Notice to Offeror(s)/Supplier(s): This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Government reserves the right to cancel the solicitation, either before or after the closing date. In the event the Government cancels the solicitation, the Government has no obligation to reimburse an offeror for any costs. The Government has proposed several CLINs for potential vendors to provide quotes for. The Government will evaluate quotes submitted on each CLIN for technical acceptability. A resulting award will be done so on a Lowest Price Technically Acceptable basis.
The 21st Contracting Squadron, Peterson Space Force Base (SFB), intends to award a Firm Fixed Price Purchase Order for the purchase of the Global Knowledge Polaris Discovery Subscription Course# 100785 OR EQUAL. Subscriptions/licenses are to be valid for 12 months after award.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01 (dated 30 Dec 2022), the Defense Federal Acquisition Supplement (dated 30 Dec 2022), and the Air Force Federal Acquisition Supplement (dated 20 Dec 2022).
This effort is being solicited as a 100% small business set-aside under NAICS 611430 – Professional and Management Development Training. The size standard is $15,000,000.00.
Product specifications are provided in the table below. Offerors can submit multiple quotations in the event they can offer access to this product suite, or equivalent, under different circumstances (example GSA schedule vs. Open Market). Regardless of multiple quotations, please indicate open market pricing on your quote if applicable.

- AWS and Microsoft content for both virtual and digital courses must be Authorized vendor materials
- Include Challenge Based lab activities available on demand
- At a minimum content should align to over 50 industry known certifications in the Cloud, CyberSecurity and other related areas
- Include exam vouchers for over 50 known certifications in the
Cloud, CyberSecurity, and other related areas
- Include the Global Knowledge Polaris Accelerate and Polaris
Launch subscriptions OR EQUAL for the duration of 12 months
All training must meet the requirements established under the DoD Cyber Workforce Framework, DoDM 8570.01, and DoDI 8140.02.

FAR Provision 52.212-1, Instructions to Offerors – Commercial Items applies to this acquisition and the following addendum applies:
• Please provide a Firm Fixed Price quote.
• All quotes should include:
1. The solicitation number
2. Quote number
3. Name, address, Unique Entity ID Number, CAGE Code, Business Size and telephone number
4. Please provide a quote that lists delivery platform, subscription course number, description, unit price, and the extended price (if applicable). Quantity, Unit Price, Total Price and any discount terms
5. Include a statement to the extent of agreement with all terms, conditions, and provisions included in the solicitation. Note: Offers that fail to furnish required representations, or information, or reject the terms and conditions of the solicitation will be excluded from consideration.
6. Please provide a 30-day acceptance period for your quote.
7. Acknowledgement of solicitation and any applicable amendments
8. Terms of any express warranty and/or prompt payment discounts.
9. Specify if proposed pricing is open market or otherwise.
10. Pricing must contain all associated costs including any shipping and/or handling fees.

FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS:
The Government will award a contract resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government. The Government will review all quotes for compliance with the RFQ, to include compliance with all instructions, provisions and clauses, and submission dates.
The compliant quotes will then be evaluated using a Lowest Price Technically Acceptable (LPTA) approach in accordance with the following factors:
• Factor 1: Technical
• Factor 2: Price
Technical Acceptability: The Government will evaluate quotes for technical acceptability in the following way:
Verification that quotes include a proposed product solution that meets or exceeds the current performance characteristics listed within CLIN 0001 extended description AND Attachment #1, Requirements.
Definition: Acceptable or Unacceptable.
• Acceptable is defined as the quote clearly meets the requirements of the solicitation (in terms of quantity, product description, and performance specifications).
• Unacceptable is defined as the quote does not clearly meet the requirements of the solicitation
(in terms of quantity, product description, and performance specifications).
AWARD PROCESS:
The Government will first review all quotes for compliance with this solicitation and then order the Offerors from lowest to highest total price. The lowest priced quote will then be evaluated for Factor 1, Technical
Acceptability on acceptable/unacceptable basis. If the lowest priced quote is deemed technically acceptable the evaluation will stop and award will be made. If the lowest priced quote is deemed technically unacceptable no further consideration will be given to that offeror and the next lowest priced quote will then be evaluated. The Government will continue the evaluation process until reaching a technically acceptable quote. Quotes that are technically unacceptable are un-awardable. The Government reserves the right to award without exchanges.
Prior to award, the quoted price of the lowest priced technically acceptable offer will be evaluated for fairness and reasonableness in accordance with FAR 13.106.
Interchanges: The government intends to award a purchase order without interchanges with respective vendors. The Government, however, reserves the right to conduct interchanges if deemed in its best interest.
The Government may conduct interchanges with one, some, none, or all offerors at its discretion.
If the price is determined to be fair and reasonable, the lowest priced responsible Offeror who is technically acceptable will receive the award. The award will be made to that Offeror without further consideration to any other Offerors.
Note: The vendor acknowledges that should the quote terms and conditions and/or agreement conflict with mandatory provisions of the Federal Acquisition Regulation (FAR) and other Federal law applicable to commercial acquisitions, to the extent of such conflict the FAR and Federal law govern and conflicting vendor terms and conditions and/or agreement are unenforceable and are not considered incorporated into any resultant contract.
