Description: Fuel mixer lease from 6 to 28 June 2023. The 185th ARW is required to bring a fuel mixer cart that mixes FSII (Fuel Icing Inhibitor) an additive to aviation fuels that prevents the formation of ice in fuel lines to Prestwick Scotland in support of designated exercise sorties
Group 2: 1
5:
Reason Authority Cited: This JP8 mechanical additive injections systems fuel mixer is the only type of mixer compatible with the KC-135 aircraft and this company is the only one that can provide it. A sources sought was posted on beta.SAM for 7 days in FY21 and Hammonds Technical Services is the only vendor that responded. A sources sought was posted again for 3 days in FY 23 and the results were the same. Additionally, they submitted a document stating they had proprietary rights to the equipment. Finally, the piece of equipment has the following NSN: 3990-01-481-1162. NSN pieces of equipment cannot be leased, therefore we are able to go directly to Hammonds.
6:
Market Research: The supply system was verified and a sources sought was posted to beta.SAM for 7 days when there was a similar requirement in FY21. Another sources sought was posted for 3 days in 2023. Only Hammonds responded saying they can meet the government's needs. The 134th LRS squadron was also contacted and they had used Hammonds in the past. The 185th issued a sole source contract to Hammonds in FY 21 W50S72-21-P-0001.
7:
Other Interested Sources: No other sources responded to market research inquiries.
8:
Actions to Increase Competition: Market research was conducted by posting sources sought on beta.SAM for 7 days in FY21 and again for 3 days in 2023. No other vendors were interested. In the future if this need were to arise, market research would be conducted again in a similar fashion. During routine market research other agencies were contacted that held similar missions. The 134th LRS Squadron was contacted as they have a similar mission to the 185th. Their Contracting office completed a sole source acquisition to Hammonds as well.
9:
Subsequent Acquisitions: In the future if a similar acquisition were to arise the 185th will conduct extensive market research and will reach out to other agencies with similar mission requirements. We will post our sources sought to beta.SAM to help facilitate market research.
