From: Lynch, Eric -FS Sent: Thursday, August 4, 2022 4:44 AM To: Zychek, Darren -FS Subject: RE: Eddies Creek FR184 AOP

Start and end dates are in the scope of work that I sent to you, lines C‐7 and C‐8. We put September 5, 2022, as a start date so the contractor can purchase the culvert this winter due to lead times on manufacturing and trucking.

We usually get the submittals on small projects like this at the prework meeting and discuss them. If we have any concerns, we discuss and modify these items at this time. Most of the time we have no issues, especially since we’ve been working with the same group of contractors for as long as I’ve been on this forest.

I guess this is the way we always did things when we had LSAT (Lake States Acquisition Team) and we had the same CO’s working with us sitting on the same forest, and some in the same office, as the COR’s. Some of the requests we are getting is a huge change as it’s not as stream‐lined as we used to have it with the smaller organization, yet. So please bear with me/us as we get used to this major organizational change.

Thanks, Eric Lynch, PLS Supervisory Civil Engineering Technician

What about updated start and end dates? Do we need to refine the ones in the package?

Project submittals and when you need them. These are your safety plan, quality control and work plan, etc. usually you get them 5 days before the prework and have to approve them.

Status for Eddies Creek AOP construction requirement Requisition: 1075683.

Dear Mr. Lynch, I am writing this to highlight that I believe that the full requirement for this project was not attached. I have only the Supplemental Specifications, Schedule of Items, Cost Estimate and Final Drawings. There is no:

1.) Scope of Work, with location and performance period Scope is attached with performance period (I see it wasn’t attached to the checklist). Plans have the physical location, directions, and coordinates on the cover sheet.

2.) Section H or C Physical Data What is section H or C?

3.) Submittal List Listed on sheet 3 of the plans (construction schedule, safety plan and hazardous spill plan) 4.) QA/QC Plan this is to be submitted by the contractor. It has aways been discussed in the prework meeting on this forest (I’ve been here 13 years) 5.) Any local restrictions: food containers, special closure windows for fish habitat, hunting, etc. Listed in the plans on sheet 3 (no instream work between March 1st and June 15th), also restrictions stated in WI DNR permits that were sent on 07/27

To be honest, you have $180K backing a very lean horse here. I would like the full package emailed to me if it exists. If it does not, I need, at a bare minimum, the items above. This is construction and I need the full requirement and all attachments. Thank you.

Sincerely, Darren Zychek
