Statement of Work (SOW) for "Oracle Advanced Customer Support (ACS) Services for FBMS In the Virtustream Federal Cloud"

July 19, 2016 1.0 Background and Objective

The Department of Interior (DOI) has replaced eighty-one major legacy financial and administrative systems with an integrated Commercial Off-The-Shelf (COTS) solution, based on SAP. Replacing or combining these legacy systems results in significant benefits for the DOI. The new system represents a mission-critical financial system, architected into eight key functions, and used by over 70% of the DOI employees.

In January 2004, the DOI initiated the new system by creating the Financial and Business Management System (FBMS) Project Management Office (PMO). In 2013 the PMO was re-designated the DOI Business Integration Office (BIO).

FBMS uses Oracle as its underlying Database Management System (DBMS). In addition, Oracle is used as a performance tuning tool to monitor database status, collect performance metrics, and analyze and diagnose problems. Oracle is used to manage backup and recovery, including developing backup and recovery procedures, performing regular backups, maintaining tape integrity, recovering databases from backups, and assisting with reconciliation of the recovered databases. Oracle is used to manage disk utilization by monitoring rollback segments and adjusting, as required and monitoring tablespaces and adjusting as required. Finally, Oracle is used to manage user accounts.

The objective of this SOW is to procure Oracle ACS services for FBMS. ACS has been used to tune and optimize its FBMS’ Oracle instances during and after each deployment since the inception of the system. ACS support was critical during FBMS’ migration to cloud-based hosting, and continues to be needed as the BIO prepares to incorporate In-Memory database (HANA) processing into FBMS, and to clean up and optimize its data structures in preparation for putting its Business Warehouse (BW) on HANA.

2.0 Requirements

This requirement is established to acquire Oracle ACS Engineer for the BIO’s FBMS program. The Oracle ACS Engineer(s) will ensure Oracle technology is installed, configured, deployed, optimized, and maintained according to Oracle best practices. The engineer(s) will also utilize diagnostic and monitoring tools to anticipate, identify, and remediate issues for all Oracle mission-critical systems. The Oracle ACS Engineer will be expected to work normal and extended hours. Normal hours are defined as hours between 8:00 A.M. to 5:00 P.M., Monday through Friday. Extended hours are defined as 5:01 P.M. to 7:59 A.M., Monday through Friday. Weekend hours are not required for this requirement.

The Oracle Subject Matter Experts (SME) provided must be part of the Oracle ACS SAP Center of Excellence in North America and must have intimate knowledge of SAP-Oracle approved technologies especially as it relates to very large SAP Database instance supporting SAP ECC 6.0 and SAP Netweaver 7.3. The Oracle ACS SME must have advanced knowledge of how to leverage the new Oracle 11g and 12c software features and functions, (explicitly the Oracle Advanced Compression, Oracle In-Memory Database cache, Oracle partitioning, and Oracle recovery manager for 11g and 12c) and capabilities into SAP implementation and must be able to provide Advanced SAP-Oracle 11g and 12c tuning expertise. Lastly, the SME must have experience tuning and optimizing large Oracle RDBMS instances for SAP Heterogeneous migration process.

The Oracle ACS Senior Advanced Support Engineer(s) must have Oracle intranet access to the Oracle internal bug database, hot fix patches and suggested solutions through internal knowledge base toolsets. In times of escalation, the Oracle ACS Senior Advanced Support Engineer(s) must have direct access to Oracle engineering subject matter experts in both support and engineering, ensuring additional expertise will always be enlisted to accelerate problem identification as well as final resolution.

3.0 Other Direct Costs (ODCs)

The Government will pay no costs beyond that of the agreed support and travel. ODCs and materials in support of the work required under the task order are not anticipated, but may be required. The contractor should include Other Direct Charges in their cost/price proposal to cover any costs associated with other direct costs (ODCs). After award, all ODCs shall receive Government CO approval prior to funds being expended. In addition, at the time of requesting approval, the contractor shall provide current quotes from three vendors or other proof of cost reasonableness to the Contracting Officer.

4.0 Travel

Travel may be required in the performance of this task order. Prior approved travel will be reimbursed in accordance with FAR 31.205-46. Travel by the contractor in support of the purchase order will be reimbursed by the DOI provided:

a. The COR will only authorize travel if there is a funded travel CLIN on the task order. If there is not a funded travel CLIN then only the CO can approve travel. The Government COR or CO must pre-approve all travel. A Travel Authorization Form (see Attachment 4) shall be submitted to the COR for approval. The contractor shall provide the COR adequate time to review and approve travel plans. A COR/CO approved/signed & dated copy shall be sent to the contracting officer to be placed in the file for invoice verification and approval by the contracting officer. Note that no travel expenses will be reimbursed without prior written approval by the COR or CO.

b. All travel costs and per diem costs must conform to Federal Travel Regulations (FTR) in effect at the time of travel authorization, including but not limited to daily per diem and lodging rates in effect for the area at the time of the travel. Expenses not in conformity with the FTR will not be reimbursed and should not be submitted.

c. Receipts and other written evidence to support submitted travel expenses over $25.00 will be retained by the contractor for the duration of the contract plus one year, and made available to the CO or COR on request. Travel not supported by receipts or other evidence will not be reimbursed and should not be submitted.

The contractor will state on all invoices that include claims for travel reimbursement that these claims are fully supported by proper documentation, that the documentation is available for audit, and that the claims conform to the FTR.

The Government will not reimburse the contractor for expenses incurred for contractor personnel traveling to and from the place of performance to their residence in another location outside of the place of performance.

Local travel, within a 50-mile radius, shall not be reimbursed by the Government. Local travel occurs frequently within multiple metropolitan locations, for example between the Herndon office and locations in Washington, DC and Reston, VA. DOI does not provide vehicles for local travel. Contractor employees shall have the capability to travel between sites, as requested by DOI.

FBMS is classified as a moderate system and as such all contractors who access the system must pass a National Agency Check (NAC), and in some cases a National Agency Check with Investigation (NACI), before being provided access to the system. The security clearance process is managed by DOI. Contractors who have a current Federal clearance will be provided system access after the existing clearance is validated by DOI personnel.

7.0 Period of Performance
