2.0 BACKGROUND

The mission of the Defense Acquisition University (DAU) is to provide a global learning environment to develop qualified acquisition, requirements and contingency professionals who deliver and sustain effective and affordable warfighting capabilities.

Defense Acquisition Workforce members must meet functional area (career field) certification standards as required by U.S. Code Title 10 Chapter 87 and established by the Functional Area Leaders (FALs) through DoD regulatory guidance. Defense Acquisition Workforce members must also engage in continuous learning activities to remain competent in their functional specialties and broaden their understanding and experience with the other acquisition functional areas. The foundation of the functional area certification standards and the DoD continuous learning program is foundational and practitioner training.

The acquisition FALs determine the competencies required for successful performance as an acquisition professional in the specified functional area. Based on the required competencies, DAU designs, develops, and delivers learning assets to support the development of the acquisition professional. DAU Directive 700 (Learning Asset Management Program) requires a comprehensive and unified competency-driven approach to DAU curriculum management.

The Production, Coordination and Optimization (PCO) Directorate within DAU is responsible for the initial design, integration of decentralized development of learning assets to ensure the competency of the acquisition workforce with minimal redundancies between and within learning assets. PCO manages the functional competencies models and the linkages between the required competencies and the DAU learning assets designed to develop those competencies.

PCO executed a deployment of a competency and learning asset management database to manage the functional area competency models, DAU learning assets, and the linkages between the competencies and learning assets. Referred to as the CrMS, this database has successfully demonstrated capabilities such as: bi-directional requirements traces between workforce Competency Models and DAU learning assets; the ability to perform gap analyses; and the ability to search across competencies, learning assets and generate reports. Learning asset data for DAU training courses as well as competency model data comprise the set of data resident in the CrMS.
