About this file

This document is a Justification & Approval for Other Than Full and Open Competition form for a simplified acquisition by the National Park Service (NPS). The procurement involves contracted removal of a landslide slump formation blocking a visitor throughfare on National Park Scenic Drive (NU RT 10), including hauling concrete debris and restoring the landscape. The urgent request was triggered by heavy rainfall in FY25 (2.17 inches on May 15 and 1.78 inches subsequently) that caused landscape slides partially closing one traffic lane, creating safety risks. NPS personnel lack the capacity to remove the debris in accordance with SO 3426, necessitating an urgent procurement to restore normal park operations and traffic flow. Market research was conducted by requesting a vendor to visit and inspect the site, with the area currently secured by temporary traffic control devices.

2. Sole Source Justification rationale (Check one and explain below):

______ Only one responsible source.

___X___ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.

______ Other _____________________________________________________

Explain: The park has experienced higher than regular normal rainfall in FY25, 2.17 inches on MAY 15, and 1.78 inches which caused lubrication of the landscape causing slides to occur partially closing 1 half lane of traffic. With half of the lane being blocked, traffic is having to merge into the oncoming lane to pass the area safely. Having the rubbish on have the road increases the chances of accidents to occur if not removed ASAP. Park personnel currently do not have capacity or machine flexibility to remove this debris in accordance with SO 3426.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

Market research was performed by requesting a vendor to visit the site to inspect and provide feedback on how to clean up the pile. Currently NPS had secured area with traffic control devices temporarily.
