About this file
This justification and approval document seeks to modify an existing indefinite delivery indefinite quantity contract with Koniag Management Solutions, LLC to provide continued operations and maintenance support services for the applications in the Application Development Group's IT systems portfolio for the United States Department of Education Federal Student Aid. Specifically, the modification would increase the existing contract's ordering ceiling from $40 million to $55 million to support development and modernization, enhancements, and maintenance of existing and new applications aligned with statutory requirements and ITIL industry standards. The justification cites title 41 U.S.C. 3304(a)5 as the statutory authority permitting other than full and open competition, and considers the contract rates for labor categories to remain fair and reasonable with no significant market changes.

Justification and Approval (J&A) For other than full and open competition
FAR 6.302-5(b)4 “Authorized or Required by Statute” IDIQ Contract 91003121D0002 P00005
1. Agency and Contracting Activity:
Agency:
United States Department of Education Federal Student Aid (FSA) 830 First Street, NE Washington, DC 20202
Contracting Activity:
United States Department of Education Federal Student Aid (FSA) 830 First Street, NE Washington, DC 20202
2. A description of the needs of the agency concerned for the matters covered by the contract.
FSA intends to modify the subject Indefinite Delivery Indefinite Quantity (IDIQ) contract awarded to:
Koniag Management Solutions, LLC 3800 Centerpoint Dr., STE 502 Anchorage, AK 99503
UEID#: N19BZQQSEUV4
Federal Student Aid (FSA) requires support to provide operations and maintenance for the applications in the Application Development Group’s IT systems portfolio. This includes development and modernization, and enhancements (DME) services for existing applications as well as new applications. The required support meets the needs of the program office, to include the Information Technology Infrastructure Library (ITIL) industry standards, which focuses on the Agile lifecycle framework driven by continuous improvement while increasing reliability, security, and quality. These services also align with statutory requirements and enables organizational readiness for compliance audits.
3. An identification of the statutory authority permitting other than full and open competition.
Title 41 U.S.C. §3304(a)5
4. A determination that the use of a sole-source contract is in the best interest of the agency concerned.
The Government has a need for services (as described above) that falls within the scope of an existing IDIQ contract with Koniag, an 8a ANC. Rather than issuing a new sole source 8a award to Koniag, the Government has determined that increasing the current IDIQ contract’s ordering ceiling would be the most efficient and effective manner to meet the Government’s continued need. Based upon the additional work effort and the remaining period of performance, the Government is increasing the ordering ceiling from $40M to $55M.
5. A determination that the anticipated cost of the contract will be fair and reasonable.
The recently awarded IDIQ contract to Koniag included labor categories that are appropriate for this new work scope. There have been no significant changes in the market regarding these labor categories, as such, those rates, including the rates for the option years, remain fair and reasonable.
