https://www.acquisition.gov/far/ The NAICS code is 518210 – Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services and the small business standard is $40.0M. The proposed contract action is for products which the government intends to solicit and negotiate a Firm-Fixed-Price contract on a sole source basis under the authority of FAR 13.106-1(b) to the Sterling Computers Corporation.. Only one source has been identified to satisfy the requirement. The proposed contract is for Amazon Web Services for select classes.

STATEMENT OF WORK

United States Naval Academy - Computer Science Department Background The Computer Science Department provides majors in Computer Science and Data Science. These majors require flexible and varied computing environments to allow students to interact with computers in a large variety of ways. The computing load on these environments is bursty - that is, the equipment is used rarely, but when it is used, it is under heavy load, as might be seen the night before a project deadline. This capability is difficult to affordably provide with in-house computing resources, and is instead well-suited for cloud computing, which is paid for on an as-needed basis. In addition, familiarity with cloud computing is an explicit learning objective for the Data Science major, whose graduates will use cloud technologies in the fleet.

Objective The objective of this task is to purchase access to sufficient cloud computing resources to meet this expected need, with options to expand available resources if needed.

Requirements The needs of the various classes are different, with different costs per hour. The below requirements, per semester, per class, are based on pricing out AWS costs for each needed resource specifically for that class, for an estimated number of hours.

Fall Semester (starting August 2025)

SI470, Machine Learning and Data Science: This course is an elective for Computer Science and Cyber Science majors. This course requires access to Amazon Sagemaker and GPUs for training Neural Networks.

SD411, Big Data Computing: This course is a required course for all Data Science majors. It explicitly teaches cloud computing, and also will use it for education on the creation and management of large-scale computing clusters, Hadoop, Pig, distributed databases, and other distributed computing topics.

SI425, Natural Language Processing: This course is an elective for Computer Science and Data Science majors. The course requires access to Amazon Sagemaker and GPU instances for training Neural Networks.

Spring Semester (starting January 2025)

SD312, Machine Learning: This course is a required course for all Data Science majors. It requires access to Amazon Sagemaker and GPU instances for training Neural Networks

IC480, Capstone: This Computer Science course is required for graduation from the Naval Academy, where students perform an end-to-end project using their skills from their major.

Cloud computing allows students to build their needed hardware instances, train ML models, etc.

SD480, Capstone: This Data Science course is that major’s equivalent of IC480.

SI458, High Performance Computing: This Computer Science elective includes programming for accelerators, for which instance types with a variety of different computing resources would be helpful.

POP: 23 August 2024 through 22 August 2025

ADDENDUM TO FAR PROVISION 52.212-2, EVALUATION – COMMERCIAL ITEMS:

a) The Government will award a FFP order resulting from this solicitation to the responsible Quoter whose offer conforming to the solicitation will be most advantageous to the Government, technical, price and other factors considered. The Government will be utilizing FAR part 12 and FAR part 8.4 procedures. The following factors shall be used to evaluate offers:

Technical and Price In order to be considered Acceptable, quoters must receive an acceptable rating for Factor I in its entirety. Unacceptable technical rating will not be further evaluated and will not be considered for award.

Factor 1 – Technical Rating Description

Acceptable
Quote meets the requirements of the solicitation
Unacceptable
Quote does not meet the requirement of the solicitation

The rating table above will be used to determine the technical capability of the quoter.

Factor II – Price The quoters quoted price will be evaluated on the basis of price reasonableness in accordance with FAR 15.404-1(b)(2).

The evaluation may include, but is not limited to the following:

By submitting a quote, the quoter affirms that they are capable of performing and completing the work described in the Solicitation.

The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer.

The Government intends to award a firm-fixed priced purchase order to the responsible quoter whose quote represents the best value after evaluation in accordance with the factors in the solicitation.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
