SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)
AUTHORITY: FAR 13.106-1(b)(1)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 4, Branch 3 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).
2. Description of supplies or services required to meet agency needs.
The government requires five Supplemental Type Certificate (STC) parts kits to install constant speed propellers on the DOI Fleet Cub Crafter CC-18 aircraft, with an estimated total value of $ . The parts kits are to be delivered by June 15, 2018.
3. Identification of the single source to be solicited.

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.
□ Urgency – The nature of the requirement has been deemed urgent and following competitive procedures would result in unacceptable delays.

□ Brand Name – The particular brand name is essential to the requirement and market research indicates similar products do not meet or cannot be modified to meet agency needs. If the justification is to cover only the portion of the buy which is brand name, then it should so state; the approval level requirements will then only apply to that portion.
□ Industrial Mobilization Single Source – Only one vendor can provide the supplies or services required.
5. Rationale.
OAS is moving forward with installation of constant speed propellers to the DOI fleet of CC-18 aircraft because doing so is an important safety alteration that will enhance mission effectiveness of the existing fleet aircraft. It will yield enhanced performance by providing shortened take off distances, improved climb rates, and faster cruise speeds.
In addition to faster cruise speeds, the aircraft will also have lower fuel consumption, resulting not only in less operating costs over the life of the aircraft, but allow for longer flight endurance resulting in improved mission effectiveness.
Besides the benefits that will result from this work, it is important to note that a supplemental type certificate (STC) is a national aviation authority-approved major modification or repair to an existing type certified aircraft, or aircraft part. As it adds to the existing type certificate, it is deemed "supplemental".
According to FAA regulations, using products on aircraft other than those approved by the FAA, with STC documentation, would compromise safety. Cub Crafters is currently the only company who holds an STC for the parts kit containing the necessary items to enable the installation of the constant speed propeller on CC-18 aircraft. As a result, they are the only vendor from whom OAS can purchase the necessary supplies.
6. Market Research.
Market research was conducted using discussions with government aircraft maintenance professionals, knowledgeable persons in industry, and online searches. There is an STC available to install a constant speed propeller on the DOI Fleet CC-18 aircraft. Market research found that only one vendor, specifically Cub Crafters, holds the STC for the constant speed propeller parts kit. The two other vendors researched, Dominion Propeller, and Seaplanes North, confirmed that they do not carry the required parts kit or STC. This is a commercial item IAW FAR 2.201.
This action will be awarded under NAICS code 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing. Size standard is 1,250 employees. Cub Crafters is a small business under this NAICS.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
