Over Micro-Purchase Threshold but Not Exceeding the SAT (Brand Name) ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 17, El Paso VA Health Care System (EPVAHCS) Network Contracting Office 17, VHA Regional Procurement Office-West 5441 Babcock Road Ste. 302, San Antonio, TX 78240.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: El Paso VA Health Care System (EPVAHCS) Cardiology Service, requires a new (1) Philips ST80i Stress Test System, Cardiology Information Server/Hospital Language 7 (HL7), for direct interface to VA CPRS/Vista Imaging, with direct connectivity to the provided Cardiology Information Server/HL7 (with 1TB minimum memory) and, in turn, connects to a Local Area Network (LAN). Must include OEM Track Master TMX428 Treadmill 110V, STRS CBL SpO2 Adult Finger Kit Tango M2, ST80I Tango M2 BP Monitor and STRS MECHASY Tango Arm Kit.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Philips ST80i Stress Test System, is required in order to prevent delays in patient care. The Stress test monitoring system will replace the currently installed equipment GE_ Treadmill Model 20224315-001/Controller CASE 2 PT/ECG Carts MAC 5500/MUSE Server OS W10-HL7 Compatible. Quoted equipment will be new (unused), and will be the newest model currently available. Will provide most recent algorithms in both ECG and Exercise testing system & protocols;
will offer wireless option on all patient to controller capability. Must be Windows 10 or greater OS compatible with current VA network architecture. The exercise test system must be able to upload Blood Pressure and SpO2 readings in real-time to the ECG traces run per Stress Test Protocols. Treadmill for Stress Test unit must be capable of automatic programmable and manual inclines up to 22%; safety grips required on all cross bars/lateral bars. The equipment must be compatible with existing instrumentation. Using any other Brands will result in excessive duplication of costs and unacceptable patient care delays. This Brand Name justification applies to the entire acquisition.
4. Description of market research conducted and results or statement why it was not conducted: Market research was conducted by issuing Sources Sought on July 09, 2024 and querying the Governmentwide database of contracts and other procurement instruments intended for use by multiple agencies.
