COMBINED SYNOPSIS/SOLICITATION

The National Park Service (NPS) New England Major Acquisition Buying Office (MABO) is issuing a COMBINED SYNOPSIS / SOLICITATION for Marsh-Billings-Rockefeller National Historical Park (MABI), Replace Fire Pump Forest Center Complex.

(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ

Number 140P4323Q0100.

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-08, October 28, 2022.

(iv) This solicitation is being issued as a Total Small Business Set-Aside, under NAICS code

238220 - Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19 million.

(v) See attached 1449, 140P4323Q0100 Replace Fire Pump Forest Center Complex, for description of line items.

(vi) A detailed description of requirements can be found in the attached Scope of Work

(Attachment 1).

(vii) Work described in the SOW is to be accomplished at the Marsh-Billings-Rockefeller

National Historical Park, Vermont. The Period of performance for the purchase order is anticipated to be 150 days, beginning on or around 1 Sep.

(viii) The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (NOV 2021), applies to this acquisition.

(ix) The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial

Services (NOV 2021), applies to this acquisition.

a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Price.

2. Technical Capability: Offerors shall submit with their quote factual documentation of the firm’s ability to meet the specifications, to include written proposed technical approach for the requirement. Offerors shall submit current license from installer. No more than 2 pages for narrative.

3. Past Performance: Offerors shall submit with their proposal a brief description of 3 projects or contracts that they have performed within the last 5 years that are of similar size and scope to this one, including for each contract/project the contact information of the person or entity who hired them.

b. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(x) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror

Representations and Certifications Commercial Items (OCT 2022), with its quote.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions Commercial Items (NOV

2021), applies to this acquisition.

(xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement

Statutes or Executive Orders Commercial Items (OCT 2022) applies to this acquisition.

(xiii) The following additional contract requirements or terms and conditions apply:

Wage Determination: 2015-4139 applies to this solicitation. The most current Wage Determination at time of award will be included in the award.

There are no contract financing or warranty requirements necessary for this requirement. To be awarded a contract, the successful contractor must be registered with the System for Award Management (SAM) for Electronic Funds Transfer and be willing to submit invoices online electronically through the U. S. Department of the Treasury's Invoice Processing Platform system (IPP). The successful offeror must have a valid Tax Identification Number and a valid DUNS Number (DUNS may be obtained through the SAM registration process). Applicable website for registration required to comply with above requirements is:

A Site Visit is neither scheduled nor mandatory.

(xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition.

(xv) The Contractor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes unless another time period is specified in an addendum to the solicitation. All responses must be received no later than August 24, 2023, 1700 EDT.

Contractors must submit quotes to the email address listed below. Only electronic submissions via email will be accepted. When emailing your quote, please note the solicitation number in the subject line.

(xvi) Solicitation Questions: All questions must be submitted in writing no later than

August 17, 2023, 1400 EST. Questions will be answered in writing via amendment to the solicitation.
