Sources Sought Synopsis Computed Radiography Systems for

Air Force Non-Destructive Inspection Program

CAUTION:

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements to supply computed radiography systems for the Air Force’s Non-Destructive Inspection Program. The level of security clearance and amount of foreign participation in this requirement has not been determined.

The Government has determined that this system is a commercial item. The Government’s requirement is defined by a Product Description.

The Contractor shall furnish all material, support equipment, tools and test equipment to produce the computed radiography system. The Contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used to satisfy the requirement over the course of the contract shall equal or exceed the quality of the original material or parts used to produce, and qualify, a computed radiography system.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.

INSTRUCTIONS:

1. The documents below contain a description of the computed radiography system requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.

2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

a. Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

Computed Radiography Systems for

Air Force Non-Destructive Inspection Program

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to supply computed radiography systems in support of the Air Force’s Non-Destructive Inspection (NDI) Program. This effort is open to both manufacturers and suppliers that have the capability to meet the Air Force’s need for computed radiography systems over the projected period of the contract. This Request for Information (RFI) also seeks to determine if there are presently computed radiography systems in the market that will work using Windows 10, and if those systems can be secured against cybersecurity risks. If industry cannot meet the requirements identified within this RFI and the Purchase Description (PD), it is desired to determine when this capability may become available in the market.

This acquisition seeks to gather information on manufacturers, products and suppliers in the marketplace that can supply computed radiography systems that will meet or exceed the capabilities outlined in the draft product description (PD-AFLCMC-EZPT-R0120 2020) The Air Force projects a requirement of 240 computed radiography systems over a ten year period.

Computed radiography systems are used by the NDI program in a military aircraft maintenance environment both at military bases, and deployed to austere forward operating locations. The computed radiography system replaces traditional chemical-based X-ray film by supporting the processing of images captured via a storage phosphor imaging plate. The computed radiography system is used to detect fatigue cracks, water entrapment, foreign objects and welding defects. The computed radiography system is a commercial technology with accessories especially kitted to meet Air Force needs.

Part II. Capability Survey Questions A. General Capability Questions:

1. Describe briefly the capabilities of your facility and the nature of the goods and/or services you provide. Include a description of your staff composition and management structure.

2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).

3. What are the specifications, features and projected life of the computed radiography system that your company would supply? Identify the OEM, and part numbers of components of the computed radiography system you will supply. Please identify options or other modifications that would be added to a standard commercial system to meet the Government requirements.

4. Are there specific requirements in the documentation that we provide that would currently preclude your product from being a viable solution to our requirement?

5. What is your company’s current maximum production capacity, or ability to supply computed radiography systems each month? Summarize the quantity of computed radiography systems that can be supplied each year for the next ten years. Provide information on any facility reserves, or other plans you may possess to increase production capacity in the event of an immediate need to meet critical operational mission requirements.

a. Does your company forecast providing the same, or similar, equipment to meet needs arising from the pandemics or other initiatives to strengthen the Defense Industrial Base?

b. Identify risks that may prevent your company from meeting the quantities sought in this RFI. Briefly state your plans to overcome those risks.

6. What quality assurance processes and test qualification practices does your company employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.)

7. Does your company have experience conducting production article testing with either the Air Force, or the Department of Defense? If you answered yes, describe the type of equipment and provide a summary of the tests that were conducted.

8. Can you provide technical support, substitute equipment and sell spares to sustain the computed radiography system for the anticipated life of the computed radiography system?

9. Can you gather data from user questions, problems and feedback to produce, edit, and refine user’s manuals to improve the operation and effectiveness of computed radiography systems by the Air Force? Identify if you have the rights to edit original equipment manufacturers (OEM) manuals, or if you will be able to create instruction to supplement OEM manuals.

10. Are you able to travel to locations outside of the Continental United States to provide training or instruction in the use of the computed radiography system?

11. Are personnel who provide training or instruction for the computed radiography system able to obtain a clearance to enter military installations?

12. Are you able to implement updates to computed radiography systems prescribed by the OEM?

13. Are you able to provide software to operate the computed radiography system that is compatible with Windows 10? If not, when do you forecast having software available that is compatible with Windows 10?

B. Commerciality Questions:

1. Are there established catalog or market prices for our requirement? If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? Is our requirement offered to both under similar terms and conditions? Briefly describe any differences.

2. Describe your standard warranty and return process for goods and services furnished to the government for items similar in nature to this requirement.

C. Cybersecurity Questions:

1.

Do you have experience with performing Assessment and Authorization as part of Risk Management Framework using National Institute of Standards and Technology, NIST SP 800-53 controls? If yes, provide brief explanation.

2.

Does your company have a mature software developmental process to include security consideration and integration? If yes, provide brief explanation. Capability Maturity Model Integration (CMMI) certified? Are you aware of recent and new Cybersecurity Maturity Model Certification (CMMC) requirements for DoD contractors?

3.

Are you agreeable to use a government furnished personal computer? If so, please provide computer hardware requirements (i.e. I/O, processor speed, video, memory) and specific Ports, Protocols, and Services (PPS) required for the System Controller/Workstation portion of your product.

4.

Are you agreeable to use a government-specified Operating System (OS) image to operate on the computer requirement?

5.

Is your software compatible with Windows 10 (64-bit)?

6.
