About this file

This document is a justification for consolidating two federal contracts for Mobility Air Forces Automated Flight Planning System (MAFPS) maintenance and support services. The Department of the Air Force intends to bundle the MAFPS Maintenance (MX) and Functional On-Site Support Element (FOSSE) requirements into a single performance-based services contract awarded through Solicitation FA231824RB001 on April 1, 2024. The incumbent contractor, BAE Systems, currently performs both the MX and FOSSE work under separate contracts. Consolidating the requirements into an integrated program with one contractor is deemed critical to ensuring end-to-end system integration and 24/7 mission support for the MAFPS flight planning software. While the expected cost savings do not meet thresholds for a substantial benefit, consolidation is justified as providing administrative efficiencies and flexibility to better address emerging technical needs across the program. The agency conducted market research but did not identify any small businesses capable of fulfilling the combined MX and FOSSE scope of work.

transition to MAFPS. In 2019, the Government released an RFI on GSA Alliant, for the current FOSSE contract and received seven (7) responses, with only three (3) found to be capable. The Government released an RFP under GSA Alliant 2 unrestricted and received only one (1) proposal from BAE. The Government awarded the current FOSSE contract to BAE in 2021.

Alternate contracting approach - FAR 7.107-2(a)(2):

The Government considered fulfilling the requirements for MAFPS MX and FOSSE under separate contracts under FAR 8.4, in an attempt to increase competition, potential small business participation and a lesser degree of consolidation. The Government would still award the MAFPS MX contract to BAE, since the Government has determined that BAE is the only capable source due to the unique or specialized nature of the work and the unique capabilities of BAE. The Government’s market research indicated that there were no respondents to the RFI that had Level 1 or 2 Help Desk support experience on Automated Mission Planning Systems. However, the Government finds that the MAFPS MX and FOSSE services would be performed more effectively and efficiently if these efforts are consolidated and performed by one contractor so that the MAFPS system has end to end integration and help desk support that is concordant with the MAFPS MX efforts and is critical to the agency’s mission success. If the efforts are not consolidated and if they are awarded to two different contractors, then MAFPS may experience degraded operational capability as BAE works on the MAFPS maintenance and another contractor provides help desk support for the system.

The determination is coordinated with the agency's Office of Small Disadvantaged Business Utilization or the Office of Small Business Program - FAR 7.107-2(a)(3) Coordination with the Office of Small Business:

The Director, Small Business Programs, AFLCMC/SB Hanscom Operating Location (OL) has coordinated on this D&F, in accordance with DAFFARS 5301.707(c).

Any negative impact by the acquisition strategy on contracting with small business concerns has been identified; and Negative Impact by the Acquisition Strategy on Small Business FAR 7.107-2(a)(4):

Market research has not identified a negative impact on small business concerns. This consolidation will not fall under the definition of “bundling” IAW FAR 2.101 because both existing contracts are currently awarded to BAE Systems (an other than small business) and have not been performed by one or more small business concerns.

Steps taken to Include Small Business concerns in the Acquisition Strategy - FAR 7.107-2(a)(5):

Federal law requires contracting agencies to facilitate the participation of small businesses on consolidated contracts. The Government performed market research and considered steps to include small business early in the acquisition planning phase. Since both the MAFPS MX and FOSSE contracts are currently being performed by an other than small business, BAE, the consolidation of these two contracts will not deprive a

small business of an opportunity. The previous FOSSE contract was competed on Alliant 2 Unrestricted and only received one response and was awarded to BAE. There is no anticipated response from a small business that would be able to accomplish all work for the MAFPS program that includes the MX and FOSSE. Additionally, if the work was to be split out and an alternate vendor was to take over the FOSSE portion there is a greater chance of mission degradation.

For future acquisitions of the MAFPS MX and FOSSE requirements, the Government will conduct market research and explore whether small businesses have the capabilities and experience required for the contract. The Government will continue to seek small business set asides when the requirements and market research indicate this to be a viable option. The Government will require BAE to provide a subcontracting plan if subcontracting opportunities are available or an explanation as to why there are no small business subcontracting opportunities available.

A small business subcontracting plan is applied at the GSA schedule level.

Approving Authority - FAR 7.107-2(e)

1) IAW FAR 7.107-2(e)(1)(i-ii) and DFARS 5307.107-2(b), the SPE has delegated to the SCO the authority to determine that consolidation is necessary and justified when

1) the expected benefits do not meet the thresholds for a substantial benefit but are critical to the agency's mission success; and 2) the procurement strategy provides for maximum practicable participation by small business.

2) The expected overall savings (including EOS) of do not meet the thresholds for a “substantial benefit” described at FAR 7.107-2(d). However, the consolidation of these separate requirements is critical to the agency’s 24/7/365 mission success. The overall savings includes an administrative savings of (including EOS), and benefits of (including EOS).

Benefits - FAR 7.107-2(c) and FAR 7.107-2(d):

The consolidation of the MAFPS MX and FOSSE is critical to the mission success of MAFPS. Currently, the same contractor, BAE, is performing both MAFPS MX and FOSSE, but these efforts are written as two separate contracts. The consolidation of contract requirements into one new comprehensive PWS approach will provide a more definitive product for the end user of the MAFPS system. Having one contractor perform all MAFPS requirements will result in improved execution of technical methodologies, facilitate flexibility among resources in response to changes in the flow of work, and create contract management efficiencies. Additional benefits of this consolidated requirement include flexibility in the utilization of staffing resources across the program to meet emerging needs, efficiencies in processes and documentation, and reduced post-award administration efforts.
