This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested and a written solicitation will not be issued.

The solicitation number M00264-22-Q-BH01 is issued as a request for quotation (RFQ) using FAR Part 13 procedures.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-07.

This opportunity is 100% Set-Aside for Small Business and the associated North American Industrial Classification System (NAICS) code is 335312 with a small business size standard of 1,250 employees.

The action resulting from this opportunity will be a Firm Fixed Price (FFP) Purchase Order.

DESCRIPTION OF REQUIREMENT:

Salient Characteristics:

Provide one (1) new skid frame mounted portable 170-225KW Diesel generator.

Must have fork pockets for pick up by forklift.

Dry weight must be less than 10,000lbs.

The generator shall be able to provide 480/277V, 208/120V 3 phase and 240/120V single phase.

Provide integrated engine control, protection, and metering.

Front panel controls and indicators, wide temperature range liquid crystal (LCD) with backlighting.

Integral vibration isolators between Engine/Alternator and Base.

Remote start connection. Provide a 40ft removable cord connection for the start circuit to the generator for automatic start.

Generator shall have a block heater.

Provide 40 feet of 4/0W cam lock power cord for generator hook-up.

Provide grounding rod and 10ft of flexible ground connection.

Sound deadening weather enclosure with internal Silencer.

Internal fuel tank with a capacity that provides a minimum 24 hour runtime at 75% load.

Internal DEF tank with a capacity that provides a minimum 24 hour runtime at 75% load.

Provide factory load bank test, Electronic O&M Manuals and Standard 1 Year Warranty.

(1) spill containment mat to lay under portable generator. Must cover the entire area under the generator with same gallon or more capacity of the fuel tank.

Shipping must be included in the quoted price.

We are requesting delivery & installation NLT December 2022. The generator can be offloaded and placed by onsite equipment so no crane is needed for delivery.

*COO - Country of Origin (for Supplies). Must be manufactured in the U.S.A. or compliant with DFARS clause 252.225-7036 Buy American-Free Trade Agreements-Balance of Payments Program at https://www.acquisition.gov/dfars

Incidental Service: Delivery included.

DELIVERY DATE AND LOCATION

Required Delivery Date: The Government is expecting an 8 weeks delivery after date of Award. However, Quoters/Offerors must specify the soonest possible delivery date.

Location: Marine Corps Air Facility Quantico

Note: FOB Destination required. Delivery charges must be included in item price

The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible quoter/offeror whose quote/offer conforming to the solicitation will be most advantageous and provides the greatest overall benefit (best value) to the Government.

(a)(1) The basis for award is PRICE AND OTHER FACTORS per FAR 13.106-1(a)(2) with COMPARATIVE EVALUATIONS OF OFFERS per FAR 13.106-2(b)(3).

(a)(2) Evaluation procedures per FAR 13.106-2(b)

(i) all quotes/offers will be review to ensure conformance to all matters with respect to the solicitation. The quotes/offers that conform to all matters with respect to the solicitation be sorted from lowest to highest price and considered for award.

(A) Conforming to all matters with respect to the solicitation:

Quoter/Offeror must clearly demonstrate the quoted items meet or exceed the salient characteristics or extended description of supplies/services; must address each general and performance requirement with respect to the Statement Of Work; must specify delivery dates; and must meet all the terms and conditions of the solicitation.

(ii) a Comparative Evaluation of all offers/quotes will be performed.

(A) Comparative Evaluation entails: identifying quotes/offers that exceed the minimum requirements, considering if selecting a quote/offer other than the lowest-priced will be most advantageous and provide the greatest overall benefit (best value) to the Government.

(B) The Government reserves the right to select either the lowest-priced quoter/offeror or other than the lowest-priced quoter/offeror as a prospective awardee.

(iii) to be selected for award, the the prospective awardee must have satisfactory past performance and quote a fair and reasonable price.

(A) Past Performance:

The apparent successful, prospective contractor shall have satisfactory past performance.

Past Performance shall be evaluated in accordance with FAR 13.106-2(b)(3)(ii) and DFARS 213.106-2(b)(i).

(B) Fair & Reasonable Price:

Before making the award, the Contracting Officer will use the techniques FAR 13.106- 3(a) to determine that the apparent successful, prospective awardee is quoting a fair and reasonable price.

Quoters/Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its quote/offer.

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
