RFQ # D-17-01-0004

The U.S. Department of Justice, Drug Enforcement Administration (DEA) requires a contractor to provide catered meals and refreshments on Fort A.P. Hill, VA. The NAICS code is 722310 "Food Service

Contractors"; the size standard is $38.5 million and the requirement is a 100% total small business set-aside. The Government intends to award a single, fixed price purchase order in accordance with FAR

Part 13 - Simplified Acquisition Procedures. All applicable provisions and clauses, including FAR clauses

52.212-3, 52.212-4, and 52.212-5 are in the attached matrix. This acquisition incorporates one of more clauses by reference, with the same force and effect as it they were given in full text. The full text of a clause may be accessed electronically at https://www.acquisition.gov. The Government may reject all offers received in response to this Request for Quotations (RFQ), if doing so is in the best interest of the

Government. Late submissions will not be accepted. No telephone or fax requests will be accepted.

Wage Determination 2015-2545, Revision Number 2 is incorporated. This RFQ does not commit the

Government to pay any costs incurred in the submission of a quotation. Questions must be received by

November 17, 2016 at 12:00 pm. Quotes shall be submitted electronically to Ms. Tongue by November

21, 2016 at 4:00 pm EST via email atArlette.Tonqueusdoj.qov. The vendor must be registered under the above referenced NAICS code, when the quote is submitted. On Page 8 of the Provision & Clause

Matrix - Commercial Items, please complete and also submit 52-212-3 and DEA-2852.209-72.

Award will be based on the selection of the technically acceptable quotation with the lowest price.

Performance Work Statement for:

DEA Training Exercise at Ft. AP Hill

I. Scope/Task Requirements

The Contractor shall provide the Drug Enforcement Administration (DEA) hot meals and box lunches for consumption for the candidates, instructors, staff, and supporting elements. The dates, times, and number of personnel to be fed has been designated in the food service feed plan attachment. The pricing of the purchase order will adjust to the number of personnel being fed, but will not be less than 20. A minimum 72-hour notice will be given to the Contractor by the DEA point of contact (POC), at Ft. AP Hill, regarding any changes in the feed plan numbers.

All meals shall be prepared and served in the assigned Mess Hall, Wilcox Campsite, Ft. AP Hill, VA.

11. Deliverables

All food shall be prepared fresh on-site prior to each meal period. Quality ingredients and products shall be utilized to ensure a nutritional meal meeting the DOD standards is received.

Equipment shall be provided inside the Dining Facility (DFAC) to prepare food to the standards of today's popular restaurants. When possible, fresh, not frozen, food shall be provided to the customer. Food shall never be prepared in a microwave. See required menu options.

Breakfast meals are served from 0700 to 0800 hours from (1) December 5 -10 2016, December 12-16 2016, (2) Januaryl6-21 2017, January 23-27 2017, (3) February 6-11 2017, February 13- 17 2017, (4) February 27, 2017-March 4, 2017 (5) March 27 2017 through April l 2017, April 3- 7 2017, (6) May 1-6 2017, May 8-12 2017, (7) July 10-15 2017, July 17-212017, (8) August 7- 12 2017, and August 14-18 2017 and shall be based on the food service meal plan attachment.

The Contractor shall provide a choice of eggs to order or omelets, choice of breakfast meats, breakfast breads (example pancake, French toast, coffee cake), assorted cereals including granola, potato, oatmeal, yogurt, avocados, fresh fruit, three juice choices, coffee, green tea, white and chocolate milk, and breakfast condiments.

Lunch meals are served at 1200-1300 from(1) December 5 -10 2016, December 12-16 2016, (2) January 16-21 2017, January 23-27 2017, (3) February 6-112017, February 13-17 2017, (4) February 27, 2017-March 4,2017(5) March 272017 through April 1 2017, April 3-7 2017, (6) May 1-6 2017, May 8-12 2017, (7) July 10-15 2017, July 17-21 2017, (8) August 7-12 2017, and August 14-18 2017 and shall be based on the food service meal plan attached.

The Contractor shall provide either a hot lunch, or a box style lunch. Hot lunches shall consist of a choice of meats, starch, vegetable, bread, 25 item salad bar (which includes protein such as tuna, chicken, chick peas, hummus and crackers), dessert, fruit punch, lemonade, ice tea, green tea, coffee, white and chocolate milk, and condiments. A choice of sandwiches may be substituted for a meat and bread. Box lunches for field feeding shall consist of a sandwich or wrap style sandwich, salad (example would be house salad with dressing, potato salad, coleslaw), chips, cookie, granola bar, fresh fruit, Gator Aid 20oz bottles, and condiments.

Dinner meals are served at from (1) December 5 -10 2016, December 12-16 2016, (2) January 16-21 2017, January 23-27 2017, (3) February 6-112017, February 13-17 2017, (4) February 27, 2017-March 4, 2017 (5) March 27 2017 through April 12017, April 3-7 2017, (6) May 1-6 2017, May 8-12 2017, (7) July 10-15 2017, July 17-212017, (8) August 7-12 2017, and August 14-18 2017, 1700-1800 and shall be based on the food service meal plan attached.

The Contractor shall provide a hot dinner consisting of a choice of meats, starch, vegetable, bread, at least 25 items served from the salad bar (which includes protein such as tuna, chicken, chick peas, hummus and crackers), dessert, fruit punch, lemonade, ice tea, green tea, coffee, white and chocolate milk, and condiments. Field feeding for dinner will either be a box style lunch or hot food merited to a field location based on training needs.

All feeding hours are subject to change with in 24-hour notice from the DEA POC at Ft.

AP Hill.

III. Required Menu Options

The Contractor shall provide the below menu options. Menus are to be rotated on a daily basis.

A. Breakfast

Menu 41: Scrambled eggs, eggs to order, and omelets. Ham and turkey sausage links, home fried potatoes with onions, fresh baked cinnamon rolls, oatmeal, assorted fresh fruits (melons, grapes, pears, oranges, apples, bananas), water, apple juice, orange juice, grape juice, whole and 2% milk, coffee, toast (multigrain, white, wheat), English muffins, bagels, granola cereal, Raisin Bran, strawberry and vanilla yogurt, peanut butter, preserves, brown sugar, syrup, and all necessary condiments.

Menu #2: Scrambled eggs, eggs to order, and omelets. Pork and turkey bacon, sausage gravy and biscuits, hash browns, grits, assorted fresh fruits (melons, grapes, pears, oranges, apples, bananas), water, apple juice, orange juice, grape juice, whole and 2% milk, coffee, toast (multigrain, white, wheat), English muffins, bagels, Kashi cereal, Raisin Bran, strawberry and vanilla yogurt, natural peanut butter, preserves, brown sugar, syrup, and all necessary condiments.

Menu 93: Scrambled eggs, eggs to order, and omelets. Bacon and chicken sausage patties, hash brown patty, fresh made blueberry pancakes, oatmeal, assorted fresh fruits (melons, grapes, pears, oranges, apples, bananas), water, apple juice, orange juice, grape juice, whole and 2% milk, coffee, toast (multigrain, white, wheat), English muffins, bagels, Kashi cereal, Raisin Bran, strawberry and vanilla yogurt, natural peanut butter, preserves, brown sugar, syrup, and all necessary condiments.

Menu 44: Scrambled eggs, eggs to order, and omelets. Chicken sausage and Canadian bacon, country style potato with peppers and onions, homemade French toast, grits, assorted fresh fruits (melons, grapes, pears, oranges, apples, bananas), water, apple juice, orange juice, grape juice, whole and 2% milk, coffee, toast (multigrain, white, wheat), English muffins, bagels, Kashi cereal, Raisin Bran, strawberry and vanilla yogurt, natural peanut butter, preserves, brown sugar, syrup, and all necessary condiments.

B. Lunch

Menu #1: Chicken parmesan and meatballs with marinara sauce; served with multigrain spaghetti, Italian vegetable blend, garlic butter breadsticks, salad bar, and dessert. Water, fruit punch, lemonade, coffee, iced tea, and milk.

Menu #2: Italian beef sandwich on hoagie roll and barbeque pulled pork sandwich on hoagie roll; served with seasoned-cubed potato with pepper and onions, peas, salad bar, and dessert.

Water, fruit punch, lemonade, coffee, iced tea, and milk.

Menu 43: Hamburger stroganoff, and chicken a la king; served with egg noodles, seasoned corn, soft rolls with butter, salad bar, and dessert. Water, fruit punch, lemonade, coffee, iced tea and milk.

Menu #4: Chicken and steak sandwiches. Toppings to include lettuce, tomato, American cheese, Monterey jack cheese, caramelized onions, sautéed mushrooms, bacon, and condiments; served with seasoned waffle fries, baked beans, salad bar, and dessert. Water, fruit punch, lemonade, coffee, iced tea, and milk.

C. Dinner

Menu #1: Hand-carved roast beef and smothered garlic chicken and cheese; served with mashed potatoes and gravy, broccoli florets, dinner roll with butter, salad bar, and dessert. Water, fruit punch, lemonade, coffee, iced tea, and milk.

Menu #2: Roasted pork loin and Mediterranean cod; served with brown rice pilaf, Mediterranean vegetable blend, dinner roll with butter, salad bar, and dessert. Water, fruit punch, lemonade, coffee, iced tea, and milk.

Menu #3: Beef and chicken fajitas; served with flour tortilla shells, black beans, Spanish rice, pico de gallo, shredded cheese, sour cream, sautéed peppers and onions, guacamole, salad bar, and dessert. Water, fruit punch, lemonade, coffee, iced tea, and milk.

Menu 44: Beef tenderloin and hand-seared tuna steaks; served with baked potato, sautéed green beans deglazed with wine garlic and shallots, dinner roll with butter, salad bar, and dessert.

Water, fruit punch, lemonade, coffee, iced tea, and milk.

D. Salad Bar

The salad bar shall be available for lunch and dinner except when field service is required, and then the Contractor shall deliver a fresh garden salad with fresh vegetables. The salad bar consists of the following items; fruit salad, fruit cocktail, fresh cut lettuce blended with field greens, shredded carrots, sliced red onion, cherry tomatoes, sliced cucumber, fresh baked bacon bits, shredded cheddar cheese, avocado, hummus with multigrain crackers, chick peas, pepperoni, sunflower seeds, broccoli florets, three bean salad, cottage cheese, julienne chicken breast, albacore tuna, mushrooms, homemade croutons, black olives, sunflower seeds, and radish. Salads served with dressing options such as, blue cheese, ranch, fat free Italian, fat free French, olive oil and balsamic vinegar.

E. Desserts

Dessert selections should consist of; cheese cake with toppings, fresh baked apple crisp, fresh baked cherry crisp, fresh baked blueberry crisp, fresh baked sweet potato pie, assorted fruit pies, fresh baked cookies and brownies, ice cream, fresh baked cakes, Jello, and puddings.

IV. Place of Performance

All meals shall be prepared and served in the assigned Mess Hall, Wilcox Campsite, Ft. AP Hill, VA. The Contractor shall have full use of all kitchen equipment, storage areas, dining areas, small wares, pots and pans, serving containers, and latrines in the DFAC in Wilcox Campsite.

An initial inventory of the contents in the DFAC shall be conducted by a representative from the Contractor and the Ft. AP Hill Campsite Manager. The Contractor shall take control of the keys for the DFAC building, after the keys have been issued to the DEA point of contact, and shall be responsible for the security of the contents inside. At the end of the purchase order the Contractor shall be responsible for clearing the DFAC with the Ft. AP Hill Campsite Managers and shall ensure all equipment, small wares, pots and pans, serving containers, and latrines are accounted for and exceed the standards of Ft. AP Hill. It is also the responsibility of the Contractor to bring any supplemental equipment and/or small wares needed to perform this contract.

V. Period of Performance

Service shall be supplied from (1) December 5 -10 2016. December 12-16 2016, (2) January 16- 21 2017, January 23-27 2017, (3) February 6-11 2017, February 13-17 2017, (4) February 27, 2017-March 4, 2017, (5) March 27 2017 through April 120175 April 3-7 2017, (6) May 1-6 2017 May, 8-12 2017, (7)July 10-15 2017, July 17-2120175 (8) August 7-12 2017, and August 14-182017.

Vi. Transportation, Lodging and Clearance Requirements:

The Contractor shall be responsible for the transportation and lodging of their personnel. All travel and lodging arrangements will be made by the Contractor.

It is also the responsibility of the Contractor to complete and be granted approval for their staff, via the access roster list, to have entry into Ft. AP Hill. This requirement shall be completed 10 days prior to the start of the purchase order.

VII. Payment

Candidate meals shall be billed based on the counts from the food service feed plan. Any time a change is made to the candidate count on the food service feed plan; the DEA point of contact and a representative from the Contractor shall initial the food service feed plan. The new pricing structure will take effect 72-hours after both parties have initialed the change in the food service feed plan.

A food service meal plan shall be available for those cadres that choose to participate in eating in the DFAC. The cadre will have the opportunity to purchase a meal ticket ahead of time from a Contractor Representative for breakfast, lunch, dinner, and snacks. Meal tickets must be purchased in advance of the week they would like to eat in the DFAC in order for a food order to be placed appropriately. The cadre will be charged the contracted price based on the total meal count.

Viii. Delivery Schedule

All services provided under this purchase order shall comply with the Statement of Work, sample menu's and attached feed schedule.

IX. Task Monitor

Dewey R. Wiseman Sr, is hereby designated Task Monitor (TM) under this task order.

The TM is responsible for receiving deliverables; inspecting and accepting supplies; and certifying invoice/vouchers for acceptance of the supplies or services furnished prior to approval for payment. The TM does not have the authority to alter the Contractor's obligations under this order, to direct changes that fall with the purview of the Federal Acquisitions Regulations (FAR) General Provisions clause entitles "Changes, or to modify any of the expressed terms, conditions, specification, or cost of the order. If as a result of the technical discussions, it is desirable to alter or change contractual obligations or the scope of the work, the Contracting Offices will issue such changes in writing and signed."

X. Basis For Award:

Award will he based on the selection of the technically acceptable quotation with the lowest price.

XI. Submission of Quotation:

Technically Capability

1. The Contractor shall discuss its technical approach and solutions to performing all of the work as described in the Statement of Work (SOW).

2. The Contractor shall complete and submit Federal Acquisition Regulation (FAR) clause 52.212-3 Offeror Representation and Certifications - Commercial Items (July 2016).

3. The Contractor shall affirmatively agree to Wage Determination 2005-2545, Revision 19 as referenced in the RFQ.

Past Performance

1. The Contractor shall provide a maximum of three (3) similar projects as past performance examples. Please provide the following information for each project: 1) the Agency name; 2) Agency point of contract (POC) with telephone number and email address; 3) the value of contract/order; 4) the period of performance of the contract/order. and 50 a description of the project.

Price The vendor shall provide a breakout of pricing for the work described in the SOW.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.212. Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.

This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

D DEA-2852.204-78 CONTRACTOR PERSONNEL REPORTING REQUIREMENTS (CPRR) (JAN 2016)

(a) During the life of the contract, the contractor shall report all personnel assigned to perform under the contract using the "CPRR Excel Spreadsheet Template" available at http:/Jwww.dea.gov/resource-center/doing-business acq policies.shtml.

(b) The report shall be updated quarterly to include any additions, updates, or changes in status. This information will be maintained by DEA's Office of Security

Programs, to ensure compliance with requirements of Homeland Security Presidential Directive 12 (HSPD-12).

(c) By the 101h1 of January, April, July, and October, the Contractor shall provide the report directly to the HSPD-12.Division.Mail@usdoi.gov.

(d) Failure to submit timely updates on the quarterly Contractor report will be documented by Security Programs and reported to the Contracting Officer's

Representative (COR) or Contracting Officer for appropriate action and may result in adverse comments to the Contractor Performance Assessment Reporting

System (CPARS).

(e) In the event of repetitive failures to provide this report, the contract may be terminated for default.

II DEA-2852.209-70 ORGANIZATIONAL CONFLICTS OF INTEREST (MAY 2012)

(a) The Contractor warrants that, to the best of its knowledge and belief, there are no relevant facts or circumstances that would give rise to an organizational conflict of interest, as defined in FAR Subpart 9.5, or that the Contractor has disclosed all such relevant information.

(b) In the event that an actual, potential, or apparent organizational conflict of interest is discovered after award, the Contractor shall make full disclosure of the particular facts and circumstances to the Contracting Officer in writing. This disclosure shall include a description of the actions that the Contractor has taken, or proposes to take in order to avoid, mitigate, or neutralize the risk to the Government.

(c) Remedies. The Contracting Officer may terminate this contract for convenience, in whole or in part, if deemed necessary to avoid or mitigate an actual or apparent organizational conflict of interest. In the event that the Contractor failed to disclose in a timely manner, or misrepresented the facts and circumstances of, an actual, potential, or apparent organizational conflict of interest of which it had prior knowledge, the Contracting Officer may terminate this contract for default or cause, and pursue additional remedies, including debarment, as may be provided by law.

(d) The Contractor shall insert terms substantially similar to this clause in any subcontract or consultant agreement under this contract.

D DEA-2852.211-71 SCHEDULED AND UNSCHEDULED CLOSURES OF GOVERNMENT OFFICES (NOV 2012)

(a) In accordance with 5 U.S.C. 6103, Federal Government offices are closed for ordinary business in observance of the following holidays:

(b) Federal offices may close at other times without advance notice due to emergencies, inclement weather, interruption of utilities, or other reasons. Such closures may be declared by the President, Office of Personnel Management, Office of Management and Budget, the Administrator of the DEA, or other appropriate executive authority. The duration of such closures may range from an early closure with normal operations expected on the next business day to a period of indeterminate length.

(c) At the time that a closure is declared, appropriate information, notifications, and instructions will be provided regarding the return to normal operations. The

Contractor shall comply with all directives issued in regards to such closures. The Contractor shall follow agency procedures for registering emergency contact information and shall monitor appropriate broadcast mediums for receiving emergency information.

(d) When a closure is declared, contractor personnel must vacate the facility as directed except personnel designated in accordance with agency procedures by the contracting officer to remain onsite to continue performance. Evacuated personnel will not be allowed to reenter the facility for the duration of the closure.

Performance of work at alternate sites is not permissible except in accordance with the terms of the contract and written authorization by the contracting officer.

(e) Whenever it is necessary for contractor employees to continue performance during such closures, the contracting officer will provide written authorization for such work. Such written authorization will designate the specific individuals authorized to continue performance, alternate work sites when applicable, work schedules, work dates, and special instructions and information. Telework may be authorized if permitted by the terms of the contract. Any services scheduled to be performed at Government facilities shall not be performed elsewhere unless specifically authorized in accordance with the terms of this contract.

(f) For firm fixed priced contracts, the terms for invoicing and payment in the contract will remain unchanged unless changed by a fully executed modification to the contract.

(g) For other than firm fixed priced contracts, the contractor shall invoice in accordance with the Payments and Prompt Payment clauses of the contract only for work performed. Employee compensation for the period of the closure shall be governed by corporate policy.
