MEMORANDUM FOR OFFERORS

SUBJECT: Request for Quote (RFQ), F3S3213187A001, Transmission Replacement for the Scott Air Force Base Fire Department’s Fire Truck
1. This is a Solicitation in accordance with (IAW) federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included within this notice. This announcement constitutes the only solicitation. Details concerning the proper submission of your company’s proposal is contained in the attached supporting documents for this RFQ. The Government reserves the right to not include all services identified in Appendix B in either the initial task order, and all subsequent task orders that may arise from this requirement.
2. The Government intends to award a single contract for the subject requirement.
3. This acquisition is FULL and OPEN. The Government intends to utilize North American Industry Classification System (NAICS) 81114, Specialized Automotive Repair. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition FAC 2023-04, 06/02/2023. Offerors must be registered in the System for Award Management (SAM) to be considered for award.
4. The selection for award of this contract will be made if the offeror is deemed responsible IAW FAR Part 9, as supplemented, and the proposal conforms to the solicitation’s requirements (to include all stated terms, conditions, representations, certifications, and all other information required by Addendum to FAR 52.212-1 and FAR 52.212-2) and is deemed to represent the best value to the Government. Additionally, FAR 52.212-4, Contract Terms and Conditions- Commercial Items and FAR 52.212-5, Contract Terms and Conditions Requirement to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition.
5. Identify any conflict of interest or appearance issues which may be a potential Organizational Conflict of Interest (OCI), IAW FAR 9.5, as supplemented. Organizational Conflict of Interest mitigation plans or a statement that no OCI exists should accompany your proposal. Contractors are responsible for immediately notifying the Contracting Officer should any potential conflict of interest arise at any time prior to and/or after contract award.
6. Questions and Answers/Assumptions and Exceptions: Contractors are cautioned that all communications are to be channeled through the Contracting Officer (CO). Any questions, whether technical or contractual in nature, shall be submitted in writing. Questions and Answers shall be submitted in writing to the Contract Specialist (CS), Seth Combs, seth.combs.2@us.af.mil, and the CO, MSgt Chrissina Dural, chrissina.dural@us.af.mil. All questions shall be submitted by 2:00 PM Central Time, on 15 September 2023.
7. The following items represent the “Quote Package” that should be returned in response to this Solicitation:
a. Proposed pricing, to include a breakdown of the included CLINs.
b. Representations and Certification (see FAR 52.212-3, Offeror Representations and Certification—Commercial Items)
c. Technical solution that conforms to requirement Statement of Work.
8. Quotes shall be submitted to the CS, Seth Combs, seth.combs.2@us.af.mil, and the CO, MSgt Chrissina Dural, chrissina.dural@us.af.mil no later than 2:00 PM Central Time on 19 September 2023. Late responses will not be accepted.
9. If there are any questions or concerns with this contract please contact the contract administrator or in the event that the contract administrator is not available please contact the contracting officer.
