicitations (if any) on this topic. DARPA will not provide reimbursement for costs incurred in responding to this Special Notice.
