3. All bids are LUMP SUM and SHALL include Allowance Amount, $130,950.

4. Project Schedule: Project Completion Date: 270 days after OSC approval with

Contract Milestone: Watermain Operational by April 1, 2026.

NOTE: Park campground and Day Use water is shut off by the end of October, Park then switches to Maintenance Area well which provides water to Maintenance Shop, Park Office and “A” Loop through the winter.

7. Additional Information: Contract Milestone is April 1, 2026 to ensure Park Opening Mid-April 2026 for Memorial Day weekend 2026.

C. Scope of Work Description (and as per Summary of Work Spec. Section 011000):

A. A general description of the primary work elements for the Contract are listed below for reference. The Work consists of:

a. Upgrade Site Utilities by installing 5,110LF of 6” and 1,247 LF of 2” diameter HDPE (high-density polyethylene) watermain that connects Park water infrastructure to the Saratoga County Water Authority public water system with all necessary appurtenances including backflow protection, valves and yard hydrants; upgrade the Nature Center Septic System and rehabilitate the existing RV (Recreation Vehicle) dump station. This project also includes fiber optic conduit to the Nature Center and Camping Loop A. Finally, the project includes removal of the existing water tank and decommissioning the existing water wells.

Sealed bids will be publicly opened and read via WebEx only at 1:00 PM local time, September 9, 2025. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. 270 days for overall contract completion from date of contract approval by NYS OSC (Office of State Comptroller), with Contract Milestone: Park Water Supply shall be approved and operational by April 1, 2026.

G. COMPLETION / LIQUIDATED DAMAGES:

Complete all work within 270 days from date NYS OSC Approves Contract and system operational by April 1, 2026.

OPRHP will assess Liquidated Damages related to the failure to complete work that is to be open to the public by the project completion date; see General Conditions Article 14.10.

Liquidated damages will be assessed based on the number of days of delay after the project completion date that it takes to complete the work of the contract. If the contractor meets the final project completion date, no liquidated damages will be assessed.

H. NOTES:

- NYS OPRHP expects the Low Bidder of contract to expedite the submission of all contract submittals so as to meet the deadlines for the submission of this material as outlined in the Contract Submittal Checklist – so as to expedite the submission of the contract by OPRHP to the NYS OSC by or before September 23, 2025.

- NYS OPRHP expects the Low Bidder to begin any and all processes/work as soon as the contract is approved (regardless of the date of the preconstruction meeting) – particularly the submission of shop drawings so that long lead items can be ordered so as to allow for work to be completed by the dates noted above.

- Low bid price shall include any and all costs that may be associated with meeting the project completion date.

PERMITS

Saratoga County Water Authority, County Department of Health, received by Engineering Designer Required inspections: Prior to covering force main and County Septic inspections DEC Wetland permit pending

RFI / BID SCHEDULE

- Questions as they relate to the Contract documents are to be forwarded to Elizabeth

Mastrianni, PE on the RFI Form (as provided in the Project Manual) by THURSDAY NOON THURSDAY August 28, 2025 by NOON. (no later). RFIs received after this date and time will not be answered (Bidders will have to bid the project as documented).

- OPRHP intends to issue Addendum #1, Tuesday September 2, 2025.

- Bids are due on September 9, 2025 by 12:30 p.m. (no later) with bids open at 1:00 PM
