Combined Synopsis/Solicitation Request for Quotation Number: 1333ND20QNB640414 Subject: Materials Screening and Microdissection Optical Components for the Olympus IX83 Microscope
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED UNDER THE AUTHORITY OF FAR PART 13 SIMPLIFIED ACQUISITION PROCEDURES.
This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-08 effective July 14, 2020.
The associated North American Industrial Classification System (NAICS) code for this procurement is 333314 with a small business size standard of 500 employees. This acquisition is being procured as a 100% Service-Disabled Veteran Owned Small Business Set-Aside.
Responsible Service-Disabled Veteran Owned Small Business concerns may submit a firm fixed-price quotation for the items defined herein in accordance with (IAW) the specifications included in this Combined Synopsis/Solicitation
(CS/S).
BRAND NAME ONLY – OLYMPUS AMERICA, INC.
The Material Measurement Laboratory's Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. MMRG needs to procure additional Olympus America Inc., Scientific Solutions Group ("Olympus") optical components for an automated materials screening and microdissection platform.
This equipment upgrade is to perform microscopic detection and isolation of materials of interest with user supplied optics and ancillary components which must be fully compatible with Olympus microscopes to yield optimal imaging characteristics with respect to optical aberrations (objectives and inter-scope optics), spectral coverage (light sources), and color correction. Pin-to-pin compatibility with optical design (color correction and system magnification) and other optomechanical elements are essential to keep the system matched/tuned and to maintain a high level of detection efficiency.
Accordingly, given that all upgrade components must be fully compatible with the Olympus IX83 microscope, BRAND NAME ONLY Olympus America, Inc. parts can fulfill the Government’s need. No other source for the supplies will satisfy agency requirements.
All components must be new. Used or remanufactured components will not be considered for award.
Materials Screening and Microdissection Optical Components for an Olympus IX83 Microscope
I. BACKGROUND
The National Institute of Standards and Technology’s (NIST) Material Measurement Laboratory’s Microscopy and Microanalysis Research Group (MMRG) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films.
II. SCOPE
To meet mission requirements; the MMRG needs to procure additional optical components for an automated materials screening and microdissection platform to perform microscopic detection and isolation of materials of interest with user supplied optics and ancillary components. Pursuant to this application, the screening and microdissection platform components must be fully compatible with Olympus microscopes to yield optimal imaging characteristics with respect to optical aberrations (objectives and inter-scope optics), spectral coverage (light sources), and color correction. Pin-to-pin compatibility with optical design (color correction and system magnification) and other optomechanical elements are essential to keep the system matched/tuned and to maintain a high level of detection efficiency. Deviation from these items could result in a reduced level of collection efficiency, frequency agility and/or a total failure of the imaging platform. To maintain performance and interoperability across this system and current systems, MMRG requires an upgrade to the existing optical and optomechanical components of the MMI platform which is based on the Olympus IX83 microscope.
III. SPECIFICATIONS
The Contractor shall provide the following components to support an optical and optomechanical upgrade for MMRG’s existing Olympus IX83 Microscope:
A. Five (5) each of SZX2-ZB16; SZX16 stereo zoom body, 0.7-11.5X, zoom ratio of 16.4:1 B. Five (5) each of 5-SX800; ZX2-RFA16, SZX16 fluorescence illuminator ILL with five position filter turret.
C. Five (5) each of 1-SX965; SDFPLAPO1.6XPF; 1.6X Objective for SZX16, NA .24 D. Five (5) each of 1-SX970; SDFPLAPO2XPF, 2X Objective for SZX16, NA .30 E. Five (5) each of S-X424; SZX2-LTTR Ergonomic long tilting trinocular for SZX7/10/16 F. Ten (10) each of 2-S110H; 2WHSZ10X-H, eyepiece 10x with ESD capability, FN22, focusable.
G. Five (5) each of S-X420; SZX2-ILLTQ, Quad position LED transmitted illumination base for SZX2/SZ2/MVX10 H. IV. DELIVERY
The Contractor shall deliver the components to:
NIST, 100 Bureau Drive, Building 301; Gaithersburg, Maryland 20899
Normal duty hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. with the exception of Federal Holidays.
Deliverables Due Date
Optical Components listed in III. A through P. Within 120 days after award of this requirement.
V. INSTALLATION, TESTING, AND ACCEPTANCE
Upon the reopening of NIST Campus in Gaithersburg, the Government will complete installation, testing, and acceptance of the upgrade components in accordance with Section III Specifications within 30 days of delivery.
VI. WARRANTY
The Contractor shall provide, at a minimum, a one-year warranty that shall cover all non-consumable parts, labor and shipping costs. The warranty shall commence upon acceptance date by NIST. Should any deficiencies be noted prior to final acceptance, the Contractor will be notified and provided the opportunity to correct all deficiencies, at their expense, in accordance with the commercial terms and conditions of the contract. The warranty shall cover at a minimum the following:
a. The complete instrument and associated components;
b. All defects in materials and workmanship;
VII. PERIOD OF PERFORMANCE
The period of performance is within 120 days from date of award.
VIII. PAYMENT SCHEDULE
Unless otherwise mutually agreed upon, the Contractor shall invoice in the aggregate upon receipt and acceptance by the Government of all components A-P shown above under Section III SPECIFICATIONS; partial payments will not be authorized.
IX. EVALUATION CRITERIA AND BASIS FOR AWARD
The Government will award a purchase order resulting from this solicitation to the responsible Quoter whose quotation, conforming to the solicitation, is determined to be the lowest priced, technically acceptable quotation.
Technically acceptable means that the Contractor provides brand name components that meet all specifications defined in the Statement of Work of this combined synopsis/solicitation.
REQUIRED SUBMISSIONS
All Quoters shall submit the following within their quotation:
1) A firm-fixed price, FOB Destination price quotation, which addresses all the Requirements.
The Quoter is encouraged to discount its pricing. If a price discount is offered, identify the percentage of price discount and/or price reduction offered. As a point of reference for price discounts offered, the Quoter shall include a copy of its published pricelist page(s) associated with the item(s) being discounted.
2) One electronic copy of technical description and/or product literature and warranty details. Quoters shall include the Olympus America manufacturer, make and model of the product, and any associated manufacturer sales literature which clearly conveys all required brand name components are being offered. It is the responsibility of the Quoter to ensure that all specifications are clearly documented;
3) Details of the proposed warranty;
4) The timeline for delivery;
5) This is an Open-Market Combined Synopsis/Solicitation for commercial equipment, as defined herein. The
Government intends to award a Purchase Order resulting from this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows:
a. The Quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.”
OR
b. The Quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:”
Quoter’s shall list exception(s) and rationale for the exception(s)
Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a Quoter submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror’s FSS or GWAC contract, and the statement required above shall be included in the quotation;
7) The Dun and Bradstreet Number (DUNS number) for the Quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.Gov to submit a quote. If the Quoters representations and certifications in sam.gov/SAM/ do not reflect the NAICS governing this solicitation, the Quoter should submit documentation that it is a small business under the NAICS governing this solicitation.
8) The country of manufacture for the quoted components;
DUE DATE FOR QUOTATIONS
All quotations must be submitted via e-mail to Harry Brubaker, Contract Specialist, at harry.brubaker@nist.gov. FAX quotations will not be accepted.
Submission must be received not later than 4:00 p.m. Eastern Time on Thursday, July 30, 2020. A quotation shall be considered received when it is received in the electronic inbox of Harry Brubaker not later than the date and time identified herein.
Only information received on or before the due date and time for receipt of quotations will be considered for award. Any quotation, or part thereof, received after the due date and time for receipt of quotations, will be deemed late and not considered for award.
This solicitation does not commit the Government to pay any costs for the preparation and submission of a quotation.
The Contracting Officer is the only individual who can legally commit and obligate the Government to the expenditure of public funds in connection with this proposed acquisition.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. During a lapse in appropriation, access to Government facilities and resources, including equipment and systems, will be limited to excepted personnel for both Federal employees and Contractor personnel.
