This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, in conjunction with Part 13.5 Simplified Procedures for Certain Commercial

Products and Commercial Services, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS

SOLICITATION WILL NOT BE AVAILABLE.

The RFQ number is N4215823QS016. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-01 effective 12/30/2022, and DFARS Change Notice 03/01/2023 effective 03/01/2023. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS Code is 611699 and the Small Business Standard is 14.5 (millions of dollars). The Product Service Code is U014.

The proposed contract action is for commercial supplies for which the Government intends to solicit as Service-

Diasbled Veteran-Owned Small Business (SDVOSB) Set-Aside. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This posting is a request for competitive quotes. All quotations received by the closing response date may be considered by the Government. A subcontracting plan is required from large contractors.

This announcement will close on 27 March 2023 at 10:00 AM Eastern Standard Time.

Shipping term shall be FOB Destination; therefore, quote SHALL include shipping cost.

To be considered for this opportunity, all quotes shall be submitted in either Microsoft Word, Excel spreadsheet or

Adobe PDF. Quote must include price(s), FOB Destination, a point of contact, name and phone number, business size, and payment terms. Quote must include signed vendor certification (attachment 2). An award will be made based on Lowest Price Technically Acceptable (LPTA). Each quote must clearly indicate the capability of the vendor to meet all specifications and requirements in the SOW. Responses to this solicitation are due by 10:00am

STATEMENT OF WORK

1.0 INTRODUCTION

The scope of this order is to provide the necessary equipment, subject matter experts, and training of the tasks described herein.

2.0 PERIOD OF PERFORMANCE

Date and time will be determined based on the contractor’s ability to establish a schedule after a request for training is submitted. Initial training services are required to be performed in April- 2023, with a start date of 3 April 2023 and a required completion date of 31 August 2023. Contractor must be capable of providing training services within

30 days of request.

3.0 HOURS OF OPERATION

Work shall be full time during the government's regular business hours, to include weekends, between the hours of

7:30 AM and 4:00 PM (except Federal holidays). The contractor is not required to provide services on Federal holidays. The Federal holidays are Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day, New Year’s

Day, Martin Luther King, Jr. Day, Presidents Day, Memorial Day, Independence Day, Labor Day and Juneteenth.

4.0 PLACE OF PERFORMANCE

The place of performance will take place at contractor provided live-fire range and training facility.

5.0 SECURITY CLEARANCE

The contractor shall comply with all applicable DOD security regulations and procedures during the performance of this order. Contractor shall not disclose and must safeguard procurement sensitive information, computer systems and data, privacy act data, and government personnel work products, which are obtained or generated in the performance of this order.

6.0 GOVERNMENT FURNISHED PROPERTY/ SERVICES:

The Government activity will provide adequate training/working space, all equipment as required, portable toilet facilities and expendable operating supplies, except ammunition or other weapon related supplies, for the duration of this order. The Government will also provide adequate medical support. The contractor shall maintain the assigned space in a neat and orderly manner. Contractor shall only use government/contractor-furnished facilities;

government/contractor equipment, and supplies to accomplish the tasks required under this order. Personal or company use of phones, utilities, computers, printers, copiers, etc. not directly related to required services is strictly prohibited. Contractor shall not remove any government-furnished equipment or supplies from the Government compound without the express written permission of the Director of the department or his/her designated representative. NNSY will provide the contractor with all of the information needed for project performance including desired formats and samples. Information will be provided to the contractor in Microsoft Office formats.

7.0 STATEMENT OF WORK TASKS:

7.1 SCOPE

Contractor services to provide training evolution of military and civilian guard forces assigned to stand post in sensitive areas within the Controlled Industrial Area (CIA) of NNSY, Portsmouth, VA. The training shall improve tactics and procedures when confronting aggressors capable of doing harm on the installation. The training shall be performed utilizing classroom format training and tactical scenario based training exercises, using the Simunition®

FX® training equipment and Simunition® FX® marking cartridges, or other tactical equipment and weapon systems approved by NNSY. The tactical training equipment will be utilized by both student and aggressors to provide an accurate and up-to-date realistic tactical scenario based training environment. To meet the necessary training requirements as set forth by NAVSEA, the tactical scenario based training courses of instruction will also include tactical training in hostage situations, containment of intruders, and searching for and recognizing bombs and

Improvised Explosive Devices (IED’s). Additionally, contractor to be capable of providing live-fire weapons training and ammunition for all weapons listed herein at a range facility within one (1) hour drive of NNSY. The training facility must be within the local commuting area that consist of a 50 mile radius of residence and official station. Training locations outside of said area requires orders to be issued for each student. Live fire shall be used to familiarize students with the true and accurate capability and effects of the weapon systems.

Tactical Scenario Based Training:

Contractor shall provide the following for Tactical Scenario Based Training:

All weapon systems consisting of M-16 carbine rifle or variant, M-500 Mossberg Shotgun, and M-18 pistol. There shall be enough weapons provided to accommodate 20 students per class. All weapon systems used for tactical scenario based training will be permanently modified for training so that they will not accept live ammunition.

Provide tactical and live fire training for up to 120 students with a maximum class size of 20. Each class must be limited to four days with two days tactical scenario based training/simulations and two days of live fire.

Provide weapon holsters, belts, slings, magazine pouches, etc. to support each type of weapon system.

Provide all the tactical equipment, to include non-lethal marking rounds, and protective equipment such as a protective mask as well as a throat and groin protector.

Provide Tactical Scenario Based Course Completion Certificates to each student who successfully completes training.

Live Fire Training (If conducted):

Contractor shall provide the following if live fire training is conducted:

Firing range facility within 1 hour of NNSY.

Provide all weapon systems and ammunition for live fire training to accommodate 20 students per class.

Weapons used for live fire training must be separate from the weapons used for ESS training. The weapons shall consist of M-16 rifle or variant with 240 rounds per student, M-500 Mossberg Shotgun with 120 rounds bird/buck shot and 20 slugs per student, M-240 machine gun with 500 rounds per student (when requested), and M-18 pistol with 240 rounds per student.

Provide weapon holsters, belts, slings, magazine pouches, etc. to support each type of weapon system.

Range Safety Officials and training cadre.

Provide Personal Protective Equipment (PPE) to include ear plugs, eye protection, knee pads and elbow pads, etc. to support each students training and any other training where specific PPE is required.

Course completion certificate for each student provided to NNSY at the completion of all portions of training.

Safety Equipment:

Contractor shall provide safety equipment including elbow and kneepads, hearing protection, and safety glasses. In additions, contractor shall provide a daily safety briefing.

A safety inspection of the entire training facility will be conducted prior to commencing of the training. Contractor will provide a certified Range Safety Officer.

Training Cadre:

Contractor will provide the following personnel:

Provide Subject Matter Experts to instruct up to 120 students (maximum class size of 20 students) in classroom and Force on Force scenario based tactical training. Each class must be limited to a maximum of four (4) training days. The training will consist of using the approved tactical training equipment to meet

NAVSEA requirements, and shall provide required safety brief prior to commencing training.

Provide Armorer(s), vehicle for weapons transport, and sufficient security for weapons. The Armorer shall have sufficient training to maintain all weapons and approved tactical equipment, or other approved weapon system, in good working order for the entire training cycle.

Provide necessary controllers/monitors who will work with the Command provided monitors.

Provide necessary aggressors to act as the Opposition Force (OPFOR) during all stages of the Force on

Force training.

Range Safety Officers (RSO). RSO’s must be certified to instruct and operate a life fire weapons range.

Government Responsibilities:

Norfolk Naval Shipyard will not provide any training facilities or accommodations.

DELIVERY DATE

Delivery is due at least one (1) day prior to training, so that the contractor can set up the classroom/training area to meet their specific needs for the training course.

First required training will commence 3 April 2023 with required completion of training by 31 August 2023.

Additional training sessions will be scheduled as required.
