PERFORMANCE WORK STATEMENT

Marine Corps Logistics Command Messaging Display System

1. INTRODUCTION

The Marine Corps Logistics Command (LOGCOM) has a need to provide a centrally controlled communication medium, capable of displaying multiple presentations in various formats simultaneously at eight locations (LOGCOM facilities in California, Georgia, and Florida). The display will access stored content in an on-demand fashion to include a streaming text banner. The receiving/playback devices of the display will provide centralized control of content creation, scheduling, and distribution from (LOGCOM)’s, Organizational Development Office (ODO) in Albany, Georgia. These computerized displays, when completely installed will include the following: wall mounted or standing screens, speakers, software, and software support and may include news, weather, and sports access, HD video and audio channels. The displays will be centrally managed in Albany with reoccurring and playback devices at each of the geographic cites.

2. BACKGROUND

The LOGCOM Command Channel will be installed and serve as a primary means of communications to the LOGCOM workforce, displaying Command enterprise information. The Organizational Development Office will be responsible for providing input and managing the disbursement of information to all eight (8) displays/screens.

3. SCOPE

This is a non-personal services Performance Work Statement (PWS) task order used to provide Information Technology (IT) support to LOGCOM’s, Organizational Development Office (ODO) with a Modern Messaging Display System (hereafter referred to as the Command Channel). The contractor shall provide full time Communication Specialist, if exercised by the government, to assist in the development and display of Command information. This contractor support will reside in the Organizational Development Office, Albany, GA.

The contractor shall furnish all products, services, and equipment required to support an interactive information presentation program to be piped to each of eight geographically dispersed locations and managed by a centralized control point located at MCLC Albany, Ga. Products and services include all equipment (excluding the location monitors), the software/ programming of the controller PC, all documentation and operational materials, and the training of two (2) Government employees on system functionality. In addition, the PWS will be the vehicle to acquire all necessary licenses, diagnostic software, and maintenance support agreements required to keep the subject system fully operational between the hours of 0700–1700, Monday through Friday for One Base Year with a (6) Six Month Option Warrantee Period and (2) One Option Year Warrantee Period. The Contractor shall also be responsible for the setup, integration and testing of all equipment (to include the HDTV/LCDs/LED screens).

4. REQUIREMENTS

The LOGCOM Command Channel will be installed at high pedestrian locations to provide a public viewing source for Command enterprise information. The Organizational Development Office will be responsible for providing input and managing the disbursement of information to all eight displays/screens. The Contractor, under this PWS, shall:

4.1 Hardware. The contractor shall provide all hardware not to include the LCD/LED screens.

4.1.1 Computer System. A computer server system, monitor, keyboard, and mouse shall be provided by the contractor. This system shall be capable of operating the required software for the current version and any upgrades currently in process or planned. The computer server system will be used as the Administrator’s system and will be located in the ODO. It shall contain sufficient internal storage space, RAM, audio and video cards, processor speed and all required cables and cords to support the concept of operations for the HDTV/LCD/LED Screens displays connected to Cable/DSL/Air Card.

4.1.2 Receiving and Playback Device. The receiving & playback device shall provide outputs of multiple channels of broadcast quality, full-motion HD video and independent channels of broadcast audio. It shall allow for Ethernet connectivity via the Commercial Internet Service Provider (CISP) to base system and to contractor provided server farm for specialized programs and or to client content. The device shall be capable of throughput of external HD video sources and allow on demand play-back of specialized or customized presentations and/or graphics. The device shall accept connectivity to other HDTV/LCD/LED Screens, including plasma screens, CRTs and HDTV’s in multiples and combinations in any number and in any combination. The base system shall be located in the ODO and be capable of connecting to the contractor’s network protocol for national news, weather, and sports (if required) and diagnostic purposes via CISP multiple times daily in order to keep current.

4.2 Software. Software that will be supplied by the contractor shall include any applications required for the configuration and centralized control of content, creation, scheduling, and distribution of information, and the Operating System should meet or exceed current Department of Defense (DOD) standards, STIG’s and be in compliance with all Federal Regulations.

4.2.1 Operating System for Base System. The operating system for the base system CPU should consist of the latest Windows Operating System (Windows 7/10). The contractor is expected to supply the operating system and any other software required for operation of the base system. The computer shall have sufficient RAM, video cards, audio cards, hard drive storage, and other configurations to support broadcast-quality, full-motion video and broadcast quality audio and allow for CISP connectivity via an Ethernet connection as well as remote connection capabilities.

4.2.2 Software for Content Support. Any software required for content management of the multi-channel HD video, audio, and screensavers shall be supplied by the contractor. The vendor shall also furnish any specialized communications applications or device drivers. All software shall allow for desktop multimedia network access that enables ODO to create, schedule, connect, and directly deliver content, to each of the eight HDTV/LCDs/LEDs display screens (both independently and collectively) and allow for disbursement of all approved content through remote receiving and playback devices. In addition, programming shall allow for a “ticker-tape” style display of customizable information as provided by the Administrator system and input by ODO. The system shall also allow for modification and control of the duration of screensavers, data, network services, and slides or backgrounds.

4.2.3 System Monitoring Service. The system shall include a methodology for daily monitoring of performance, system resources, and connectivity to each playback device in the display network. Services will provide diagnostic feedback for analysis and identification of potential system problems, to include network connectivity signal strength and optimum system performance. In addition, the contractor shall provide ODO with the capability to access service technicians via phone Monday 0700 through Friday 1700 for troubleshooting and technical support. Should on site troubleshooting/maintenance be required, contractor shall respond within four (4) hours. Service should be fully restored within three (3) days.

4.2.4 Media/News Service. The display system shall allow for access of stored content in an on-demand fashion. The contractor shall provide a display news service of a design to capture and hold the attention of the target audience, while the MCLC message is being integrated with the news segments as a scrolling banner “ticket tape style”. The news programs should contain categories such as World News, National News, Business News, Lifestyle, and Entertainment News, ABC, USA Today, Washington Post, Atlanta Constitution-Journal, BBC, Agency France Press, and AccuWeather, as examples. To ensure currency and late-breaking information, news programs should be updated between two and five times daily.

4.2.5 Security. The contractor shall provide system integrity and security in the form of firewall(s) and anti-hacking programs or other applications to ensure system protection.

4.3 Graphic Backgrounds. The contractor shall provide 5 ready-made custom backgrounds (including full motion HDTV video) based upon graphics provided by the government and shall come preloaded and ready-to-use by the displays. ODO will provide draft backgrounds to the contractor for this purpose, with recommendations for topics. Additionally, the contractor shall provide training on how to create and display custom backgrounds. The contractor shall submit the completed custom background templates to MCLC Organizational Development Office (ODO) for approval: POC: Susan Ford, (229) 639-7808. A library of other media backgrounds and audios of a general nature shall be provided by the contractor.

4.4 Training. The Vendor shall provide on-site (MCLC Albany, GA) training for up to two (2) personnel, designated by the ODO, to be completed no earlier than fourteen (14) days from the date the installation of the first system is expected to be completed. Training shall include the use of all systems, including customized graphics, creation custom backgrounds, basic troubleshooting techniques and additional topics as needed/requested. Training shall be conducted in an office desktop setting aboard the installation(s) and shall utilize existing infrastructure (VTC, projectors, audio/video equipment, computer systems and peripherals). The Contractor will provide training manuals, guides, etc. understanding that all training aids will remain the property of the U.S. Government.

4.5 Software Upgrades. The contractor shall supply software upgrades, supplements, updates, and/or patches for the respective versions of the product for the entire term of the contract at no additional charge to the U.S. Government.

4.6 Warranty. The contractor shall provide one year warranty along with a (6) Six Month Warrantee Period and (2) One Option Year Warrantee Period of extended maintenance and support. The warranty begins on the date that the Government accepts delivery on the working systems.

4.6.1 Equipment Failure. Should any equipment fail, excluding monitors, contractor will be responsible to provide all replacement parts with the latest models, using his own labor without the use of government employees, and providing his own travel as required accomplishing repair within three (3) working days. This support will be extended through all options. This will include software/hardware, warranties, updates, support, licenses, and equipment, excluding monitors.

4.7 Licenses. The Contractor shall provide all required and appropriate licenses for the first year and all options at the agreed to prices.

4.8 Extension of Service. If the system experiences technical difficulties resulting in catastrophic failure not related to MCLC on a scheduled day during the terms of the agreement, the contractor shall credit an extension of service to MCLC free of charge, equal to the number of days the failure continues.

4.9 Installation and Support. The contractor shall install and setup the Administrator’s computer system in Albany, as well as all equipment at the eight locations. The contractor shall provide the government with information associated with technology enhancements in software / hardware, technological innovations, interface options with mobile / wireless technology, and other platforms which could increase communication options and enhance communication capabilities.

4.10 Equipment. Base System - Computer system and all supporting software for all eight (8) locations.

5. TRAVEL AND OTHER DIRECT COSTS (ODC)

Contractor is encouraged to plan for and anticipate trips required in support of the PWS, this includes but is not limited to the required training as outlined in Task 4.4. If the contractor is requested to travel by the Contracting Officer in order to provide additional training, the Government shall reimburse travel expenses in accordance with the Joint Travel Regulation.

All travel for the base and all options shall be a “Not to Exceed” (NTE) amount of $5,000.00.

Travel shall be performed in accordance with the Joint Travel Regulations (JTR). Unauthorized travel or travel not authorized at least seven (7) days prior to travel requirement will not be reimbursed.

The Contractor shall notify the Contracting Officer when travel expenditures exceed seventy-five (75%) of the Contract Line Item (CLIN) NTE amount. Travel costs in excess of the Contract Line Number (CLIN) funded value will not be reimbursed. Unauthorized travel, or travel not coordinated with the program manager, shall not be reimbursed. Additionally, travel or other direct costs in excess of the CLIN funded value shall not be reimbursed.

All terms and conditions of the Federal Travel Regulations/Joint Travel Regulations shall apply to all travel and travel- related matters under this task order. Travel must be approved in advance.

6. DELIVERABLES

6.1 Documentation & Reports

The deliverables below shall be delivered in electronic format. Unless otherwise specified, the Contractor shall provide the deliverable as an attachment(s) to an Email. The Contractor shall provide documents in Portable Document Format (PDF) and the latest Microsoft Office suite products. No other office automation software shall be used.

*Standard Distribution: 1 copy of the transmittal letter without the deliverable to the Contracting Officer.

8. PLACE OF PERFORMANCE

8.1 Recognized Holidays.

Federal holidays: New Year’s Day, Labor Day, Martin Luther King Jr.’s Birthday, Columbus Day, President’s Day, Veteran’s Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day.

9. HOURS OF OPERATION

The contractor will perform all work on-site during the business hours of 0800 and 1700, Monday through Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies or Government directed facility closings. Technical support for the helpdesk and on-call support is required between the hours of 0800 and 1700, 7 days per week.

10. GENERAL REQUIREMENTS

10.1 Data Rights. The Government requires unlimited rights for any material (templates, backgrounds, coding, customizations, visualizations, etc.) produced in the performance of this contract, in accordance with the FAR clause at 52.217-14. In addition, for any material produced in the performance of this contract, the materials may be shared with other agencies or contractors during the period of performance of this contract, or after its termination. For any subcontractors or teaming partners, the Contractor shall ensure at proposal submission that the subcontractors and /or teaming partners are willing to provide the data rights required under this contract.

10.2 Personnel List. The Contractor shall submit a Personnel List (to be used for information purposes only) within 10 (ten) working days of contact Award. Anytime a change in personnel takes place, the change shall be submitted to the Contracting Officer within two (2) working days of the change.

10.3 Security. Contractor may be required to obtain sponsored/escorted access to controlled spaces during analysis and installation activities. The Contractor shall provide the proper level of clearance in accordance with the requirements of the Task Order. Additionally all contract personnel should meet the clearance requirements as defined in section 10.4.1 Clearance Requirements. Furthermore, if it is deemed by the Government that a clearance is not required for contract personnel, clearance eligibility may be required (unless explicitly stated by the Government) hence the Contractor shall ensure all personnel are clearance eligible.

10.4.1 Clearance Requirements. The information provided to the contractor will be unclassified and sensitive unclassified information. All contractor personnel requiring access to U.S. Government Sensitive Information and Data shall possess a completed background investigation for this Public Trust Position. The prime contractor and all sub-contractors (through the prime contractor) shall certify in writing to the Government that personnel supporting this contract are "Qualified U.S. contractors" per DoD Directive 5220.22-M, Chapter 2. Qualified U.S. Contractors are restricted to U.S. citizens, persons admitted lawfully into the United States for permanent residence, and are located in the United States. All personnel identified on the certification and/or supporting this contract shall be in compliance with Department of Defense, Department of the Navy, and Marine Corps Information and Personnel Security Policy to include completed background investigations (as required) within 30 days of employee start date. The contractor shall have all credentials necessary to perform his/her full duties. The Government shall assist the contractor in gaining access to Government agencies and installations related to the systems in question.

NOTE: Public Trust Position: To ensure reciprocity, contract trustworthiness determinations will be adjudicated by the Department of the Navy, Central Adjudication Facility (DONCAF). Favorable trustworthy determinations will support public trust positions only. This scope of investigation does not meet the standards for clearance eligibility.

Any information, records, or data that the contractor may have access to may be sensitive. Contractor personnel assigned to the task order in capacities that require access to background and reference materials, source code, possession of a USERID, or other valid privileged/limited privileged DOD computer access despite employment location, shall meet the Investigative Levels for Users with IA Management Access to DoD Unclassified Information Systems (Limited Privileged Access – IT – II) as defined in the applicable directives, before assignment to the project. Contractor personnel assigned to the task order in administrative capacities that require access to background and reference materials or other valid non-privileged DOD computer access despite employment location, shall meet the Investigative Levels for Users with IA Management Access to DoD Unclassified Information Systems (Non-Privileged Access – IT – III) as defined in the applicable directives, before assignment to the project. Contractor personnel are required to obtain a Government Common Access Card (CAC).

Contractor personnel shall be required to adhere to security regulations, and shall observe and comply with any site-specific security provisions in effect at the various government facilities. Any required ID badges shall be worn and displayed at all times.

ALL CONTRACTOR PERSONNEL REQUIRING ACCESS TO CLASSIFIED INFORMATION AND ASSIGNED TO THIS PROGRAM SHALL POSSES A SECRET CLEARANCE. The prime contractor and all sub-contractors (through the prime contractor) shall certify in writing to the Government that personnel supporting this contract are "Qualified U.S. contractors" per DoD Directive 5220.22-M Chapter 2 Section

Contractors are restricted to U.S. citizens, persons admitted lawfully into the United States for permanent residence, and are located in the United States. All personnel identified on the certification and/or supporting this contract shall be in compliance with Department of Defense, Department of the Navy, and Marine Corps Information and Personnel Security Policy to include completed background investigations (as required) prior to start. The Contractor shall have a valid Secret Facility Clearance. The Government shall assist the contractor in gaining access to Government agencies and installations related to the systems in question.

Contractors (including subcontractors) shall supplement their current security practices by requiring any personnel involved in executing this contract where critical program information (CPI) has been identified to protect the CPI to the standards articulated in the Program Protection Plan and in accordance with DoDI 5200.39 and DoD 5200.39-M. Upon contract award, all identified U.S. contractors (including subcontractors) shall acknowledge and meet the requirements stated by the Program Manager for the protection of CPI. The U.S. contractor must immediately notify the U.S. Government upon the discovery of any nonconformance with CPI protection.

The Contractor shall meet Information Assurance Technical (IAT) Level II requirements per DoD 8570.01M, DoD 8140 and DoDI 8500.2 IAT Level II for limited privileged access.

NOTE: Public Trust Position: To ensure reciprocity, contract trustworthiness determinations will be adjudicated by the Department of the Navy, Central Adjudication Facility (DONCAF). Favorable trustworthy determinations will support public trust positions only. This scope of investigation does not meet the standards for clearance eligibility.

10.5 Privacy Act. Work on this contract may require that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, section 552a and applicable agency rules and regulations.

10.6 Non-Disclosure and Proprietary Information. The Contractor may have access to acquisition sensitive information during the performance of this task order. The Contractor shall ensure that all Logistics Information Systems project(s) acquisition information is tightly controlled and remains within the government domain. The Contractor agrees that all personnel having access to all Logistics Information Systems non- public information shall sign a non-disclosure statement/agreement (NDA). A copy of each non-disclosure shall remain on file in the Contracts Management Office for the duration of this delivery order. The Contractor also agrees to enter into associate Contractor agreements with each Logistics Information Systems product Contractor that shall, among other things, protect the unauthorized use of disclosure of proprietary information of those companies.

10.9 Section 508 Compliance

The Industry Partner shall support the Government in its compliance with Section 508 throughout the work to be performed. Applicable standards are 1194.21-1194-26

10.10 Contractor Furnished Items and Services. The government may require the Contractor to purchase specific direct-charge materials (i.e. equipment, computer peripheral, supplies) for this effort. When authorized by the Contracting Officer, the Contractor shall procure, receive, and maintain custody of Contractor Acquired Property (CAP) during the period of performance for this effort. At the conclusion of performance for this effort, all CAP shall be delivered to the government for final disposition.

10.11 Government Furnished Facilities and Equipment

10.11.1 On-Site Facilities. The Government will provide on-site facilities, as needed and available, to perform any work required under this contract. On-site facilities will usually consist of a desk, chair, telephone, computer equipment with LAN/WAN interface, document file cabinets, access to copier and fax machine.

10.11.1.1 Physical Security. The U.S. Government will be responsible for the physical security of the messaging displays and base system once units have been received and installed. The screens are currently installed in place at each specified location. The government will be required to maintain, upgrade or replace as required.

10.11.1.2 Digital Subscriber Lines (DSL). The U.S. Government will be responsible for providing the digital subscriber lines. Funding for DSL is not a part of this procurement PWS.

10.11.1.3 Electricity. The U.S. Government (MCLC C4) will be responsible for ensuring that appropriate electrical connectivity/power requirements are provided in the designated locations for the plasma screens and the base system.

10.11.1.4 System Access. The Government shall provide system access and supporting GFI, as is necessary and available, for the contractor to fulfill the requirements of this PWS. All information, reports, data, etc., produced by the contractor in support of this PWS shall be the property of the Government.

10.11.2 Site Survey. The U.S. Government (MCLC C4) will be responsible for performing a site survey to ensure sufficient space, electrical connectivity, DSL, etc., is available at the designated locations.

10.11.2.1 This is a Non-Navy/Marine Corps Intranet (NMCI) requirement.

10.11.3 Qualified Personnel. The Contractor shall provide all necessary qualified personnel, supervision, management, non-personal technical services to accomplish the work described within this contract.

10.11.4 Government Property. Government property is subject to the terms of FAR 52.245-5 Government Property (Cost- Reimbursement, Time and Material, or Labor-Hour Contracts). A joint inventory of Government Property shall be accomplished within 10 calendar days after date of award of this task order. Closing joint inventory of Government Property to be turned in to the Government shall be accomplished NLT the final week of the performance period.

10.11.5 Badges. Contractor personnel shall wear and clearly display an identification badge with their full name and corporate affiliation at all times while performing contracted Government-site duties, and while at TDY locations on official business.

10.11.6 Key Personnel. The work to be performed for this requirement requires the following:

· Contract Manager: shall be responsible for the performance of the work and shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.

· Communications Specialist: shall assume the onsite operation of the Messaging Display System, when requested by the government.

The contract manager or alternate shall be available during normal business hours (0700 and 1700 Monday thru Friday) except Federal holidays or when the government facility is closed for administrative reasons.

In addition to the above, all contractors must possess IAT Level 2 Certification in accordance with the DOD Directive 8570.1, at or within 90 days of contract award.

10.11.7 Safety. Marine Corps Logistics Command (MCLC) is in the process of pursuing OSHA Voluntary Protection Programs (VPP) recognition, or has already received VPP recognition from OSHA. VPP affects all applicable contractors operating on site. It is the contractor's responsibility to ensure its employees and managers are in full compliance with OSHA requirements and have a general understanding of VPP. All contractors, whether regularly involved in routine site operations or engaged in temporary projects such as construction or repair, must follow the safety and health rules of MCLC. Detailed information on VPP is available on the OSHA website at http://www.osha.gov/dcsp/vpp/index.html. The contractor shall comply with commercial safety standards as identified by the Occupational Safety and Health Administration. The contractor shall comply with all Federal, State, Department of Defense (DoD), Navy, Marine Corps (MC), and local rules and regulations to include but not limited to Occupational Safety and Health Administration (OSHA) Standards, National Fire Protection Association (NFPA) Standards, Navy Marine Corps Directive (NAVMC DIR) 5100.8, Marine Corps Order (MCO) 5100.8, and MCLC (LCO) 5100.8.

11. SERVICE LEVEL OBJECTIVE (SLO)

The Service Level Objective (SLO) describes the service levels for certain components of the Command Channel to include obligations, expectations and procedures to be followed by the Contractor in order to meet the expectations of the Government. Instances where the SLO are not met and or infrastructure issues where the level of severity, length of outage/problem, number of affected users and overall impact on mission affects the productivity of the Government shall be deemed a failure to meet an SLO(s) and categorized as a defective/deficient service.

ENTERPRISE-WIDE CONTRACTOR MANPOWER REPORTING APPLICATION (ECMRA) The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the (contract description) via a secure data collection site. Reporting inputs will be for the labor executed during the period of performance during each government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year.
