Memo for File EiS Technologies - Splash BI OLTP Reporting Software

Annual Maintenance Renewal

Limited Sources Justification

The DHA E-Commerce Program must support current, private sector care operations with efficient and adaptable IT applications through Commercial-Of-The-Shelf (COTS) software, along with custom-built applications. The Government has identified the need for maintaining the existing Splash Business Intelligence Reporting Software which specifically works with the existing Oracle Federal Financials Program. EiS Technologies, Inc is the software publisher for Splash BI. Through market research, the government has determined EiS Technologies, the manufacturer, is the only source to offer an annual software maintenance subscription for the Splash BI On-Line Transaction Processing (OLTP) Reporting Software. The total estimated cost of an annual subscription is approximately $25,379.10.

This is a limited sources requirement, 8.405-6(a)(1)(i)(B), “Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.” A notice will not be publicized as required by FAR Subpart 5.2, because 5.202(a)(13)(i) applies. “The contracting officer need not submit the notice required by 5.201 when the contracting officer determines that the proposed contract action is for an amount not expected to exceed the simplified acquisition threshold.”

This requirement can be purchased from EiS Technologies, who was selected in the past through full and open competition, to provide the Splash BI software for supporting user transactional ad hoc queries and analysis-reporting. Based on the market research, it is the Contracting Officer’s determination that the anticipated cost to the Government for this limited source requirement is fair and reasonable and provides the best value to the government in accordance with FAR 8.404(d).
