MINIMUM REQUIREMENTS

FOR A

AIR AND SPACE OPERATIONS AND LOCAL/REGIONAL AIR QUALITY

28 OCTOBER 2020

GENERAL

The Air and Space operations local/regional, air quality assessment capability is anchored on highly specialized and continuous measurement of nanometer sized, and larger, atmospheric aerosols, whether from the ground or by way of airborne platform (i.e. small unmanned air vehicle). This capability is met using “nano” condensation particle counters (CPCs).

The following specification lists the minimum requirements for the capability:

1. Condensation aerosol growing agent shall be distilled or ultra-pure water

2. Continuous, 24/7 operation, capable of operating in remote location without having to replenish / re-fill water condensation agent for extended periods with standard reservoir

3. Remove and replace the internal wick—holds condensation agent—no more frequently than once every nine months

4. Tippable; CPC capable of operating in highly dynamic environment, functions to counting efficiency specification:

a) Continuously when operating within 45 degrees of upright;

b) at least 20 min continuously when operating beyond that range of orientation, including fully inverted

5. Counts aerosol particle in the atmosphere and determines concentrations with sizes ranging from as small as 5 nanometers to as large as 2.5 micron diameter

6. Count/concentration accuracy: +/- 10%

7. Broad aerosol particle concentration range: capable of single particle counting to at least 100,000 aerosol particles/cm3 and includes continuous live-time coincidence correction

8. Operating, ambient temperature range: 100 to 350C

9. Operating, ambient relative humidity range: 0 to 95%

10. Built-in ethernet capability as well as RS-232 and USB interface

11. Option to run on battery power for up to 8 hours

12. Minimal logistics footprint: weighs less than 5kg (excluding battery and power cord);

battery weighs less than 1kg; occupies less than 25x25x25 cm^3 (i.e. 10in^3), including water reservoir;

13. Data output / Data Averaging: 1 to 100 seconds

14. System control and data storage/processing software, designed for use with

Microsoft® Windows operating systems, to simplify set up, operation, data collection, and analysis

15. Quantity: Ten (10) systems

PERIOD OF PERFORMANCE

The customer—the Air Force Institute of Technology (AFIT)—will receive all components 60 days after contract award.

DELIVERY AND TRAINING

The contractor will deliver hardware to the Air Force Institute of Technology (AFIT) at WPAFB, OH.

WARRANTY

Free from defects in material and workmanship, under normal and proper use in accordance with equipment user manual, for the period of time of one year after receipt.

PAYMENTS

100% payment after delivery.

BASE/INSTALLATION SPECIFICS

All commercial trucks must enter through Gate 26A, WPAFB, Ohio, which is located off St. Rt.

235, WPAFB, Fairborn, Ohio, for inspection. In accordance with the Installation 88 ABW/SFS base entry procedures must adhere to delivery vehicle process requirements mandated by the

WPAFB AFI 31-101. Once at Gate 16A the driver must have a current pass AF Form 75, Visitor

Pass, requested by 88 ABW/PZ, Area A, Building 1, POC TBD, and be able to show:

A current Vehicle Registration

A current Proof of Insurance

A valid and current Driver's License for the driver

A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.

Gate Procedures:

Once at Gate 26A be prepared to exit the vehicle and allow for vehicle inspection. At this time you may ask for directions to your final destination.

If the final destination requires the driver to leave Gate 26A and re-enter the base through an alternate gate, the pass received will be sufficient documentation for entry into both gates, within a pre-established time directed by the Security Forces representative.

Arrival at the appropriate gate after the designated allotted time will result in non-admittance to the installation.

This procedure will occur each time a commercial truck requests access to the base.

Current Bill of Lading (BOL) to get delivery driver and the vehicle on base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information)

Personnel should the following items when entering an installation:

Current Registration for all vehicles x

Current Proof of Insurance for all vehicles x

Valid driver’s license for each driver x

Valid driver’s license or other state identification for each passenger x

Depending on the current Force Protection Condition, a government representative may be required to sponsor those people in person at Pass & ID, Area A, Building 286.

The sponsor must state the guest's purpose and destination. It is the responsibility of the contractor to validate this need with their government POC prior to their arrival so as to coordinate the arrival time accordingly. Sponsors may request that a pass be applicable for multiple days if needed.

To sponsor 10 or more people, a typed list of those people must be submitted by the Government

Acceptor in Word or Excel format, stating LAST NAME then FIRST NAME of each person.

The sponsor must submit that list to Pass & ID Area A, Building 286, no fewer than three days prior to the anticipated arrival. Names listed must be complete names, (no nicknames), and correspond to the names on the state ID for each person.

Mission Essential Services: Contractors are not considered mission essential. Prohibitions:

Firearms may not be brought on base under any circumstances. Individuals with criminal records are not allowed on base. Contractor personnel are prohibited from sponsoring guests onto the installation.
