About this file
This document describes a purchase description for a brand name or equal ETD Ready mass spectrometer. The National Institutes of Health National Institute of Neurological Disorders and Stroke Proteomics Core Facility requires a mass spectrometer to replace an existing Thermo Scientific Orbitrap Lumos ETD mass spectrometer that was damaged in a flood. The mass spectrometer must consist of three functioning mass analyzers including a quadrupole, linear ion trap, and Orbitrap analyzer capable of sequential or parallel operation. It must support CID and HCD fragmentation techniques at any stage of analysis with fragment ion detection in either the ion trap or Orbitrap. Delivery, installation, calibration, and on-site training must be completed within twelve weeks of award at the specified NIH location. A one year warranty is required along with preventative maintenance and technical support services.
The related federal contract opportunity is solicitation number 75N95023Q00442 for the specified mass spectrometer from the Department of Health and Human Services National Institutes of Health National Institute on Drug Abuse.

Version 11-30-2016-1 FAR Part 11—Describing Agency Needs
PURCHASE DESCRIPTION
Brand Name or Equal: ETD Ready mass spectrometer
1. Statement of Need and Purpose:
To trade in an existing Thermo Scientific Orbitrap Lumos ETD mass spectrometer and replace it with a brand name or equal Thermo Scientific Orbitrap Ascend ETD Ready mass spectrometer.
The existing Thermo Scientific Orbitrap Lumos ETD mass spectrometer was damaged in a flood at NIH building 35 in December 2022.
2. Background Information and Objective:
The National Institutes of Health (NIH) is an agency of the Department of Health and Human Services and the Federal focal point for health research. Its mission is to seek fundamental knowledge about the nature and behavior of living systems and apply that knowledge to enhance health, lengthen life, and reduce illness and disability.
The National Institute of Neurological Disorders and Stroke (NINDS) Proteomics Core Facility (PCF) provides protein identification, protein post-translational modification mapping, and protein quantitation services for NIH-wide investigators. The facility is also utilized for collaborations involving various complicated protein quantitation strategies.
Thermo Fisher Orbitrap Lumos ETD mass spectrometer system was damaged by the flood in building 35. To continue the PCF services on protein ID, PTM mapping and protein quantitation, it is urgent to replace the existing Thermo Fisher Orbitrap Lumos ETD mass spectrometer with the Thermo Scientific Orbitrap Ascend ETD Ready mass spectrometer.
The Thermo Scientific™ Orbitrap Ascend™ ETD Ready mass spectrometer combines quadrupole, linear ion trap, and Orbitrap mass analyzers and features CID and HCD fragmentation techniques available at any stage of MSn analysis, with subsequent mass analysis in either ion trap or Orbitrap mass analyzer. The system adds the convenience of the Thermo Scientific™ EASY-IC™ Ion Source combined with the powerful Thermo Scientific™ EASY-ETD™ for an additional fragmentation option.
3. Generic Name of Product:
ETD Ready mass spectrometer
4. Purchase Description:
Brand Name or Equal Benchmark: Thermo Scientific Orbitrap Ascend ETD Ready mass spectrometer Manufacturer’s Name: Thermo Electron North America LLC
5. Salient characteristics
Contractor shall provide the NINDS PFS a mass spectrometer (MS) that meets the following requirements:
• The MS must consist of three functioning mass analyzers, the first built on quadrupole technology, the second on linear ion trap technology, and the third on Thermo Scientific. Orbitrap. technology. Each mass analyzer must be able to work sequentially with the others, or in parallel with the others.
• The MS must have two independent mass detectors, one based on a linear ion trap technology and the other on Orbitrap technology. The mass detectors must be capable of operating in parallel with each other.
• All three mass analyzers must be capable of real-time mass analysis, and Orbitrap and
Ion trap mass spectrometers must be capable of real time ion detection and data processing, enabling a high spectrum repetition rate. The operation of the three mass analyzers must be under Dynamic Scan Management for operational efficiency.
• The MS, when controlled via the Thermo Scientific-Xcalibur software environment, must be capable of automated data acquisition. This will include the Thermo Scientific.
AcquireX data acquisition mode.
• The MS must be capable of parallelizing ion injection and ion analysis, both with the linear ion trap and Orbitrap mass spectrometers. The Orbitrap mass spectrometer must be capable of a scan rate of 45hz, and the linear ion trap of a scan rate of 50 hz.
• The MS must operate in the following mass range of Standard mass range m/z 40-2000, midmass range m/z 200-6000, and HMRn+ mass range m/z 500-16,000.
• The MS must be able to isolate precursor ions with either quadrupole mass filter or the ion trap mass analyzers. Optionally, the user must have the option to perform precursor ion isolation with an isolation window offset.
• The instrument must be able to isolate ions using quadrupole mass filter with precursor selection with m/z 0.4-1200 isolation width.
• The MS must be capable of accumulating ions in Ion Routing Multipole, a device used for ion accumulation, fragmentation (HCD), and subsequent ion transfer to either the quadrupole ion trap or the C-Trap.
• The MS must be capable of performing CID and HCD at any MSn stage with fragment ion detection in either Ion trap or Orbitrap, along with optional Ultraviolet Photodissociation (UVPD).
• Contractor must include a trade-in value for one (1) Orbitrap Fusion Lumos ETD Mass Spectrometer.
