This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued under the authority of FAR Part 13 Simplified Acquisition Procedures. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03 published and effective 02/23/24. The NAICS Code for this opportunity is 334516, Laboratory Instrument Manufacturing , with a small business size standard of 1000 employees.

Offerors must submit all questions concerning this solicitation in writing to ranae.armstrong@nist.gov, no later than three (3) working days prior to the response deadline for the Government to respond prior to the post closing. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract.

System for Award Management (SAM) Registration In accordance with FAR 52.204-7, offerors must be registered in the System for Award Management (www.sam.gov) at the time of quotation submission and shall continue to be registered until time of award, during performance, and through final payment of any resultant contract. Refusal to register shall forfeit award.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services (OCT 2022) (DEVIATION DEC 2022), with its offer. The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

STATEMENT OF WORK

Title: CCD Camera Requesting Lab: National Institute of Standards & Technology Physical Measurement Lab (NIST, PML)

BACKGROUND

NIST requires a high-performance Charge-Coupled Device (CCD) camera for spectroscopic measurements of Extreme Ultraviolet (EUV) photons generated inside the NIST Electron Beam Ion Trap (EBIT). High spectral resolution and low noise levels are required, along with high sensitivity. The CCD camera must be compatible with the ultra-high vacuum of the EBIT.

Purpose: spectroscopic measurements of Extreme Ultraviolet (EUV) photons generated inside the NIST Electron Beam Ion Trap (EBIT).

SCOPE:

The contractor shall deliver a quantity of one (1) Charge-Coupled Device (CCD) camera, inclusive of FOB Destination delivery terms and standard one-year warranty.

BRAND NAME ONLY JUSTIFICATION

NIST requires a high-performance Charge-Coupled Device (CCD) camera for spectroscopic measurements of Extreme Ultraviolet (EUV) photons generated inside the NIST Electron Beam Ion Trap (EBIT). High spectral resolution and low noise levels are required, along with high sensitivity. The CCD camera must be compatible with the ultra-high vacuum of the EBIT. The purpose is to capture spectroscopic measurements of Extreme Ultraviolet (EUV) photons generated inside the NIST Electron Beam Ion Trap (EBIT).

The CCD Camera must meet the following salient characteristics:

1. Quantum Efficiency: ≥ 60% for wavelengths from 2 nm to 13 nm≥ 88% for wavelengths from 13 nm to 30 nm

2. Dark Current with cooling: 0.0002 e-/pixel/s. This is the maximum allowable dark current which can be tolerated.

3. Read Noise: ≤ 2.5 e-.

MINIMUM REQUIREMENTS

The contractor shall submit a firm fixed price offer for each line item identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Line Item 0001:

Description: ANDOR Charge-Coupled Device Camera, Model Newton SO 940, Part #DO940P-BEN (inclusive of accessories required for closed-loop cooling) Quantity: One (1)

A. Technical Specifications

a. High-performance CCD camera for spectroscopy of weak light sources.

b. Must be sensitive in the 2 nm - 30 nm region or broader.

c. Must be windowless to avoid blocking the EUV radiation we are interested in.

d. If the system is not liquid nitrogen cooled, the following water recirculator and chiller unit must be included to reduce camera temperatures:

i. Oasis 160 Ultra Compact Chiller, Part Number ACC-XW-CHIL-160

ii. Re-circulator for enhanced cooling performance, Part Number XW-RECR

iii. 6mm Tubing for ACC-XW-CHIL-160 (2x5m length), Part Number ACC-6MM-TUBING-2X5M.

e. Must be compatible with UHV (<1e-9 Torr) conditions. The interface must have a 6-inch CF100 knife-edge-sealed Conflat flange (rotatable in increments of 11.25 degrees) to attach the camera to our vacuum system, with a mechanical drawing showing the distance from the CF100 conflat to the focal plane of the CCD sensor.

f. Software to operate the detector and cooling system must be included in the package or downloadable from the vendor’s website. The software must be compatible with the latest Microsoft Windows operating system.

g. The electrical power line must be compatible with regular North American 110V single-phase AC outlets.

h. Maximum Pixel Length [µm]: 13.5

i. Maximum Pixel Width [µm]: 13.5

j. Height of Imaging Area [mm]: 7.0 +/- 0.5

k. Width of Imaging Area [mm]: 27.5 +/- 0.5

l. Quantum Efficiency: ≥ 60% for wavelengths from 2 nm to 13 nm ≥ 88% for wavelengths from 13 nm to 30 nm

m. Dark Current with cooling: 0.0002 e-/pixel/s. This is the maximum allowable dark current which can be tolerated.

DELIVERY TERMS

Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 16 weeks ARO. The Contractor shall contact the COR via email and provide a one-month, advance notice of the anticipated delivery for the cryogenic EBIT light source to be prepared for testing.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. SHIPPING REQUIREMENTS

Standard commercial shipping packages.

INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

A visual inspection of the CCD camera system will be performed by the NIST COR to identify surface defects or any form of indication that the CCD camera system was damaged during transport to NIST. NIST personnel will verify equipment operation meets all required technical specifications post-installation. The delivered system will be tested as follows:

Performance Tests

1. The delivered system will be mounted on a grating spectrometer at the NIST EBIT Facility.

2. Well-known spectral lines from the cryogenic EBIT light sources will be observed with the delivered system via the grating spectrometer to ensure all required specifications are met.

3. The full spectral range of the delivered system will be tested by injecting different atomic elements into the cryogenic EBIT light source, including gases like neon, argon and xenon, as well as metallic elements like iron and tungsten.

The Government will test, inspect, and accept or reject the equipment within thirty (30) days after receipt of the equipment. An extended inspection and acceptance period is required because the camera must be mounted onto the cryogenic EBIT light source. The Government reserves the right to conduct quality assurance testing (provided above) to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance has the right to reject all equipment due to defects, damage, and non-conformance to the required technical specifications. NIST will not accept equipment/systems which fail any performance tests.

WARRANTY

The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. Warranty commences upon acceptance of the equipment by the Government.

PAYMENT TERMS

Advance payment is not authorized. The Contractor must invoice in the arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice. Invoices submitted prior to the Government accepting the supply will be rejected by the government.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer.

Required Submissions All Offerors shall submit the following:

1. For evaluation of technical acceptability, the offeror must submit documentation to demonstrate the offered products are the exact models as stated in the Statement of Work.

2. Offeror shall provide a firm fixed-price offer for the following line items.

3. A completed version of all required solicitation provisions (see attached provisions/clauses document – required submissions highlighted in blue). THE BUY AMERICAN ACT PORTION OF THE RFQ MUST BE COMPLETED AND RETURNED WITH THE QUOTATION.

4. Any award resulting from this solicitation will contain the following statement: “The Government’s terms and conditions, identified herein, shall be the prevailing terms and conditions governing this award. In the event of a conflict between the Government’s and contractor’s terms and conditions, the Government’s terms and conditions take precedence.” If the Contractor objects to any of the terms and conditions contained in this solicitation, the contractor shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” [Contractor shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the Contractor to identify in their quote any exceptions to the terms and conditions of the solicitation. If the contractor does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order as prevailing.

5. Offeror shall provide an active UEI # for the System for Award Management (SAM) registration.

Please note that this procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If a contractor submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the contractor’s FSS or GWAC contract, and the statement required above shall be included in the quotation.

Due Date for Quotations All quotations must be submitted via e-mail to Ranae Armstrong, Contract Specialist at RANAE.ARMSTRONG@NIST.GOV. Submission must be received not later than May 13, 2024 4:00 p.m. Eastern Time. A quotation shall be considered received when it is received in the electronic inbox of Ranae Armstrong not later than the date and time identified herein.
