Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal
Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial
Items,” as supplemented with additional information included in this notice. This announcement and attachment constitutes the only solicitation; quotations are being requested, this solicitation is a request for quotations (RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular
2022-05.
The associated North American Industrial Classification System (NAICS) code for this procurement is 561720, with a small business size standard of 18 million.
All interested companies shall provide quotation(s) for the following:
Services:
The United States Department of Agriculture (USDA), Forest Service (FS), The Dixie National Forest, Cedar City Ranger
District, Supervisor’s Office, is in need of Janitorial Services. The purpose of this contract is to provide for janitorial services in Government-owned buildings, in strict compliance with the terms, specifications, conditions and provisions contained herein. The Contractor shall furnish all labor, supplies, equipment, transportation and supervision necessary to meet the requirements of this contract.
Period of performance is November 1, 2022 through October 31, 2023, daily each week, Monday through Friday, after business hours: 7:00 AM – 6:00 PM.
Period of performance is for a base year and four 1 year options.
Base Year – November 1, 2022 to October 31, 2023 Option Year 1 - November 1, 2023 to October 31, 2024 Option Year 2 - November 1, 2024 to October 31, 2025 Option Year 3 - November 1, 2025 to October 31, 2026 Option Year 4 - November 1, 2026 to October 31, 2027

Award shall be made to the quoter, whose quote is the lowest priced technically acceptable. Quotes will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, offerors must receive a rating of “acceptable” in every non-price factor/subfactor.
Per, FAR 52.217-5 Evaluation of Options (JUL 1990), Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
The following factors and sub-factors will be used to determine technical acceptability. Offeror shall provide the information necessary, including for any subcontractors, to evaluate the following factors and subfactors:
Factor #1 – Technical Capability of Offeror. In order to receive a rating of “acceptable”, offer must at a minimum, demonstrate adequate experience and technical capability performing janitorial or similar services. The Government will evaluate the following and each category must receive a rating of acceptable in order to receive an overall rating of acceptable in this factor:
Subfactor #1.1 – Experience performing janitorial services – In order to receive a rating of acceptable, offer must demonstrate 3 years or more of experience providing janitorial or similar cleaning services.
Subfactor #1.2 – Equipment – In order to receive a rating of acceptable, offer must demonstrate that they have adequate experience using equipment and resources to provide janitorial services.
Subfactor #1.3 Approach to complete work – In order to receive a rating of acceptable, offeror’s approach, project management, staffing experience, and training to demonstrate the ability to successfully perform janitorial/cleaning services.
Factor #2 -Past Performance – In order to receive a rating of “acceptable” for this factor, Offeror must have a Recent past performance rating for of acceptable/satisfactory or higher for same or similar services. Offerors must provide at a minimum, provide two references, including any proposed subcontractor. References should include contact name, home number and email, and a description of the services provided. The past experience should indicate successes of the contractor in completing/meeting delivery dates and customer satisfaction as well as address any problems. The Government considers “recent” present/past performance to be within the past 3 years. The Government considers “relevant” present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this solicitation requires.
The Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth.
NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability,“unknown” will be considered “acceptable.”
PRICE: Award will be made to the lowest priced offeror that is evaluated as “acceptable” for all non-price factors.

This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows:
"The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
