(v) THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS
SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT
PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Institute on Drug Abuse (NIDA), on behalf of the National Center for Advancing Translational Sciences (NCATS) intends to negotiate and award a purchase order without providing for full and open competition (including brand name) to Molecular Devices, LLC, 3860 N First St., San Jose, CA 95134-1702, or an authorized distributor thereof. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted that identified no other sources of supply or service capable of achieving this Government requirement within the required time frame. The required items are needed for an existing system that is currently covered by a service agreement. The required items must operate seamlessly with the existing system and also must not invalidate the current service coverage. As a result, only items from the original equipment manufacturer (OEM) can meet this requirement.
This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1).
