Combined Synopsis/Solicitation
Checkered Flag (CKF) Exercise RTO Support
Tyndall AFB, FL 32403 01 February 2022
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
1. The solicitation number is FA481922R0005 and is hereby issued as a request for quotation
(RFQ);
2. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022‐02.
3. This acquisition is a total small business set‐aside for Service Disabled Veteran Owned Small Business and will be associated with North American Industry Classification System (NAICS) code 611519. The applicable Small Business Size Standard is $16.5M.

5. The contractor shall provide all personnel and supervision necessary to provide qualified support to the 325 OG in their execution of the May 2022 CKF EMS FY22‐2 exercise hosted at Tyndall AFB, FL in accordance with (IAW) Attachment 1, Performance Work Statement (PWS) dated 28 January 2022.
6. Date(s) and place(s) of delivery and acceptance and FOB point are as follows:
a. Exercise Dates: 9 May 2022 – 20 May 2022;
b. Period of Performance: 2 May 2022 – 25 May 2022;
c. Place of Performance: Tyndall AFB, FL 32403;
d. Inspection/Acceptance Terms: Destination/Destination; and
e. Delivery Terms: N/A
7. The provision at FAR 52.212‐1, Instructions to Offerors ‐‐ Commercial, applies to this acquisition.
Addendum to this provision is as follows:
a. Offeror shall include with their offer, the following:
i. The offeror shall submit a staffing plan that details how the contractor intends to accomplish all tasks in accordance with the PWS. The offeror shall identify the number of employees it proposed to accomplish all tasks as well as position titles. The offeror shall provide a schedule it proposes to use to ensure successful accomplishment of the PWS. The offeror shall provide sufficient detail to ensure the USG can evaluate the offeror's plan to accomplish the PWS.
ii. The offeror shall fill in blocks 6 a. and b. of Attachment 2, DD 254. If blocks 7 a. and b. are applicable, these block must be filled in. These Blocks must include the full name of the contractor along with the full address and Commercial and Government Entity Code (CAGE code). The DD 254 must be returned with the offers’ proposal.
iii. The offeror shall provide a price breakdown to allow the Government to fully evaluate the proposed pricing as fair and reasonable. Pricing shall include labor rates, burden rates (e.g.
fringe, overhead, G&A), profit rate, travel expenses, lodging, and meals and incidental rates.
8. The provision at FAR 52.212‐2, Evaluation ‐‐ Commercial Items, applies to this acquisition. In accordance with FAR 52.212‐2(a), the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award will be made using the lowest priced technically acceptable evaluation methodology. The following factors will be used to evaluate offers:
a. Technical
i. Technical Factor: Staffing Plan
The Staffing Plan will be determined acceptable if it identifies adequate staffing in accordance with the PWS requirements including pre‐exercise spin‐up and system certification, during exercise requirements, and collection and tracking of mission data with information turnover to military advisor.
ii. Technical Factor: DD 254
The DD254 will be determined acceptable if or when it passes with security personnel. The level of security required for the contract will be determined based on the PWS.
b. Price
i. The offeror’s price shall be evaluated based on the total proposed pricing for all CLINs.
9. Offeror’s are advised to include a completed copy of the provision at FAR 52.212‐3, Offeror Representations and Certifications ‐‐ Commercial Items, with its offer.
10. The clause at FAR 52.212‐4, Contract Terms and Conditions ‐‐ Commercial Items, applies to this acquisition.
11. The clause at FAR 52.212‐5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ‐‐ Commercial Items, applies to this acquisition.
