For MVS/QuickRef Software Licenses Maintenance Support Renewals

1. Contracting activity/agency.
This document is a sole source determination for the Department of the Interior (DOI), Office of the
Secretary (OS), Interior Business Center (IBC), Acquisition Services Directorate (AQD). The requiring activity is DOI, Office of the Secretary (OS), Office of the Chief Information Officer
(OCIO).
2. Description of supplies or services required to meet agency needs.
This is a follow-on renewal to an existing annual software maintenance support purchase order for
Chicago Soft, Ltd. (Chicago Soft) brand software licenses, MVS/QuickRef, required by OCIO, to provide OCIO the ability to access programming information on z/OS and OS/390-type operating systems, as well as Multiple Virtual Storage (MVS) systems. This requirement is for continued software maintenance support for these products, currently owned by DOI, OS, OCIO, previously purchased under purchase order D15PX00273.
Chicago Soft is the only brand name capable of providing maintenance support for MVS/QuickRef products, as described in Section 5 of this document.
The estimated total value of this requirement, based on the Independent Government Estimate (IGE), is *Redacted*. This requirement includes a base period plus four (4) twelve-month option periods as follows:

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

□ Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays.
□ Exclusive Licensing Agreement
X Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
□ Industrial Mobilization
5. Rationale.
MVS/QuickRef is a software developed by Chicago Soft, Ltd. Chicago Soft was contacted by DOI, OS, IBC, AQD on 08/03/2016 to verify if Chicago Soft was the sole source provider of
MVS/QuickRef software and support products. Chicago Soft confirmed that it is the sole source provider of MVS/QuickRef software and support products and Chicago Soft does not partner with any resellers for this product. Based on the foregoing, there are no entities, other than Chicago Soft, capable of providing the required MVS/QuickRef software maintenance support renewals.
6. Market Research.
Market research revealed that this requirement is not available within DOI, or from another agency as an excess product/service, nor is the requirement provided by Federal Prison Industries or Ability One.
Following the elimination of these sources of supply in accordance with FAR 8.002(a)(1), there were no competitive forums for the requirement and there are no acquisition alternatives for this requirement. As stated above, Chicago Soft, Ltd. is the sole source for MVS/QuickRef products and no other entities are capable of providing these products.
Through DOI Information Technology Spend Plan processes, a continuous assessment is underway of the products installed and requested throughout DOI. The Government will continue research on emerging technology and software applications to enhance the competition for future requirements. As the current infrastructure nears the end of its lifecycle, OCIO will seek to transition the platforms to the most capable and cost effective, non-proprietary platforms available. OCIO also monitors the IT market to identify viable alternatives, as they become available.
