Version 11-30-2016-1 FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

1. Statement of Need and Purpose:

The purpose of this requirement is to procure six (6) rotary evaporators (Brand Name or Equal) equipped with built-in chiller to be used in the chemistry laboratories at NCATS.

2. Background Information and Objective:

The National Center for Advancing Translational Sciences (NCATS) is a part of the NIH, with a mission to catalyze the generation of innovative methods and technologies that will enhance the development, testing, and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

Medicinal chemistry is essential to the development of probe molecules to test therapeutic hypotheses in disease-relevant models. It provides the starting point for all information in structure-activity relationship (SAR) studies and in the optimization of physicochemical/PK properties. Small molecule synthesis plays an important role in such SAR campaigns across all projects in the chemistry lab. Most organic syntheses require various steps (synthesis, work-up, column purification, etc.) that use large volumes of organic solvent, which must eventually be removed to obtain the clean/dry desired compound. The most efficient way to remove organic solvents safely and quickly is via use of a rotary evaporator, utilizing an in-line heating bath, dry-ice condenser, and vacuum pump.

3. Generic Name of Product:

Automated rotary evaporator with water bath, dry ice condenser, vacuum, and motorized lift.

4. Purchase Description:

Brand Name: Rotary evaporator system Manufacturer’s: Ecodyst (BRAND NAME OR EQUAL) Catalog Number:

Each ECO-333-1H Ecodyst 1H Complete with Glassware, No Vacuum Pump To Include:

1 ECO-777-091 100mm O-ring groove flange condenser glass body with inlet hose connection and vacuum port

1 ECO-777-155 50mm flange 100mL flask with #3 hose connector 1 ECO-777-166 100mm quick release flange clamp 1 ECO-777-164 100mm viton o-ring 1 ECO-777-007 Vapor tubing 20 inches 1 ECO-777-260 1000mL Round Bottom Flask, 24/40 Outer Joint 1 ECO-777-268 1000mL Receiving Flask, 35/25 Ball Joint

5. Salient characteristics:

The significant, essential physical, functional, performance, or material element(s) that the Government’s minimum acceptable standards are for an equivalent system are as follows:

The rotary evaporator unit should have a metal condenser that is operated by an inbuilt recirculating chiller with a reduced footprint. The condenser should be able to cool down to at least -10 C, preferably below -30 C with the chiller. The cooling time to go below -30 should not be more than 5 min. The unit should be able to fit a 2 L recovery flask and be heated to 100 C. It should be energy efficient and have the ability to use a bump trap.

The system shall:

Be fully functional and require no additional parts or attachments to assemble or use.

Be equipped with an automatic/motorized lift to raise and lower the flask into the bath.

Have a high-temperature (≥100 ⁰ C) digital water-bath integrated into the system, capable of holding at least 4L of water (must be able to safely use 1-2L round bottom flasks).

Be equipped with a condenser capable of holding a dry-ice bath, constructed of reinforced/coated glass.

An integrated vacuum pump.

Contractor shall provide on-site training within 30 days weeks of equipment installation.

Contractor shall deliver, install, and provide training on the system within 120 days after receipt of order.

The Contractor shall provide an Original Equipment Manufacturer (OEM) certified service technician to perform setup and installation for staff members.

Warranty - The Contractor shall warrant that the system will be free from defects for a period of at least 2 years from the date of installation, inspection by the Government, and acceptance. The Contractor shall further warrant that all components will be free from defects for a period of at least 2 years from the date of installation, inspection by the Government and acceptance. Warranty shall include trouble-shooting capabilities based on complete knowledge of the entire system. A rapid response (within one business day) to service requests is required. The Contractor shall demonstrate that it is capable of providing this level and speed of service. Warranty shall not include routine or periodic maintenance services.
