Digital Asset Management Services (DAMS) for USDA-Rural Development’s Office of External Affairs
General Information
1.0 Scope of Work
The Office of External Affairs (OEA) is charged with developing, supporting, and coordinating the resources used to market Rural Development programs to rural communities. The Field Operations and Multimedia Branch of OEA is responsible for collecting, developing, maintaining, and disseminating the multimedia assets used to market and promote programs offered by and projects supported by the agency and its field offices.
To effectively coordinate the inflow and outflow of digital media, OEA requires a central repository to act as an online bank of assets that is accessible to the general public, but also able to be access-restricted by user level. A successful system will allow for multiple file types that are sortable and searchable based on keywords and embedded metadata from the uploaded files.
The user groups would be a small team of up to five editors or account managers, then contributors (up to 100), and a general read/download only category.
2.0 Background
2.1 Rural Development (RD) works to foster opportunity and economic security in rural America by investing in local infrastructure, supporting a community’s people and jobs, and helping advance rural prosperity with access to innovation and technology. Through loans, grants and partnerships with local leaders, RD provides tools and resources to help ensure rural families, businesses, and communities have the support they need to prosper, today and into the future. RD is a catalyst for rural prosperity by improving high-speed internet access, helping to provide affordable rural housing, supporting the connection of rural skillsets to jobs of the future; aiding in the modernization of roads, bridges, and water systems; and assisting communities’ access to healthcare.
2.2 OEA is the central point of contact for USDA Rural Development (RD) on public affairs and Congressional relations, including press and social media. OEA’s major functions include: coordinate the development and dissemination of information to the press on RD programs and policies; coordinate Congressional relations and Congressional correspondence; oversee the development and maintenance of RD’s external website and social media platforms; review and disseminate internal RD employee communications; manage RD’s conference and event planning activities; and, coordinate the production of multimedia, publications, and printed materials. All OEA functions are performed in support of RD’s work to foster opportunity and economic security in rural America.
Contractor Requirements
3.0 Technical Requirements / Tasks
3.1 The DAMS must be accessible through standard web browser, including Google and Chrome, and graphical user interface; and allow for unrestricted uploading and downloading of files for approved user groups. The interface must allow for searching and categorizing of assets based on the embedded metadata within the respective files and allow for in-system editing of metadata.
3.2 The DAMS will be managed by up to ten editors who will have unrestricted access to the assets and be able to administer the account, assign user levels, and approve or decline content. Contributors must have the ability to upload files using a browser-based interface and have access to download all files as approved by the editors. The general user category must be able to download files in approved folders or file paths that are made available to that level of user by the editors.
3.3 The DAMS must be able to accommodate multiple file types including .jpg, .png, .dng, .tif, .gif, .wav, .mp3, .avi, .mov, .mp4, .ai, .indd. This list is not exhaustive, but indicative of the multiple types of files that must be handled and supported by the system. The system must also be able to read the embedded metadata and use that upon import for categorizing and search capabilities.
3.4 Priority will be given to a DAMS that can integrate directly with Adobe Creative Suite™ through the Adobe Lightroom™ platform and the Adobe Creative Library™.
3.5 The DAMS must be able to handle file sizes that exceed 2 gigabytes of data per file, and up to 8k resolution video footage. Initial total storage needed is 1 terabyte with an option to increase on an annual basis with a 10 TB or more limit through the lifetime of the contract. Throughput volume must be unlimited.
3.6 USDA staff will coordinate with the vendor for the initial upload of current assets to the vendor’s system and requires the opportunity to offboard/transition away should the services come to an end.
4.0 Government Furnished
No Government furnished equipment or data will be provided under this contract.

6.0 Travel
No travel will be required or authorized by this contract.
7.0 Contractor’s Key Personnel
A sole customer service representative or technical assistance representative that is familiar with the Adobe Creative Suite is preferred, but a group help desk that is familiar with Adobe Create Suite is acceptable.
8.0 Security Requirements
No security requirements are necessary for this contract.
9.0 Data Rights
All assets on the system are considered public domain with attribution under creative commons licensing.
10.0 Section 508 – Electronic and Information Technology Standards
All deliverables will be Section 508 compliant.
