This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation 127EAV21Q0042 is issued as a request for quote (RFQ). This procurement is being issued as a 100% SMALL BUSINESS SET-ASIDE. North American Industrial Classification Standard (NAICS) 336112, Product Service Code of J023. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Regulation Circular 2021-06 (effective date 7-12- 2021). The result of this requirement will be a firm fixed priced (FFP) contract. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. The contractor shall provide pricing in accordance with the line item table and item specifications on the Schedule of Items on Pages 2 - 3.
Bids will be evaluated using the following evaluation factors described in the Statement of Work:

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1) General
The USDA Forest Service (FS) Southwestern Region (R3) has a requirement to secure a qualified vendor who can provide emergency equipment installation services (up-fitting) and warranty repair and service on Law Enforcement and Investigation (LE&I) pickup truck and SUV vehicles acquired through lease or purchase by the USDA Forest Service. All labor, parts and products installed, must meet manufacturer’s specifications, this includes all non-OEM aftermarket items which are necessary for a fully operational Law Enforcement vehicle.
2) Background
The Southwestern Region (R3) of the Forest Service (FS) encompasses National Forests throughout Arizona and New Mexico. The up fitting of the Law Enforcement vehicles is a requirement to meet the mission through the ability to safely respond with adequate emergency lighting, audible warning devices, control console, agency specific graphics and other miscellaneous equipment. This objective is achieved through the quality up-fitting of vehicles by a vendor which meets or exceeds industry standards.
3) Furnished Equipment
a) Government Furnished Equipment: The Government will furnish vehicles upon which equipment is to be installed (up-fit). Vehicles to be up-fit may include 1500 and Chevrolet and Ram Trucks, Ford 150 and 250 pickup trucks, Ford Expeditions and Chevrolet Tahoes
b) Contractor Furnished Equipment: The Contractor will furnish all facilities, labor, supervision, transportation, supplies, specified equipment, and any other incidental items or services necessary to successfully install equipment.
4) Delivery
The up-fitting of the LE&I vehicles shall not exceed 30 calendar days after receipt of the vehicles and the required equipment. The successful offeror must have the capacity to begin work shorty after contract award.
5) Uniformity
Equipment shall be installed in a consistent and standardized manner. The vendor shall insure that all components are installed identically throughout each vehicle. This includes the route in which the wiring is laid throughout the interior of the vehicle(s). The wiring must include protective sheathing in areas which may subject the wiring to crimping and/or wear that may cause failure to the equipment and/or potentially damage the vehicle. It is standard for our vehicles that all connections utilize butt connectors, soldered and shrink wrapped at connection points.
6) Security of Forest Service Vehicles
a) Contractor must provide secure storage for all FS vehicles while in their possession. Vehicles must be secured at all time while in the contractor’s possessions including hours when the facility does not have personnel on site. The holding area must be approved prior to award.
b) Unauthorized use of Forest Service vehicles shall be strictly prohibited.
7) Damage to Government Property While in the Contractor’s Possession
The Contractor shall be responsible for repairing or replacing, at Contractor expense, any Government property damaged during performance of work under this contract. This includes specific equipment items being installed or removed, the entire vehicle while in the possession of the Contractor, and any other Government property furnished to the Contractor to perform these services.
At the time the vehicle is delivered to the Contractor, the Contractor shall annotate any significant existing damage (scratches, dents, etc.) to the vehicle. The Contractor shall not be liable for such damage but shall be liable for any additional damage caused by the Contractor or occurring while the vehicle is in the possession of the Contractor. Any such significant additional damage shall be corrected to the satisfaction of the Contracting Officer Representative (COR).
8) Inspection and Acceptance
The COR designated to receive each vehicle will inspect the completed work and identify any deficiencies, including any significant or consequential damage to each vehicle caused by, or while in possession of the Contractor.
Contractor shall correct such deficiencies on the spot, when possible, and in all cases, as promptly as practicable. The COR shall promptly indicate acceptance or rejection of completed work.
The COR and the Contractor shall arrange a specific time for inspection of the completed vehicles. The warranty period shall commence at the time each vehicle is accepted.
9) Warranty
Keeping vehicles on the road and performing to their maximum ability is crucial to the Safety of our employees. The contractor shall provide in writing, warranty on the installation of the equipment and provide an on-site technician for repairs. Finished vehicles which the warranty applies to will be located at Forest Service duty stations throughout Arizona and New Mexico. It is preferred that the Contractor have warranty facilities located in Albuquerque New Mexico and Phoenix Arizona. The Contractor upon award will be provided with information in regard to the location in which state each vehicle will reside.
a) In the event that a warranty issue arises, the COR shall promptly notify the
Contractor, via email, identifying the vehicle and the particular deficiency. Once notified, the contractor shall promptly respond by scheduling a time for the vehicle to be inspected and corrected.
b) Accomplish all work in a professional and workmanship like manner at no additional cost to the Government.
c) Warranty response time shall be coordinated between the COR and the Contractor.
d) Depending on the magnitude of warranty repair to be made, Contractor shall notify the COR and advise whether:
i) Repair will be made at designated FS location, or
ii) Repair will be performed at the Contractor’s work location
e) Warranty repairs shall be made, and vehicle returned to the FS at a mutually agreed upon time between the COR and the Contractor.
f) When warranty repair work is performed, a new warranty period of not less than 30 days shall begin for the affected item(s).
g) The need for the Contractor to respond to warranty claims and perform warranty repairs shall not be an allowable reason for the Contractor to fail to complete other work on time under the terms of this contract.

Law Enforcement and Investigations Marked Sport Utility Vehicle
Vehicle Upfit Sheet
The goal of the upfit is to provide a safe and effective patrol vehicle with 360 degree lighting, weapon security, prisoner transport security, computer/tablet workspace, and other needed conveniences to accommodate the majority of our patrol officers.
Wiring System
1. Modular universal power distribution center: Provides connections to all emergency warning/lighting system, radio communication, and auxiliary electrical components while providing full battery protection. The timer will be set to 1hr. This shall include a wiring harness that is fully wrapped with a protective wire wrap that protects against abrading and the harness is properly secured to prevent unnecessary movement. The harness connectors should be welded with no crimp connectors.
2. Mobile Radio wire harness: Government furnished equipment. Installation of Forest Service radios. A Motorola APX mobile dual band radio, and if applicable, Bendix King wiring harnesses will be provided by the LEI representative. These radio wiring harnesses shall be incorporated into the installer’s proprietary modular wiring harness assuring proper power delivery to unit and battery protection. Antennas for all radios/frequencies will be installed with wires left in place within console. This all needs to be confirmed to match/integrate with our Motorola contact.
The handheld radio microphone will be mounted on the driver side of the console facing upward with a magnetic mount.
Emergency Lighting
Light bar lighting, Law Enforcement Officer
3. Roof mounted light bar: A 42”-53” LED light bar, dual color red/white and blue/white, Whelen Legacy II/Federal Signal Integrity or similar, capable of 360 degree lighting with roof mount or cargo rack mounts, installed on the roof of the vehicle, with directional feature.
OR
Light bar lighting, Patrol Captain and Patrol Commander
4. Interior mounted visor light bar: Install a Whelen Inner Edge light bar or equivalent full-length red/blue/white LED. White LEDs should be programmed with light and siren control to be used as take-down lights.
Front lighting
5. Wig-wag lighting function: Wig-wag module function should be installed with high beam override and switched to operate on Position 3 only on the light and siren control unit. Add a vehicle computer isolation unit, if required per vehicle manufacturer. This option does not work at night on Dodge/Chrysler due to daytime running lights. Inserts are usually installed in the bands underneath, if space allows on Dodge/Chrysler and GM products.
AND/OR
Grill mounted lighting: If the vehicle will not accept inserts or the wig-wag function in the head light/high beam light assembly, use a LED dual color light bar along with a flasher module mounted in the grill. Configuration should be red/white with the white in the center of the grill on the driver’s side and blue/white with white in the center of the grill on the passenger side to create a wig-wag function. This should operate on the position(s) listed in the light and siren control unit section. A solid burn option with button on the light and siren control unit should be included for take downs or scene lighting. Two 18 LED minimum
Rear lighting
6. Rear taillight assembly: Install white LED units, one in each side of the top red lens of the vehicle taillight assembly and blue LED units in each side of the clear lens backup lights in the taillight assembly. All should have a variable flash pattern. This should operate on the position listed in the light and siren control unit section.
7. Rear hatch mounted LED light bar: Install a single interior red/blue LED unit, minimum 12 LEDs, mounted to the top of rear hatch door. When rear hatch is opened light is turned off. Rear slide windows on some trucks interfere with center mounting and must be mounted to either side.
Side lighting
8. Side mounted LED lights: Install red/blue surface mounted LED on the front and rear quarter panel of each side of the vehicle. This should operate on the position listed in the light and siren control unit section.
OR
a. Rear side window mounted interior LED lights: A red/blue LED light will be mounted in the upper portion of the rear side cargo windows of SUV or backseat side windows of truck.
AND
b. Brush guard mounted side LED lights: A red/blue surface mounted LED light will be mounted on the outside facing portion of the brush guard, if installed.
9. Driver’s side A-pillar mounted spotlight: Unity or equivalent.
Interior Equipment
10. Light and siren control unit: Control unit matching light-bar manufacturer will have a timed audible alert to notify user that any functions are activated, and three stage slide type light control for light and siren operation, and individual button operations (NOTE: All programming will need to meet specific state law requirements. The functions below will require some more work.)
Slide Switch Position 1 – Rear light bar red/blue flashers and all rear LED and taillights. This will include inside rear LED flashing slim light.
Slide Switch Position 2 – All Position 1 functions, PLUS, front light bar, center/grill LED red/blue flashing lights.
Slide Switch Position 3 – All Position 1 and 2 functions, PLUS, front LED flashing red/blue oscillating and intersection sweep lights (is this a light bar functions?), siren, and headlight flasher wig-wags or corner strobes, and all side lighting. The siren, if selected by user, will be programmed to be operated independently. User will be able to activate hi-Lo, wail, or yelp as needed by pressing one of three tone programmed buttons. Horn Ring Scroll feature will be enabled and wired to change audible siren sound when the vehicle horn is tapped. Park Kill feature will be enabled to deactivate the siren when the vehicle is shifted into park.
Driver Door Open Kill feature will be enabled to deactivate the siren when the driver’s door is open.
Handheld PA microphone will be mounted on the passenger side of the console facing upward with a magnetic mount.
One touch programmable button style control position function:
Button one – Left Alley Button two – Right Alley Button three –Take-down front clear steady light Button four – Headlight flasher wig-wags or front corner strobes and front red/blue grill lights Button five – Flashing light bar LED rear center flashing lights Button six – Spotlight (if needed)
Button seven – Grill take-down lights Button eight – Directional rear traffic advisor lighting will be enabled if possible
11. 100-watt speaker/siren: A 100-watt speaker with bracket included will be mounted underneath the hood in the front portion of the engine compartment out of sight and protected from dirt and mud. FS radio will be wired to allow radio broadcast to be received from speaker at officer's option. PA system operated by remote handheld siren/light control will be wired for operation through siren speaker.
12. Security transport partition: Setina or equivalent single prisoner or multiple prisoner transport cage, as selected on the build sheet. A full lower extension panel will be mounted and both rear door window areas will have metal mesh screens over them. The door screens shall not interfere with up and down operations of window capabilities. The cage and panels MUST protect the officer from suspect reaching around any partitions. Plexiglas panels shall NOT be installed with Velcro or snaps.
13. Long gun mounts and locks: Weiser WEI-004 or equivalent. Dual rail or single rail weapons rack, as negotiated by the LEI representative, mounted to the partition wall with dual SC-5 handcuff keyed locks. Gun rack must accommodate optics light systems, shotguns with extended magazine tubes, extended fore-end and tactical stocks. Rifle mounted on driver side, shotgun mounted on passenger side. Locks MUST properly fit both weapons prior to leaving vendor. One switch will operate both locks with key opening ability. Switch to be wired to the ignition with a 10 sec delay timer and will operate on the ACC or ON position. Switch will NOT be wired to a hot wire. Switch will be hidden and located on the rear area of console.
14. Security cargo barrier (SUV only): Setina (part # 12-VS), or equivalent rear security partition cargo barrier with expanded metal screen and expanded metal or Plexiglas panels on each side installed behind rear passenger seats. Plexiglas panels shall NOT be installed with Velcro or snaps.
15. Center console: Troy Product console or equivalent extra wide console 20”. Can be 16” to 21” model incorporating a slight upward slant in the forward portion used to best accommodate the officers’ specific needs. Instrument console shall be of metal construction with floor mounts and universal face- plates, and include face plates to match the radio models, double drink cup holder. Two 12-volt DC power outlet and two dual USB outlets will be incorporated in one faceplate.
16. Portable printer: Install Government supplied equipment, portable printer in the arm rest portion of the console.
17. Dome lights: Dome lights will be mounted above the center console and in the rear cargo area.
All two lights will be user switchable from red or white light.
18. Rechargeable flashlight mount and light: Install a Streamlight Stinger LED rechargeable flashlight charger and flashlight at LOCATION.
19. Wireless cellular antenna: Wilson Electronics/weBoost cellular signal booster, or equivalent, external antenna, and universal size smart phone holder. The kit includes amplifier and low-profile interior antenna. The amplifier and all wiring shall be concealed and should be powered through the vehicle ignition. Install the universal size smart phone holder with location and style/brand negotiated by LEI or FS representative. A low-profile roof antenna will be installed in the roof in an area to not interfere with lighting or mobile radio antennas and will be a type similar to the AP- Cell/LTE/5G/Wi-Fi by Antenna Plus.
20. Motorola portable radio charger: Install portable radio charger wiring harness for Government supplied equipment radio charger. Install the charger on the passenger side front portion of the console near the floor of the vehicle.
21. Fire extinguisher 5lb unit: Amerex (part number A500), or equivalent five-pound UL rating 3A40Bc multi-purpose dry chemical. Mounted in rear storage area where practical.
22. Window tint: All windows will be tinted to FS specifications and a final decision will be made by an FS representative when vehicles arrive.
Theft Protection
23. Secure Idle System/Idle Stop or equivalent: Install secure idle switch manufactured by Secure- Idle, Inc./Idle Stop, or equivalent, if available. The operator should be able to put the vehicle in park, push the button on the Secure-Idle system on the dashboard accessible from the driver's seat, turn the ignition off and remove the key while the vehicle's engine keeps running. Engine should stop running if someone attempts to drive vehicle without the ignition key. To deactivate, insert the key and turn the ignition to the on position. Vehicle accessories such as air conditioning must remain functional while this feature is being used. Mount the button on the left of the steering column below the instrument panel in front of the driver’s left knee.
24. Vault gun storage: Install a Truck Vault or equivalent model, single/multiple drawer lockable gun vault in the rear cargo compartment of the SUV.
Exterior Law Enforcement marking
25. Decals: Application of decal package and door shield (per FSM 5380). See attached Forest Service Law Enforcement and Investigations Marked Vehicle Specifications for marking according to the Decal Kit selection. Decals shall be ordered from Decal Details, Kim Wood, 3350 Meridian Drive, Redding, CA 96002, (530) 722-0242, kim@decaldetails.com
K9 Equipment
26. Dog and single prisoner transport cage combination: Install 1/3 inmate, 2/3 K-9 unit transport system K9 Cruise Eze with kennel fan or equivalent. Which will include ALL security partition/cages. When unit is installed make sure access door is easily accessed by handler from the inside of the vehicle. Dog cage will be powder coated to prevent oxidation and ease of cleaning.
27. Dog door opener and cooling system: RayAllen Manufacturing; F-3 series with pager system and heat alert or equivalent. Left or right door to be determined by LEI representative.
Optional Equipment:
28. Suspension leveling spacer kit: Contractor will install aftermarket suspension spacer level kit minimum 2” front and minimum 1.25” rear. Spacers will be made of metal. Kit will be OEM certified. This option is reserved for SUV’s and ½-ton trucks not received with appropriate clearance for National Forest System roads.
29. Brush guard with headlight wrap: Install a bumper mounted fully secured brush guard with full headlight wrap on the front bumper of SUV or truck.
30. Heavy replacement bumper and winch: Install a heavy-duty replacement bumper that meets OEM specifications for the weight of the vehicle that includes a 10-12,000 pound winch with nylon rope.
Deletions from stock vehicle
31. REMOVE the black plastic valance underneath front bumper. Need will be determined by FS representative.

Gun rack must accommodate optics light systems, shotguns with extended magazine tubes, extended fore-end and tactical stocks. Rifle mounted on driver side, shotgun mounted on passenger side. Locks MUST properly fit both weapons prior to leaving vendor. One switch will operate both locks with key opening ability. Switch to be wired to the ignition with a 10 sec delay timer and will operate on the ACC or ON position. Switch will NOT be wired to a hot wire. Switch will be hidden and located on the rear area of console.
13. Center console Troy Product console or equivalent extra wide console. Can be 16” to 21” model incorporating a slight upward slant in the forward portion used to best accommodate the officers’ specific needs. Instrument console shall be of metal construction with floor mounts and universal face- plates, and include face plates to match the radio models, double drink cup holder, side pocket capable of holding a full-size folder. Two 12-volt DC power outlet and two dual USB outlets will be incorporated in one faceplate.
14. Portable printer: Install Government supplied equipment (Brother Pocket Jet 7) portable printer in the arm rest portion of the console.
15. Dome lights: Dome lights will be mounted above the center console, lights will be user switchable from red or white light.
16. Rechargeable flashlight mount and light: Install a Streamlight Stinger LED rechargeable flashlight charger and flashlight at location to be determined by LE representative.
17. Wireless cellular antenna: Wilson Electronics/weBoost cellular signal booster, or equivalent, profile interior antenna. The amplifier and all wiring shall be concealed and should be powered through the vehicle ignition. Install the universal size smart phone holder with location and style/brand negotiated by LEI or FS representative. A low-profile roof antenna will be installed
18. Motorola portable radio charger: Install portable radio charger wiring harness for Government supplied equipment radio charger. Install the charger on the passenger side front portion of the console near the floor of the vehicle.
19. Fire extinguisher 5lb unit Amerex (part number A500), or equivalent five-pound UL rating
20. Window tint: All windows will be tinted to FS specifications and a final decision will be made by
21. Secure Idle System/Idle Stop or equivalent: Install secure idle switch manufactured by Secure- Idle, Inc./Idle Stop, or equivalent, if available. The operator should be able to put the vehicle in park, push the button on the Secure-Idle system on the dashboard accessible from the driver's seat, turn the ignition off and remove the key while the vehicle's engine keeps running. Engine should stop running if someone attempts to drive vehicle without the ignition key. To deactivate, insert the key and turn the ignition to the on position. Vehicle accessories such as air conditioning must remain functional while this feature is being used. Mount the button on the left of the steering column below the instrument panel in front of the driver’s left knee.
Exterior Law Enforcement marking
22. Decals: Application of decal package and door shield (per FSM 5380). See attached Forest Service Law Enforcement and Investigations Marked Vehicle Specifications for marking according to the Decal Kit selection. K9 Equipment
23. Dog and single prisoner transport cage combination: Install 1/3 inmate, 2/3 K-9 unit transport system K9 Cruise Eze with kennel fan or equivalent. Which will include ALL security partition/cages. When unit is installed make sure access door is easily accessed by handler from the inside of the vehicle. Dog cage will be powder coated to prevent oxidation and ease of cleaning.
24. Dog door opener and cooling system: RayAllen Manufacturing; F-3 series with pager system and heat alert or equivalent. Left or right door to be determined by LEI representative.

Unmarked Sport Utility Vehicle and Truck
Wiring System
1. Modular universal power distribution center: Provides connections to all emergency warning/lighting system, radio communication, and auxiliary electrical components while providing full battery protection. The timer will be set to 1hr. This shall include a wiring that is fully wrapped with a protective wire wrap that protects against abrading and the harness is properly secured to prevent unnecessary movement. The harness connectors should be welded with no crimp connectors.
2. Mobile Radio Wire Harness: Government Furnished Equipment: Installation of Forest Service radios. A Motorola APX mobile dual band radio, and if applicable, a Bendix King radio wiring harnesses will be provided by the LEI representative. These radio wiring harnesses shall be incorporated into the installer’s proprietary modular wiring harness assuring proper power delivery to unit and battery protection. Antennas for all radios/frequencies will be installed with wires left in place within console. This all needs to be confirmed to match/integrate with our Motorola contact.
The handheld radio microphone will be mounted on the lower driver side of the OEM console
Light bar lighting
3. Interior mounted visor light bar: Install a Whelen Inner Edge light bar or equivalent half/full-length red/blue/white LED. White LEDs should be programmed with light and siren control to be used as take-down lights.
Front lighting
4. Wig-wag lighting function: Wig-wag module function should be installed with high beam override and switched to operate on Position 3 only on the light and siren control unit. Add a vehicle computer isolation unit, if required per vehicle manufacturer. This option does not work at night on Dodge/Chrysler due to daytime running lights. Inserts are usually installed in the bands underneath, if space allows on Dodge/Chrysler and GM products.
AND/OR
Grill mounted lighting: If the vehicle will not accept inserts or the wig-wag function in the head light/high beam light assembly, use a LED dual color light bar along with a flasher module mounted in the grill. Configuration should be red/white with the white in the center of the grill on the driver’s side and blue/white with white in the center of the grill on the passenger side to create a wig-wag function. This should operate on the position(s) listed in the light and siren control unit section. A solid burn option with button on the light and siren control unit to illuminate the white lights should be included for take downs or scene lighting.
Rear lighting
5. Rear taillight assembly: Install white LED units, one in each side of the top red lens of the vehicle taillight assembly and blue LED units in each side of the clear lens backup lights in the listed in the light and siren control unit section.
6. Rear deck lid or rear truck topper camper shell lid mounted LED light bar: Install a single interior red/blue LED unit, minimum 12 LEDs, mounted to the top of rear hatch door. When rear hatch is opened light is turned off.
Side lighting
7. Rear side window mounted interior LED lights: A red/blue LED light will be mounted in the upper portion of the rear side cargo windows of SUV or backseat side window of truck.
AND/OR if installed
Brush guard mounted side LED lights: A red/blue surface mounted LED light will be mounted on the outside facing portion of the brush guard, if installed.
Interior Equipment
8. Light and siren control unit with handheld controller: Control unit matching light-bar manufacturer will have a timed audible alert to notify user that any functions are activated, and three stage slide type light control for light and siren operation, and individual button operations. All other components will be concealed out of sight, typically under rear seat near the radio control unit. In the case with trucks having storage under the rear seat, equipment maybe concealed under front seats. (NOTE: All programming will need to meet specific state law requirements. The functions below will require some more work.)
Slide Switch Position 1 – All rear LED and taillights.
Slide Switch Position 2 – All Position 1 functions, PLUS, front visor light bar, center/grill LED
Slide Switch Position 3 – All Position 1 and 2 functions, PLUS, all remaining lights, siren, and headlight flasher wig-wags or corner strobes, and all side lighting. The siren, if selected by user, will be programmed to be operated independently. User will be able to activate hi-Lo, wail, or yelp as needed by pressing one of three tone programmed buttons. Horn Ring Scroll feature will be enabled and wired to change audible siren sound when the vehicle horn is tapped. Park Kill feature will be enabled to deactivate the siren when the vehicle is shifted into park. Driver Door Open Kill feature will be enabled to deactivate the siren when the driver’s door is open.
Button two – Right Alley Button three –Take-down front clear steady light Button four – Headlight flasher wig-wags or front corner strobes and front red/blue grill lights Button five – Flashing light bar LED rear center flashing lights Button six – Spotlight (if needed)

(a) Definitions.
Common parent, as used in this provision, means that corporate entity that owns or controls an affiliated group of corporations that files its Federal income tax returns on a consolidated basis, and of which the offeror is a member.
Taxpayer Identification Number (TIN), as used in this provision, means the number required by the Internal Revenue Service (IRS) to be used by the offeror in reporting income tax and other returns. The TIN may be either a Social Security Number or an Employer Identification Number.
(b) All offerors must submit the information required in paragraphs (d) through (f) of this provision to comply with debt collection requirements of 31 U.S.C. 7701(c) and 3325(d), reporting requirements of 26 U.S.C. 6041, 6041A, and 6050M, and implementing regulations issued by the IRS.
