LC‐IS Implementation Specialist 38400
PART NUMBER DESCRIPTION QTY
LC‐TC Technical Consultant 19200
LC‐SIS Senior Implementation Specialist 9600
LC‐STC Senior Technical Consultant 9600
LC‐PJM Project Manager 9600
(iv) The authority and supporting rationale and, if applicable, a demonstration of the proposed contractor’s unique qualifications to provide the required supply or service.
This acquisition is pursued under the authority of FAR 8.405‐6(a)(1)(i)(B) for limitations to competition which reads, “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.”
In 2005 the PEO EIS Program Director Information Technology Systems acquired an enterprise license for the Planet Infrastructure Relationship Management (IRM) software (limited to the Pentagon and surrounding reservation) on behalf of the Pentagon Renovation and Construction Office (PENREN) and
U.S. Army Information Technology Agency (ITA). AQD did not conduct the original acquisition. The
Planet IRM software and infrastructure repository was used to design, document and transition
Pentagon IT infrastructure to ITA for the purposes of ongoing infrastructure operations and maintenance. The overall IRM project supports important PENREN and ITA strategic infrastructure objectives. This system is part of an overall Information Technology Infrastructure Library Federated CM
System supporting Pentagon Infrastructure Management. The current infrastructure repository can be accessed directly by ITA and PENREN government and contractor trained personnel.
PEO EIS requires additional Planet IRM software and services to integrate CM databases across the Army to establish a true enterprise implementation. The use of Planet IRM provides unity across Army networks to provide continuity of the CM process. I3C2 has a mandate to simplify and streamline IT systems to synchronize network operations, and Planet IRM is a key component to meet the mandate.
The labor associated with these licenses and support is limited to Planet Associates personnel because only personnel supplied by Planet Associates have the technical expertise to support the proprietary software and to merge the data from existing implementations into a single enterprise instantiation to be used to capture configuration management data for all Army installations world‐wide. Planet will be responsible for standardizing the data environment, merging existing data repositories into the enterprise, establish the user interface and presentation layer for a common look and understanding of the data for access by Army personnel world‐wide. Further, the personnel supplied by Planet are the only ones with the technical expertise to establish and maintain the interface between Planet and VAE
IT’s ITPIE software, which when installed on the network of an Army base/post/camp/station captures the local network configuration and device code for input into the Planet system. Planet Associates does not provide certification for external labor. Only the Planet Associates personnel can install, maintain and upkeep the CM tools required to establish a true enterprise for the PEO EIS and the Army.
Planet Associates is the only contractor who offers the tools and labor that PEO EIS requires to integrate with the existing Army instantiations. Any other product would require significant customization to be compatible with the existing Planet IRM tools in use by PEO EIS. Moreover, a new contractor would not be able to provide site interconnectivity with the existing IT architecture and data repositories that utilize the Planet IRM modules. Both of these limitations would entail significant cost to the
Government.
(v) A determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404(d).
The Contracting Officer will determine that this order represents the best value consistent with 8.404(d).
The Contracting Officer will request additional discounts from the GSA SmartBUY pricing.
(vi) A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted.
Market research was conducted through internet searches for the required CM Tools. The only source identified was Planet Associates ‐ no resellers were identified. This is a US Army requirement, so the required primary source is listed under Computer Hardware Enterprise Software and Solutions (CHESS), Software Agreements, which resulted in the identification of a GSA SmartBUY vehicle for Planet
Associates among the Enterprise Software Initiatives. This is the preferred source for US Army requirements for Planet Associates software and support.
The Contracting Officer reviewed the GSA Geospatial Information Systems SmartBUY Agreements.
While there are eight vendors with BPAs, only Planet Associates offers the Planet IRM suite of modules.
The Contracting Officer determined that the existing agreement is the preferred source for the US Army and utilizing the Agreement would provide procurement time and cost savings to the Government as
Smart Buy BPA ordering procedures allows for a shorter acquisition time frame than an open market procurement. Additionally, the SmartBUY Agreements included most favored customer pricing and encouraged spot discounting to ensure that agencies obtain prices lower than those available elsewhere. All required licenses and labor were available on the GSA vehicle.
(vii) Any other facts supporting the justification.
N/A
(viii) A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made.
While the PEO EIS cannot identify additional sources for CM tools that will fully integrate with the existing IT systems and software at this time, future products and services may be able to meet this requirement. Additionally, as the PEO EIS IT requirements change, there will be opportunities for competition on a broader agency level for these types of services. This may open the field to entities and providers that can offer integration and interconnectivity across multiple CM offerings.
(ix) The ordering activity contracting officer’s certification that the justification is accurate and complete to the best of the contracting officer’s knowledge and belief.
I certify that the justification is accurate and complete to the best of my knowledge and belief as the
Contracting Officer.
(x) Evidence that any supporting data that is the responsibility of technical or requirements personnel
(e.g., verifying the Government’s minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel.
As the PEO EIS manager responsible for oversight of this contract I hereby attest to the fact that the information detailed above certifies there is a need and adequate justification for limiting competition for Configuration Management Tools to Planet Associates.
