GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial products prepared in accordance with
(IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through:

This procurement is a full and open competition, with a NAICS code of 339113 – Surgical
Appliance and Supplies Manufacturing. The Government intends to award a Firm Fixed Price contract IAW FAR 16.202 to the Quoter that provides the most advantageous price to the
Government, while meeting the Salient Characteristics and adhering to the terms of this solicitation. A single award will be made as a result of the evaluation of the quotes received, to the offer who submits the lowest priced, technically acceptable quote. Please be advised that this RFQ in no manner obligates the Government to award as a result of this solicitation.

REQUIREMENT INFORMATION
DESCRIPTION: 765 ABS/CONF/PKA has a brand name or equal requirement for fifty-seven
(57) Fireline Multi Mission Jumpsuits. The product must be a Fireline Multi Mission Jumpsuit from PGI Safety 6 oz. nomex IIIA- Red- Dual Certified NFPA 1977 & 1951 or equal, as illustrated in Attachment 1 – Product Salient Characteristics. All items must be shipped directly to Lajes Field
- AZORES PORTUGAL. All items must be received within 150 calendar days.
ATTENTION: Commercial shipping is to a remote location. Submission of quote must include shipping costs.

THE FOLLOWING CLAUSES AND PROVISIONS APPLY TO THIS ACQUISITION
Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- Commercial Products and Commercial Services (MAR 2023)
Clarification of language used. This solicitation is a request for quote (RFQ). If appearing in this solicitation, the terms "RFP" shall mean "RFQ", the words "proposal" or "offer" shall mean
"quote," the word "offeror" or “vendor” shall mean "quoter," "contract" shall mean "purchase order" and “item” shall mean “product.”
To ensure timely and equitable award process, interested Quoters must follow the instructions contained herein. Quotes must be complete, self-sufficient and respond directly to the requirements of this solicitation. Quoters are required to meet all solicitation terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factures. Quoters must also acknowledge all amendments. Failure to meet any requirement may result in a quote being ineligible for award.
Price instructions. Quoters shall use the pricing schedule table provided on page 2 of this solicitation to submit their proposed prices. The CLIN unit price and the TOTAL PRICE must be provided in a clear and legible manner. Prices must be submitted in USD; quotes in any other currency will be considered ineligible for award.
Technical instructions. Complete description is included as attachment one (1) to this solicitation.
When presenting quotes, illustrative literature shall be included to enable the Government to evaluate the compliance of the items with the minimum salient characteristics specified in this attachment. Page limit is 5 pages total. The Government is soliciting items based on brand name
Fireline Multi Mission Jumpsuit from PGI Safety 6 oz. nomex IIIA- Red- Dual Certified NFPA
1977 & 1951, however, quotes of other brands will be considered if the item’s description reflects the characteristics and level of quality that will satisfy the Government's needs. Each item must be clearly identified by brand name, if any and make or model number. Descriptive literature shall be used to demonstrate that the items meet the salient physical, functional, and performance characteristics IAW attached Product Salient Characteristics. The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote. There is no page or attachment limit for demonstration of technical capability.
Solicitation questions. Any solicitation questions may be submitted electronically up to 2:00pm local time on Thursday, 31 August 2023. If required, responses to these questions will be publicly posted as an amendment to this solicitation, prior to the quote submission deadline.
Submitting your quote. Quotes must be submitted to the following three email addresses:

It is not the Government’s responsibility to ensure that quotes arrive in a timely manner.
Government will respond to all submissions to acknowledge receipt of quotes. If a response is not received, it is the Firm’s responsibility to contact the CO or the organization inbox provided on page 1 of this solicitation before the submission deadline.
Vendors are cautioned to submit all the information, in the specific format requested. The
Government reserves the right to conduct exchanges with some, all, or none of the vendors. In accordance with FAR 13.106-2(b)(3), the Government is not required to establish a competitive range, conduct discussions, or score quotes.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services
(NOV 2021)
Quotes will be evaluated IAW FAR 13.106, which will be based on price and technical capability.
Price factor. The quoted price will be determined by the total price provided in the pricing schedule. All prices will be determined by multiplying the quantities by the proposed unit price for the CLIN to confirm the extended amount or the total amount.
Technical factor. The vendor shall provide a complete description and specifications of the items included in the quote. The information submitted must be sufficient for the Government to assess the technical capability of these items to fulfill the same or similar end result as the solicited specifications. The technical ratings are below:
ACCEPTABLE Quoted items clearly meet the minimum requirements of the solicitation.
UNACCEPTABLE Quoted items do not clearly meet the minimum requirements of the solicitation.
Award process. The Government intends to award to the lowest priced, technically acceptable vendor. The evaluation process will go as follows:
a) The Government will evaluate all quotes for total price, ranking from lowest to highest total evaluated price.
b) The lowest priced quote will then be evaluated for its technical capability. The quote must receive an acceptable rating in order to be considered for award.
c) If the lowest priced quote is measured unacceptable, the second lowest will be evaluated. This shall continue until a quote with an acceptable technical capability is found; an award will then be awarded if found to be in the best interest of the Government.
