Statement of Work Emergency Replacement of Uninterruptible Power Supply (UPS)
Batteries, Fans, and Caps El Paso Intelligence Center (EPIC) Drug Enforcement Administration
1. Location of work:
DEA/El Paso Intelligence Center 11339 SSG Sims Street El Paso, Texas 79918-8033
2. Scope: Contractor shall provide all labor and materials for emergency replacement of batteries, fans, and caps in the following systems:

3. Requirements:
a. The Contractor shall provide method of procedure prior to work for the emergency replacement of the batteries, fans, and caps of the UPS systems.
b. The Contractor shall disassemble inter cell and rack to rack cables and hardware.
c. The Contractor shall provide for removal and environmentally safe disposal of the existing batteries including palletizing, shrink wrap, and banding of the batteries.
d. The Contractor shall install inter cell connections and torque to factory specifications.
e. The Contractor shall measure and record internal impedance and voltages to establish baseline readings and warranty documentation.
f. All electrical work shall be done in accordance with NEC and OSHA Standards.
g. Power Distribution Units associated with UPS systems must remain on during battery replacement.
h. The Contractor shall complete and submit installation report.
i. The Contractor shall complete the work according to the schedule provided by EPIC which may include weekend or other than regularly scheduled work hours.
j. Since this project is inside a military installation, the Contractor and all employees will comply with all applicable Fort Bliss military and traffic regulations in accordance with DoD Directives and U.S. Army Policies limiting access to the installation.
I. The Contractor shall provide all labor, equipment, and new materials unless otherwise stated in the Statement of Work. Contractor is encouraged to purchase and use environmentally preferred products as defined by the Federal Executive Order (EO 13693) which includes bio-based, Energy Star, and recycled content products when the price, availability, and performance are reasonable and comparable to other products normally purchased. Environmentally green products, defined in the federal Green Procurement Program (GPP) include all-purpose cleaners, general degreasers, general disinfectants, carpet cleaners, floor strippers, bathroom disinfectants, solvents, fertilizers, compost, bathroom cleaners & soaps, and other products which are listed on the federal GPP website. All materials, parts, grease, solvents, etc. shall be reused, recycled or disposed of in accordance with applicable city, state, and federal environmental regulations. All work, including labor and materials shall be guaranteed for a period of one year from the date of acceptance by EPIC.
m. The Contractor must possess all appropriate licenses and certificates for the type of work performed and perform as per the recommendations of the manufacturer and their standards and shall be required to present these documents.
n. The Contractor must be registered in the System for Award Management (SAM) database to receive payment from a Government contract. Registration may be accomplished at v v v .sam.gov with a DUNS number from Dun & Bradstreet at www.dnb.com or by calling 866-705-57 11. TIN and DUNS numbers shall be annotated on all invoices provided to the Government.
o. Care shall be taken by the Contractor to protect all Government property and equipment located at EPIC. All areas where work is performed shall be kept clear of debris or waste, contaminants controlled at the source with no pollution or emissions such as from volatile organic compounds (VOCs), and "spill control" prevention procedures in place at all times. All areas shall be cleaned daily at the end of each day's work. Contractors work area is subject to daily inspections by Logistical Support Unit Facilities Team. Contractor's equipment and materials shall not be stored on the job site unless otherwise approved by the Logistical Support Unit Facilities Team. Any significant interruptions (over 15 minutes) to normal office operations shall first be coordinated with the Logistical Support Unit Facilities Team.
p. This Contract is subject to cancellation due to unsatisfactory work being performed by the Contractor.
Cancellation notice shall be provided to the Contractor in writing. If a dispute over the estimated cost arises, the Contractor shall diligently proceed with the performance of work pending resolution of the dispute. All appeals and claims shall be processed in accordance with the Disputes Clause of this contract. If a mutual agreement on cost is not reached prior to the Contractor proceeding with the work effort, the Contracting Officer shall have the right to proceed with repairs by a third party of their choosing and not utilize the Contractor.
q. All work and materials used in this project shall be guaranteed for a period of one year beginning on the date of final inspection and acceptance by the Government.
