Binding Site Optilite Testing System – Cleveland VA Medical Center, Cleveland, OH

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.

This is a request for quote (RFQ) and the solicitation number is 36C25020Q0675. The Government anticipates awarding a firm-fixed price contract resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2005-

101, effective 10/26/2018. The associated NAICS Code is 339113, Surgical Appliance and Supplies

Manufacturing.

The Department of Veterans Affairs, Network Contracting Office 10, is soliciting quotes from VOSB sources to supply the Cleveland VA Medical Center with a new Binding Site Optilite Testing System.

Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information, along with any other documents necessary to support the requirements below.

Quotes are to be provided to Kevin Peeples, Contract Specialist, via email at kevin.peeples@va.gov, no later than Friday, 29 May 2020, by 16:00 PM EST. No telephone calls will be accepted. No submission received after the above-mentioned date and time will be accepted.

SCOPE:

Contractor shall provide all equipment, installation, software, training of end users, and a one year warranty period. All equipment provided must be new.

REQUIREMENTS:

This combined synopsis/solicitation is for Brand Name or equal, items listed in the table below:

Technical Features

The instrumentation shall perform all analyses for the required tests with precision as defined by the 1988 Clinical Laboratory Improvement Act (CLIA) and the Clinical and Laboratory

Standards Institute (CLSI, formerly NCCLS). The system must be able to perform Freelite

Kappa and Freelite lambda, IgG Subclasses (IgG1 – IgG4), and Complement CH50 assays, perform tests with a minimum sample volume of 250µL or less, track and document patient and sample actions.

1. The instrumentation shall have the following basic capabilities (required):

• Central communication and control module with “plug and play” configuration

• Dimensions no large than 40W x 30D x 30H (inches)

• UPS provided by vendor for uninterrupted power supply

• Able to perform Nephelometric and EIA testing

• Walk-away incubation times less than or equal to 1 hour

• Able to deliver less than 250µL of sample

• Precisely scan and track identity, lot numbers, and expiration dates

• Accelerated processing for improved TAT

• Mechanisms to reduce medical waste such as washable probes

• Able to load 50+ samples

• System to reduce handling by the testing personnel

• Easy to use software; friendly software system

• Able to network with one computer system

• Capable of producing multiple Data Reduction graphs, if applicable (example: 4Pt, Point-to

Point, linear regression); if applicable

• Touch screen interface if available

• Auto-dilution and auto-rerun features

• Able to accept multiple sample types

• Able to accept primary and secondary tubes

• Limited hands on maintenance

• Continuous reagent and sample loading

• Level detection

• Accepts barcodes Code 128 and Code 39

2. In addition to the basic capabilities listed above, optional/desirable capabilities may be acquired as indicated below.

• Contractor must provide a timeline for phase delivery for proposed equipment, installation of system and training of operators.

• System must have a mechanism to reduce sample carryover where applicable

Training

The vendor will provide instrument training at the time of equipment installation. This shall include training on the operation of the system, data manipulation, and basic troubleshooting and repair.

System Service/Support

Warranty – maintenance

Service representative(s) shall provide coverage as required with support/service response within one (1) hour of notification and, if necessary, must be able to provide on-site service within 24 hours

Hardware/Software Features:

The instrument shall have:

• UPS (un-interruptible power supply) must be supplied by the vendor. Maintenance and repair at no cost to the government during contract.

• Qualitative and/or Quantitative analysis via the software package

• System software that is user friendly and makes the storage, retrieval, and organization for electronic data generated by the Geenius system files and reports

• Full access to the system components during routine maintenance

• Full view of the instruments critical connections

• Computer with keyboard, Monitor, or Laptop computer, Barcode Reader/Scanner, Printer, and all associated cables and connections

• Operators Manual, electronic and hardcopy

• Procedure Manuals, electronic and hardcopy

• At least one year of Service to include annual Preventative Maintenance, parts, labor, and system repairs/upgrades

Support Features:

The vendor shall provide software upgrades to maintain the integrity of the system and state-of-the-art technology at no additional charge to the Government. These shall be provided as they become commercially available and at the same time as they are being provided to commercial customers.

The vendor shall provide all ancillary support equipment to fully operate the instrumentation as defined in these specifications.

The vendor shall provide a bound version of the procedure and operators manual, CD of their procedure and operators manual or an on-line computer manual in the instrument software. The procedure manual shall be formatted in accordance with current, approved CLSI guidelines.

Ordering/Delivery

When applicable, vendor shall provide parts and/or supplies within 24 hours of order placement or contact with customer support.

EVALUATION CRITERIA/ SUBMISSION OF OFFER:

Evaluation Process: Any award resulting from this solicitation will be completed using the procedures under FAR 13. Offerors will be evaluated utilizing Best Value Determination to the Government. To be considered technically acceptable, offers must be determined by the Government to fully meet or exceed all salient characteristics specified in this solicitation on a pass-fail basis.

Quotes must be good for 60 calendar days after close of this combined synopsis solicitation.
